Public Content Information In the current budget, funds are allocated to replace aged and deteriorating Village-owned water main. Pursuant to the findings discussed in the 2017 Water Rate Study, this year's proposed project is scaled to continue a multi-year process of reducing the life expectancy of water mains to 130 years. The improvement will increase the reliability and sustainability of the water distribution system. Analysis performed during the Water Rate Study indicated that our former rate of renewal approached 600 years. This project includes replacing 4,500 lineal feet of six-inch 6" diameter water main with 8" diameter class 56 ductile iron water main. The project area is depicted on the attached map (Attachment A). Streets affected include Yates Lane, Mark Drive, Thayer Street, Mitchell Drive and Jeffrey Drive. The class 56 ductile iron water main will be installed in open cut trenches under the eastern drive lane of the street on Yates Lane and under both drive lanes on Mark Drive, Thayer Street, Mitchell Lane and Jeffrey Drive. In addition to the 8" water main installation, the project also includes approximately 368 lineal feet of storm sewer replacement; ten (10) new water main valves and vaults; ten (10) new fire hydrants; Sixty-four (64) water service reconnections and various pavement and parkway restorations. The work will be constructed in accordance with the 2019 Water Main Replacement Documents (Attachment B). Bid Results Robinson Engineering, prepared detailed plans, specifications and bidding documents necessary to facilitate contractual performance of this work. A copy of the bid documents and project plans are attached (Attachment B). https://go.boarddocs.com/il/vomp/Board.nsf/Public 1/3 7/17/2019 BoardDocs®Pro The bid documents were sent to fourteen (14) area firms who have experience in water main replacement projects and to all firms that previously bid on past water main replacement projects. The work was publicly advertised on the Village's website. On July 8, 2019 the bids were publicly opened and read as required by Village Code. The following eight (8) firms submitted bids: Contractor Base Bid Millennium Contracting Corporation $1,254,577.89 Patnick Construction $1,423,442.50 DiMeo Bros., Inc $1,444,900.00 Cecchin Plumbing & Heating, Inc $1,500,471.00 Martam Construction, Inc $1,542,321.50 Bolder Contractors $1,760,455.00 Gerardi Sewer & Water Co. $1,767,510.00 A Lamp Concrete Contractors, Inc. $1,834,069.45 Engineer's Estimate - $1,501,150. Discussion All bids were reviewed to ensure that the documents had all appropriate signatures, and bid security. All bids were submitted with requisite documents, security, and signatures except for Millennium Contracting Corporation of Chicago, Illinois (Millenium). Millennnium failed to sign and submit the three (3) addendums that were publicly advertised as required. A copy of the addendums are attached (Attachment C). The apparent lowest cost bid was submitted by Millenium. The firm has never performed work for the Village of Mount Prospect in the past. The specifications required submittal of a minimum of three (3) references for projects of similar scale and scope. Millennium provided three (3) references for water main construction projects. However, all three (3) references were for work performed as a sub-contractor. All the references were other contractors including Reliable Contracting Company of Chicago, NPL Construction Company of Chicago, and Benchmark Construction Company of Bartlett. They provided no municipal or water agency references. None of the referenced contractors have previously performed work for the Village of Mount Prospect. Staff called all three (3) references and received favorable feedback from two (2) firms. However, one (1) of the references shared the same surname as the president of Millennium. The third reference did not return our call. Staff also contacted Millennium directly to discuss their experience and resources in greater detail. We specifically asked the firm to supply references for water main work performed as a prime contractor for a municipality or public water agency. Millenium stated that they do not have that type of work experience. Furthermore, the firm seems to have no experience securing bonding for construction projects. In addition to the bid bond, this project requires a performance bond, labor and materials payment bond, and a two-year maintenance bond. To date, it appears most of their work has been performed as a subcontractor. Furthermore, most of their work sites have been in the City of Chicago. Finally, a portion of Millenium's bid submittal is materially unbalanced. Their submittal for full-depth (11-inch) pavement patches over the water main trenches is $9.23 / square yard. The engineer's estimate for this work is $60 / square yard. The average of prices received for this work item is $58.86 / square yard. When queried, Millienium responded that their submitted unit cost was erroneous. Their actual cost for this work is $33 / square yard which increases the total cost for this work item from $45,503.90 to $162,690. It also increases Millenium's total bid price from $1,254,577.89 to $1,361,763.99. Due to a lack of relevant experience, inadequate work references, incomplete bid submittal, and a material error in their bid submittal, staff has concluded that Millenium's bid is non-responsive to the bid documents. Based on the review of the bids, reference checks and past projects, the next lowest-cost, responsible bidder is Patnick Construction, Inc. of Franklin Park, Illinois (Patnick). Patnick has performed work for the Village in the past. Most recently, they constructed the 2018 Water Main Replacement Project on Prospect Ave, School Street, Lincoln https://go.boarddocs.com/il/vomp/Board.nsf/Public 2/3 7/17/2019 BoardDocs®Pro Street and Maple Street. Work on the project was completed satisfactorily. In addition, reference checks indicated that Patnick has satisfactorily completed similar work in other communities. It is the opinion of staff that Patnick is qualified to successfully prosecute this proposed project. Patnick's bid submittal is attached (Attachment D). On the advice of the Village Attorney, staff recommends that the Village Board waive the requirements for public bidding in this instance and award a contract for the 2019 Water Main Replacement Project to Patnick Construction, Inc. of Franklin Park, Illinois. Since the project includes underground work, there is a possibility of unforeseen repairs. Staff is requesting a 10% contingency ($142,344.25) to address any of these unforeseen issues should they arise. A 10% contingency would bring the project award total to $1,565,786.75 (the $1,423,442.50 base bid plus the 10% contingency of $142,344.25). Alternatives 1. Waive the requirements for public bidding and award a contract for construction of the 2019 Water Main Construction Project to Patnick Construction, Inc. of Franklin Park, Illinois. 2. Action at discretion of Village Board. Staff Recommendation Staff recommends that the Village Board waive the requirements for public bidding and award a contract to Patnick Construction, Inc. of Franklin Park, Illinois to construct the 2019 Water Main Replacement Project (Yates Ln/Mark Dr. /Thayer St. /Mitchell Ln. /Jeffrey Dr.) for an amount not to exceed $1,564,786.75.
