Public Content Information The Transportation Safety Commission transmits their recommendation to approve new turn prohibitions at the closely-spaced intersection involving , Central Road and Mount Prospect Road. The intersection currently has a few turn prohibition signs in-place for safety andtraffic flow reasons. These turn prohibitions, however, are not specified in the Village Code. In addition, the Rand Road Corridor Plan and recently completed h Engineering to for the Rand-Central-Mount Pros c intersection recommends additional turn prohibitions that arenot currently identified with signs. At the intersection, Rand Road is a 5-lane arterial road under the jurisdiction of the Illinois Department of Transportation (I ) with a speed limit of 40 mph. The first is prohibiting left turns from southbound ros c onto eastbound Central Road. Motoristsrarely make this turn as most continue southeast on Rand Road to Central Road. However, when this turn is made, through-trafficbacks-up southbound u Prospect as there is no dedicated left-turn lane. Motorists can access Central Road via southeastbound Rand Road. The second turn prohibition is right turns from northbound Mount Prospect Road onto southeastbound Rand Road. Motorists rarely make this turn as most turn right at Central Road to access the gas station or Rand Road. The right turn at Rand Road is also difficult because of the skew, especially for trucks. Pavement markings on the northbound curb lane direct motorists to turn left onto Rand Road or continue straight into the Mount Prospect Plaza. Mount Prospect Road is under the jurisdiction of the Village. Signs installed facing Mount Prospect Road at Central Road or Rand Road will be done with Village forces without the need for approval from IDOT. This issue was presented to the Transportation Safety Commission at their March 4,, 2019 meeting. The Commission agreed the signs enhance traffic flow and safety at the intersection. Staff has delayed presenting the issue to the Village Board of Trustees until completion of the Phase I Engineering Study to assure there were no changes to the recommended turn prohibitions. ill 's consultant for the project, Christopher Burke Engineering,, recently completed the study and there are no changes to the recommendations. By a vote of 8-0, the Transportation Safety Commission recommends to approve the following for ordinances: 1. Enact an ordinance that prohibits left turns at all times from eastbound Central Road onto northwestbound Rand Road (Section 18.2002). 2. Enact an ordinance that prohibits left turns at all times from northwestbound Rand Road onto southbound Mount Prospect Road. (Section 18.2002). 3. Enact an ordinance that prohibits right turns at all times from southeastbound Rand Road onto westbound Central Road (Section 18.2002). 4. Enact an ordinance that prohibits left turns at all times from southbound Mount Prospect Road onto eastbound Central Road (Section 18.2002). 5. Enact an ordinance that prohibits right turns at all times from northbound Mount Prospect Road onto southeastbound Rand Road (Section 18.2002). Enact ordinances limiting turn movements at the Rand/Central/Mount Prospect Road intersection(s) as recommended by the Transportation Safety Commission. 2. Action at discretion of Village Board. School Street Traffic Engineer Lawrie introduced a new member to the Commission,Tina DeAragon. APPROVAL OF MINUTES Commissioner Keane, seconded by Commissioner Fisher, moved to approve the minutes of the regular meeting of the Transportation Safety Commission held on December 10, 2018. The minutes were approved by a vote of 7-0 with Commissioner DeAragon abstaining. CITIZENS TO BE HEARD There was no one in attendance that spoke on an issue not on the agenda. Turn Prohibitions at Rand Road, Central Road & Mount Prospect Road 1) Background The closely-spaced triangle intersection involving Rand Road, Central Road and Mount Prospect Road currently has a few turn prohibition signs in-place for safety and traffic flow reasons. These turn prohibitions, however, are not specified in the Village Code. In addition,the Rand Road Corridor Plan and ongoing Phase I Engineering Study for the Rand-Central-Mount Prospect intersection recommends additional turn prohibitions that are not currently identified with signs. This issue is being presented to the Transportation Safety Commission at this time because of recent short-term improvements made to Mount Prospect Road to improve traffic flow from the Mount Prospect Plaza to Busse Avenue. Current Traffic Regulations 1. Left turns are prohibited from eastbound Central Road onto northwestbound Rand Road. 2. Left turns are prohibited from northwestbound Rand Road onto southbound Mount Prospect Road. 3. Right turns are prohibited from southeastbound Rand Road onto westbound Central Road. Current Layout 1. At the intersection, Rand Road is a 5-lane arterial road under the jurisdiction of the Illinois Department of Transportation (IDOT) with a speed limit of 40 mph. 2. At the intersection, Central Road is a 5-lane arterial road under the jurisdiction of IDOT with a speed limit of 35 mph. 3. At the intersection, Mount Prospect Road is a 4-lane arterial road under the jurisdiction of the Village with a speed limit of 30 mph. 4. Marked crosswalks exist on all of the legs of the triangle intersection. 5. The three traffic signal systems are interconnected at the triangle intersection. 2) Analysis The existing turn prohibitions were installed by IDOT many years ago, most likely with the reconfiguration of the intersection in the 1980s. Upon review, it appears these turn prohibitions were never added to the Village Code. It would be appropriate to include them in the Village Code at this time. Recent studies performed by Village consultants identify two additional turn prohibitions to enhance safety and improve traffic flow. The first is prohibiting left turns from southbound Mount Prospect Road onto eastbound Central Road. Motorists rarely make this turn as most continue southeast on Rand Road to Central Road. However,when this turn is made,through traffic backs-up on southbound Mount Prospect Road as there is no dedicated left-turn lane. There is no commercial driveway on the south side of Central Road between Mount Prospect Road and Rand Road; therefore, there isn't a benefit to allow this turn. Motorists can access Central Road via southeastbound Rand Road. Prohibit right turns at all times from southeastbound Rand Road onto westbound Central Road. 4. Prohibit left turns at all times from southbound Mount Prospect Road onto eastbound Central Road. 5. Prohibit right turns at all times from northbound Mount Prospect Road onto southeastbound Rand Road. 4) Discussion Traffic Engineer Lawrie provided a brief presentation on the issue. He summarized the existing turn prohibitions in place and discussed the proposed turn prohibitions. He also highlighted the recent improvements made to Mount Prospect Road and provided a status report of the ongoing study. Commissioner Prosperi questioned if the proposed turn prohibitions would negatively affect access to the mattress store at the intersection. It was noted the property has two driveways and customers would still be able to get to the store. Commissioner Fisher suggested an education period for motorists should turn prohibition signs be installed by the Village. Commander Schmitz said the Police Department would do a 30-day education period before issuing tickets. Commissioner Fisher suggested orange flags or something similar be placed next to the new signs to bring attention to them. Commissioner Keane made a recommendation to approve the turn prohibitions as presented by Traffic Engineer Lawrie. The motion was seconded by Commissioner Tortorello. The motion was approved by a vote of 8-0. 6) Update on Various Village Transportation Projects Traffic Engineer Lawrie presented the status of the following transportation projects: • Central Road Resurfacing Project (IDOT) • Northwest Highway Resurfacing Project (IDOT) • Golf Road Resurfacing Project (IDOT) • Algonquin Road Resurfacing Project(IDOT) • Euclid Avenue Resurfacing Project (Cook County) TSC Meeting Page 3 of 4 March 111,2019 • Busse Road Project(Cook County) • Louis Street Traffic Calming Project • Forest Avenue Traffic Calming Project • Central Road Crosswalk Projects • New Sidewalk Project • Algonquin Road Bike Path Project • Downtown Pedestrian Signal Project • Central Road Pedestrian Gates Project • Central Road Street Light Project • Willow-Cypress-Frost Street Light Project • Randview Highlands Street Light Project • Rand-Central-Mount Prospect Intersection Study • Rand-83-Kensington Intersection Study There was general discussion on each of the projects. No formal action was necessary or taken. C) Selection of Vice Chairperson Choosing a Vice Chairperson is done so by the Transportation Safety Commission. This person's responsibility is to lead a meeting in the Chairperson's absence. It is a four-year term. After some discussion, Chairman Kuehlthau nominated Commissioner Prosperi to serve as Vice Chairman. Commissioner Keane seconded the nomination. Commissioner Prosperi accepted the nomination. The nomination was approved by a vote of 8-0. COMMISSION ISSUES Commissioner Keane noted the traffic signal at Central Road&Owen Street is not working properly. Owen Street gets a green light with no traffic on the street. Traffic Engineer Lawrie is aware of the problem and is working with the traffic signal maintenance contractor to repair a faulty wire. Commissioner Fisher announced his retirement after twelve years of service. The Commission members thanked him for his work and wished him well. ADJOURNMENT With no further business to discuss, the Transportation Safety Commission voted 8-0 to adjourn at 7:54 p.m. upon the motion of Commissioner Prosperi.
