VILLAGE MANAGER'S REPORT Subject 8.3 Maple Street Parking Deck Update Access Public Type Information Public Content Information This memorandum transmits a proposed layout option and schematic design architectural renderings in two (2) color schemes for the Maple Street Parking Deck. These designs were selected through an iterative process involving representatives from the Building Department, Community Development Department, Public Works Department, the Village Manager's Office, Construction Manager Nicholas and Associates and the Village's parking deck designers Walker Consultants. Functional Layout The parking structure will provide parking for commuters and visitors. There are three (3) levels of parking, located one level above Maple Street, one at street level and one below grade. Parkers may enter and exit on both Maple Street and Elm Street. Due to the significant elevation decline from west to east across the building site, the profile of the parking deck will largely be unobtrusive and approximate a one (1)-story building; particularly when viewed from the west. The parking structure provides parking for approximately 279 vehicles on the three (3) levels. There are six (6) accessible stalls to accommodate persons with disabilities (included in the total parking count), which are located on street level and lower level. The parking structure is two bays wide with a single threaded helix circulation system. The helix system provides a single, two-way traffic pattern up and down the structure facilitating efficient vehicle ingress and egress. Parking is at 90 degrees throughout the structure. The stalls are an industry-standard 9'-0" wide with 16'-0" wide accessible stalls. The one-size fits all, standardized parking space width eliminates enforcement problems and reduces "double parking" associated with small car only (compact spaces) or reduced width parking stalls. The parking bay width is 60'-0". Vertical pedestrian access and circulation will be provided by two stair towers and one parking elevator. The parking elevator and one stair tower will be located at the northwest corner near Maple Street. Another stair tower will be located at the northeast corner of the structure to meet exiting requirements. Internal signage and graphics will be provided to direct parkers to spaces and to the elevator. Way-finding and colors will be provided to help users find their ultimate destination and recall their parking location. To facilitate efficient top-level snow removal, a "snow dump" channel and landing pad has been designed for the southeast corner of the deck. Parking Deck Elevations The elevation proposed for the new parking structure has been designed to relate to the adjacent mixed-use building. The cladding of the Maple Street Loft "Building A" project features a red-brown brick and light brown cement panel with horizontal grooves that simulates cedar wood plank siding. It also features black metal store fronts, canopies and metal wall panels. https://go.boarddocs.com/il/vomp/Board.nsf/Public 1/3 7/17/2019 BoardDocs®Pro The functional layout of the parking garage places the elevator and stair components next to "Building A" on both Maple and Elm Street. Staff is proposing a dark gray front fagade, metal detailing and shallow entrance canopies with three-dimensional signage along these two streets, to provide continuity across the block. The elevations of the mixed-use "Building A" feature brick faced piers and spandrels. The window openings are rectangular, and balcony railings are made of ornamental metal. The elevation of the parking garage will also have a strong frame expression, and large rectangular openings. Three- dimensional interest and detail is provided by the metal frame elements that are included in the design. These metal frames, provide a vertical counterpoint to the horizontal composition of the overall structure. The frames are constructed of light metal framing and panels which allows these elements to be deeper than if made of concrete. This depth provides more interest and enhances the shade and shadow effects they create, as sunlight moves across the building. The surface of the concrete within the frames is white with horizontal grooves. This combination of material and detail provides a modern compliment to the brick walls of the overall composition. The interest provided by the metal frame elements and rectangular frame openings included in the elevations help the structure comply with downtown design guidelines, particularly along Dawson Drive (the south elevation of the deck). It is important to break up the length of the deck with architectural features to comply with the linear massing component of Section 14.304.1 (A) (3) of the zoning code, which states "facades fifty feet(50') or greater in length facing a front or exterior side lot line shall vary the depth of the structure, by way of recesses and projection within the building's architecture. These details shall break up the massing of the structure in addition to any windows and building entrances along the facade." The precast wall panels are detailed to include pieces of brick about 3/4"thick applied to their surface. They are spaced to replicate a traditional hand laid brick wall; this allows the deck to have brick elements at a more affordable cost as opposed to traditional brick. The design also features painted ornamental metal railings at grade and a raised planter along Elm Street. Attached are renderings in two (2) color schemes including a red-brown palette and a gray palette. These colors were selected for demonstration only; several color palettes are available for consideration. The red-brown scheme relates to the adjacent Building A's palette but does not copy it. The second scheme in shades of gray more clearly separates the parking structure from Building A and suggests a relationship to the new Fire Headquarters and Police Headquarters buildings. Next Steps Appropriate staff, along with representatives from Walker Consultants, will be on hand to facilitate Village Board discussion of the proposed layout and proposed schematic designs. With Village Board concurrence, staff seeks to release layout and schematic design information to Maple Street Lofts developer, Nicholas and Associates, to secure foundation and prefabricated concrete pricing that can be utilized to prepare a guaranteed maximum price to construct the deck. This guaranteed maximum price will be presented for the Village Board's consideration in August. Staff will also return to the Village Board in August to review more complete design documents, elevations, construction materials, and color palettes. Recommendation Release layout and schematic design information as presented to Maple Street Lofts developer, Nicholas and Associates, to secure foundation and prefabricated concrete pricing to prepare a guaranteed maximum price to construct the deck.
