Public Content Information A primary goal of the Village's Strategic Plan is to improve the conveyance of vehicles, bicyclists, and pedestrians across the Union Pacific Railroad tracks in the downtown area. Specifically, the Village seeks to reduce traffic congestion, reduce long queue lengths, and taper the loss of time associated with traffic signal cycling interruptions and the limited options to cross the railroad tracks in the current street network configuration. A corollary objective is to enhance safety for pedestrians, bicyclists, commuters, and motorists moving through the Village's downtown area. During recent Committee of the Whole and Regular Meeting discussions on downtown transportation and parking issues, the Village Board affirmed intent to pursue both short-term and long-term objectives to improve downtown traffic flow. A key short-term goal is to modify downtown pedestrian crossing signals to reduce traffic signal cycle time. Longer term goals include extension of the railroad commuter platform to reduce crossing gate down time, relocation of the Police and Fire Headquarters Building to reduce emergency vehicle preemption of downtown traffic signals, and examining the feasibility of constructing a new railroad grade crossing. Pedestrian signal modification work is presently underway in conjunction with Illinois Department of Transportation pavement resurfacing work on Northwest Highway (U.S. Route 14). Similarly, relocation of emergency response headquarters operations is in the process of being relocated out of the downtown area. To secure these services, staff prepared a detailed request for proposals (RFP). Three (3) engineering firms with experience in niche confluence of rail, highway, intersection, and traffic signal improvements were asked to submit proposals. The scope of work delineated in the RFP includes the following tasks: • Collect traffic and safety data to analyze existing highway rail at -grade crossings. ® Existing and projected traffic data will be collected for the downtown area and include the four highway/railroad crossings within the Village. o Current or planned property redevelopment plans will be obtained to account for increased future traffic. ® Train volume information will be documented for the UP Northwest/Metra line. ® Traffic accident data will be collected. ® Previous traffic studies will be reviewed for background information. ® Traffic patterns will be analyzed and traffic operations at primary intersections will be studied Identify key stakeholders and conduct two focused workshops. • Work with the Village to identify key stakeholders including elected officials, Village planning and engineering staff, emergency service providers, neighboring community leadership, and railroad representatives. • Plan and facilitate workshop #1 to discuss existing conditions, perceived constraints, desired goals, and brainstorm possible alternatives. • Plan and facilitate workshop #2 to review alternatives that were developed. Focus on benefits and impacts of various alternatives. Collect input on options. Identify at -grade alternatives for reducing grade crossing area traffic conflicts. • Utilize data collection and analyses along with stakeholder input to establish a range of alternatives to address traffic congestion and rail crossing conflicts. • Alternatives may include roadway closures, roadway realignments, traffic signal and signage improvements. • Evaluate technical elements of alternatives to determine which alternatives are reasonable to move forward. • Provide design engineering and construction engineering (observation and contract administration) services necessary to extend existing commuter rail station platforms approximately as required by the Union Pacific Railroad Company, Metra, and the Illinois Commerce Commission. This platform extension will help satisfy a short-term goal to modify the stopping position of inbound trains. Inbound trains that stop further east for boarding and alighting passengers will shorten the time crossing gates are in the down position blocking traffic on Illinois Route 83 (Elmhurst Road/Main Street). • Identify grade separated alternatives for reducing grade crossing area traffic conflicts. Utilize data collection and analyses along with stakeholder input to establish a range of alternatives to address traffic congestion and rail crossing conflicts. Alternatives will be focused on highway/rail grade separations potentially combined with roadway changes. Evaluate technical elements of alternatives to determine which alternatives are reasonable to move forward. • Address the potential impacts of reasonable conflict reduction measures. o Identify and address potential impacts on the community and the environment that could be associated with each alternative. ® Document issues related to items such as: • Building displacements • Emergency services https://go.boarddocs.com/il/vomp/Board.nsf/Private?open&login# 2/4 6/19/2019 BoardDocs® Pro • Traffic operations • Aesthetics • Environmental factors • Identify potential funding sources for recommended conflict reduction measures. • Prepare and present a report of findings and recommendations for a course of action. The primary deliverable for this project will be a written feasibility report that can be utilized to facilitate Village Board discussion and evaluation of long-term alternatives. Additionally, this report can be utilized to garner support (conceptual and financial) for preferred improvements from the Union Pacific Railroad, Metra, Illinois Department of Transportation, and federal aid programs. RFP Results The Village received three (3) submissions. All proposals were reviewed on the basis of their understanding of our goals and their methodology to complete the study. Each firm was also interviewed by Village staff. They were then rated (with a maximum score of 100 points) according to these specific categories: background of firm, capacity to perform work, understanding of project, related project experience, project schedule, and work effort. HDR has not performed work for the Village in the past. However, it is a large, international engineering consulting firm with over 10,000 employees in 215 office throughout the world. The firm has extensive experience is the transportation and rail sectors of the engineering consulting market. Additionally, the firm has a long -tenured relationship with the Union Pacific Railroad Company; both firms are headquartered in Lincoln, Nebraska. Most importantly, HDR has put together a very strong project team with extensive experience working on complex railroad grade crossing feasibility studies. Notably, their team has recently completed similar studies in Chicago (IDOT), Glen Ellyn, Wheaton, and Lake Forest. They also have a working relationship with IDOT and the necessary skills to engage stakeholders throughout the process. Each firm was also asked to submit a cost proposal as well. The lowest cost proposal was submitted by Christoper Burke of Rosemont, Illinois. However, it is staffs opinion that Christopher Burke's proposal does not appropriate necessary work effort to successfully prosecute the project. Furthermore, the firm comparatively lacks specific experience with railroad grade crossing feasibility studies. The second lowest cost proposal was submitted by HDR. It is staff's opinion that HDR understands the goals of the study, has provided a thorough proposal based on their extensive experience, and is best qualified to perform the work. The purpose of this proposed project is to improve safety for pedestrians, bicyclists, commuters, and motorists moving through the Village's downtown area. The map in Attachment A denotes this location. In addition, the Village seeks to reduce traffic congestion, reduce long queue lengths, and taper the loss of time associated with traffic signal cycling interruptions and the limited options to cross the railroad tracks in the current street network configuration. Inbound trains that stop further east for boarding and alighting passengers will shorten the time crossing gates are in the down position blocking traffic on Illinois Route 83 (Elmhurst Road/Main Street). Identify grade separated alternatives for reducing grade crossing area traffic conflicts. • Utilize data collection and analyses along with stakeholder input to establish a range of alternatives to address traffic congestion and rail crossing conflicts. • Alternatives will be focused on highway/rail grade separations potentially combined with roadway changes. • Evaluate technical elements of alternatives to determine which alternatives are reasonable to move forward. 5. Address the potential impacts of reasonable conflict reduction measures. • Identify and address potential impacts on the community and the environment that could be associated with each alternative. • Document issues related to items such as: • Building displacements • Emergency services • Traffic operations • Aesthetics • Environmental factors • Level of detail needs to be sufficient to allow for a comparative analysis of the various alternatives on a macro -scale. 6. Identify potential funding sources for recommended conflict reduction measures. • Research and identify potential funding sources for the alternative improvements. 7. Prepare and present a report of findings and recommendations for a course of action. • Results of the existing conditions and the alternatives evaluation will be documented in a Findings and Recommendations Report. • The final report will be coordinated with the Village and select stakeholders. • Prepare a PowerPoint presentation and present Findings and Recommendations Report to the Mount Prospect Village Board. Technical Proposal The Consultant's technical proposal shall be organized so that the outline generally follows the format of this request for proposals. The proposal shall cover the approach and the methodology the Consultant intends to use in carrying out the project. RFP for Railroad Grossing Alternatives Feasibility Study Page 3 of 7 The technical proposal shall be less than ten (10) pages in length (does not include any appendices or literature that may be attached to the proposal). The technical proposal should also include statements setting forth the Consultant's line of business, organizational structure, summary of past experience, and specific descriptions of at least three (3) projects completed in the Chicago metropolitan area that are similar in subject, size, and complexity to the scope of services specified herein. These descriptions must include contact information for reputable references that can attest the Consultant's representations. This requirement for organizational structure and project references shall not apply if the Consultant has performed similar work for the Village within the last five three (3) years. In addition, the proposal shall indicate the principal in charge, project manager, and other staff who will be committed to the project along with their resumes. This request for proposals describes an intended design -bid procurement scheme. The Village of Mount Prospect will entertain alternative procurement methods. However, alternatives must be submitted in addition to the requested design -bid scheme. The consultant shall also submit a man-hour estimate, by labor category, for all phases of the work. A total man-hour estimate should also be supplied. NOTE: The total number of ON-SITE man-hours must be clearly identified. Cost Proposal In a separate, sealed envelope, marked "Cost Proposal for Mount Prospect Railroad Crossing Alternatives Feasibility Study", identify a maximum, not -to -exceed fee. An hourly fee schedule by personnel category, including direct and indirect personnel costs and profit to be used for invoicing, shall also be included. Proposal Submittals Proposals should be submitted as a distinct document in a separate sealed envelope marked: Proposal for Village of Mount Prospect, Illinois Railroad Crossing Alternatives Feasibility Study Present Work Load A tabulation of the Consultant's current project workload is to be included for each of individual assigned to this project. Each project shall be identified by name, type, size, duration, and personnel assigned. In lieu of this tabulation, the Consultant may include a statement in their proposal, that if awarded this project, that the Consultant has sufficient time and personnel available to perform all of the tasks and/or work contemplated in this request within the time period outlined. Personnel Professional resumes, including education, work experience, professional credentials, and employment status (e.g. full-time, part-time, years with the firm, job description) for each individual to be assigned to the project described herein should be provided. RFP for Railroad Grossing Alternatives Feasibility Study Page 4 of 7 Disqualification of Proposals More than one proposal for the same work described herein from an individual, firm or partnership, a corporation or an association under the same or different names, will not be considered. Reasonable grounds for believing that any party is interested in more than one proposal for the work contemplated will cause the rejection of all proposals in which said party is interested. If there are reasonable grounds for believing that collusion exists among the parties submitting proposals, the proposals of the participants in such collusion will not be considered. Indemnification The Consultant shall indemnify and save harmless the Village, its officers and employees from any and all liability, losses or damages, including attorney's fees and costs of defense, the Village may suffer as a result of claims, demands, suits, actions or proceedings of any kind or nature, including workers' compensation claims, in any way resulting from or arising out of the operations of the Consultant under the Contract, including operations of subcontractors; and the Consultant shall, at his own expense, appear, defend, and pay all fees of attorneys and all costs and other expenses arising therefrom or incurred in connection therewith; and, if any judgments shall be rendered against the Village in any such action, the Consultant shall, at his own expense, satisfy and discharge same. The Consultant expressly understands and agrees that any bonds, letters of credit or insurance protection required by the Contract, or otherwise provided by the Consultant, shall in no way limit the responsibility to indemnify, keep and save harmless and defend the Village as herein provided. Consultant agrees to defend and hold harmless the Village from and against all demands, claims, suits, costs, expenses, damages and adjustments based upon any infringement of any patent relating to goods specified in the contract, and on account of the Village's use of any copyrighted or uncopyrighted, composition, trade secrets, secret process, proprietary rights, patented of unpatented invention, article or appliance furnished or used under the bid Specifications. Licenses Each party submitting a proposal shall possess all necessary federal, state, and local licenses as are required by law, and shall furnish satisfactory proof to the Village upon request that the licenses are in effect during the entire period of the Contract. Such evaluations will include the experience of the Consultant, capability of the Consultant, and other factors deemed by Village staff to be in the best interest of the Village. In addition, the Village reserves the rights to accept or reject any and all proposals, to waive any informality in any proposals, and to accept any proposals considered advantageous to the Village. All parts, supplies, materials, services, and data will be provided within the timelines and costs stipulated within the proposal and this agreement, unless modified in writing between the Village of Mount Prospect and the Consultant. The Consultant should identify all other items for which they will be seeking additional reimbursement; i.e. tolls or other out-of-pocket expenses. Compliance with Freedom of Information Act Request Section 7 of the Illinois Freedom of Information Act (FOIA), 5 ILCS 140/7, applies to public records in the possession of a party with whom the Village of Mount Prospect has contracted. The Village of Mount Prospect will have only a very short period of time from receipt of a FOIA request to comply with the request and there is a significant amount of work required to process a request including collating and reviewing the information. The Consultant acknowledges the requirements of FOIA and agrees to comply with all requests made by the Village of Mount Prospect for public records (as that term is defined by Section 2(c) of FOIA) in the undersigned's possession and to provide the requested public records to the Village Mount Prospect within two (2) business days of the request being made by the Village of Mount Prospect. The bidder/contractor agrees to indemnify and hold harmless the Village of Mount Prospect from all claims, costs, penalties, losses and injuries (including but not limited to, attorney's fees, other professional fees, court costs and/or arbitration or other dispute resolution costs) arising out of or relating to its failure to provide public records to the Village of Mount Prospect under the contract. Ownership of Documents and Intellectual Property Except as otherwise provided in the Agreement, software, documents and reports prepared by the Consultant, as part of the Services performed, shall become the sole and exclusive property of the Village of Mount Prospect upon payment. However, the Consultant shall have unrestricted use of the information and or reports for their internal use but not for any other purpose without the written consent of the Village of Mount Prospect. Independent Contractor By accepting this agreement and providing services herein, the Consultant acknowledges and agrees that it will be providing services to the Village of Mount Prospect as an "independent contractor". The project study area is located at the northwest corner of Midway Airport directly under the flight path of Runway 13-31, and will also incorporate the intersections of Central Avenue with 55th Street and Central Avenue with Archer Avenue. Central Avenue serves as a key north -south route on the southwest side of Chicago, and will become an even more critical link to the Stevenson Expressway once a planned connection across the CSX Railroad intermodal rail yard to the south of Midway Airport is completed. The Taylor Street location is already a railroad underpass. While the roadway is one -lane and managed via traffic signal control, the existing sidewalk is narrow and does not provide positive separation from the vehicles. HDR evaluated the best location to provide a separate pedestrian tunnel while maintaining the current pedestrian and bicycle network. The second need was for a pedestrian underpass in the vicinity of the Metra Station to provide a commuter, consumer, and student crossing when freight and commuter traffic is present. HDR evaluated multiple locations and alignments that best fit the purpose and need while minimizing impacts to parking and character. The last task was to evaluate the best location for a vehicular grade separation, three at -grade crossings and one overpass was evaluated. HDR was responsible for data collection, railroad coordination, geometric evaluation, complete streets, identification of right of way needs, impact evaluation and documentation. In addition to the analysis, HDR reviewed the current grant funding opportunities to determine which improvements were eligible for which funding. A matrix of available sources was provided. HDR also presented the findings and recommendations to the Village Board. The project included the preparation of a project development report, environmental analysis, public involvement as well as design of the underpass. The project identified and assessed seven different alternatives. Proposed improvements will include the construction of a new pedestrian underpass and bikeway tunnel, stairways, ADA -compliant access ramps, retaining walls, lighting, landscaping, and related appurtenances to the south of the existing station building. The underpass structural unit is anticipated to include an outside diameter of 14 feet and will be jacked -and -bored into place to avoid interrupting train service. Inside the unit a level, reinforced concrete floor was designed to provide a maximum clear height of 10 feet. Supplemental reports included the Special Waste Phase I Site Assessment, Drainage Technical Memorandum, and TS&L. The study was conducted under IDOT Local Roads procedures and required coordination with Metra, Canadian Pacific, Amtrak, and other stakeholders. HDR has been coordinating with several stakeholders including IDOT, Metra, Amtrak and Canadian Pacific Railroad. In addition, for permitting and environmental clearances, HDR is also working with TEPA, IDNR and the Lake County Stormwater Management Commission. III°4IIIIINII III„Illi:UINID11EIRIPASS STUDY BNSF RAILWAY Hinsdale, Illinois The BNSF Hinsdale Pedestrian Underpass Feasibility Study investigated alternatives to grade - separate three at -grade pedestrian crossings at the Hinsdale and Highlands Metra stations in Hinsdale, IL. HDR investigated short bridge span and precast concrete tunnel options to provide pedestrian crossings under three BNSF tracks to improve safety as passengers cross the tracks to access the platforms from the parking areas north and south of the tracks. The study included structural engineering, site planning for ADA accessibility requirements and assessment of the impacts to parking spaces, drainage requirements, temporary and permanent easements, changes to the distance traveled by passengers, and cost estimates for the underpass alternatives. From the insight obtained from the visit, and our review of the Strategic Plan and prior transportation studies paired with HDR's recent experience on very similar projects, HDR understands your needs and has a well- informed vision for helping the Village work toward their goal of "a more walkable, pedestrian friendly community, while also improving the conveyance of vehicles" specifically across the Union Pacific Railroad (UPRR) and along and around Northwest Highway between Central Road and Mount Prospect Road. The Village of Mount Prospect has targeted various properties near the corridor for redevelopment and with many (20 West, Park Terrace, and soon 10 N. Main and the Maple Street Lofts) coming to fruition. The mobility changes associated with each development have been evaluated; however, there is also likely to be a corri- dor -wide adjustment in transportation activities. This adjustment not only changes the number of access points and travel patterns, but also a shift in the number and user split of vehicles, pedestrians, and bicyclists. The Village would like to take a larger -scale view of the corridor and identify a range of activities that can be implemented to address the changes in mobility. Whenever a railroad crossing is a root cause in delay and mobility, it is easy to recommend a grade separation. However, while reviewing the feasibility of a grade separation, some alternatives can be easily documented and dismissedgiven their impracticality with respect t impacts, costs and public acceptance. One critical issue with a grade separation is cross street traffic circulation. This issue can be addressed by retaining turning movements or devising an alternative means by using the local network to complete those movements. Lowering Northwest Highway and portions of Prospect Road to achieve a 16'-6" vertical clearance would not be practical given that it would devastate the downtown area that the improvement is attempting to enhance. Access to store fronts would be eliminated and side roads would be lowered, impacting areas well beyond the Northwest Highway corridor. Rerouting traffic to routes that experience light volumes or those that are residential in nature may have public backlash. In addition, grade separation from a state or county route without a direct connection gets complicated with respect to access and arterial highway standards, where focusing on a local route alternative will be far less costly. The HDR team will work on identifying the issues, the positives and negatives, and giving the Village Board the information to make an informed decision on proceeding with a feasible and reasonable alternative. When trains are present, through traffic could be notified with advance signing to utilize the alternate route, and ultimately keep traffic moving. Perhaps a grade separation is feasible; yet integration of adjacent land redevelopment may be instrumental in that feasibility. The development, acceptance, planning, and funding of a grade separation in a developed area is a long process. While a grade separation may be the desired result, the time associated with implementation lends toward the need of other short term incremental improvements. Concurrently, for the grade separation analysis, a range of short- and long-term pedestrian and vehicular at -grade improvements will be identified. This approach allows for interim improvements and improved functionality of the corridor until the ultimate improvement can be coordinated and funded. One pressing need and actionable improvement to the corridor is the Main Street f Emerson Road. As stated in the 2018Downtown Transportation Study (Addendum),extending platform f «I permit Metra trains to i1f at . location while boarding and alighting occurs at the station. Mount Prospect's downtown area needs to accommodate all modes of transportation: pedestrians, bicycles, automobiles, transit, and rail. Additionally, the network that serves the varied travel modes needs to promote the desired land uses as outlined in the Strategic Plan (Plan). The travel modes and land uses do not operate inter -dependent. When evaluating the most reasonable and feasible location for a grade separation the proposed land uses and development needs of the Downtown will be taken into consideration. It is possible that other Plan goals can be accomplished at the same time as a grade separation is developed. Such goals could be related to specific developments or promotion of pedestrian ways and green space. As various grade separation alternatives are studied, goals of the Plan will be included among the criteria factored into the decision matrix. HDR will obtain and review the pertinent existing data from the Village, such as existing plans, existing surveys, sewer atlases and survey benchmarks to compile geometric data to enable the feasibility studies to progress. HDR anticipates having its GIS team sort through the Village's Data to assist with analyzing site conditions, ROW issues and other pertinent parameters necessary to complete the feasibility studies. HDR will also review existing concept plans the Village may have associated with the project area. With an interest in preserving limited budget for preliminary engineering and analyses, HDR is planning to obtain plans, electronic mapping and reference elevations from existing documents to enable rough profiles of the sites to be developed rather than from detailed field surveys. If there is a need for HDR to have select spot elevations to enable geometric studies to be completed, HDR would work with the Village to obtain these. HDR will collect readily available historical traffic data, whether it be from the Village database and studies, IDOT, or private land development. The data will be reviewed and supplement with Streetlight data (https://www.streetIightdata.com/resources/). Streetlight data is a powerful tool will provide HDR access to historical data which can be summarized to exhibits for origination - destination, travel times and delay, effects on transit services, and more. Should any critical traffic data be absent, HDR would request the Village to obtain such data. We will coordinate with IDOT to obtain existing and future roadway and traffic signal improvements. The traffic signal system along Northwest Highway is interconnected with the railroad crossing gates. Depending on the alternatives and vehicular route changes, signal timings may be modified and improvements implemented. The traffic data and traffic signal operations will enable existing operations to be summarized. IDOT will also be able to provide crash data for the corridor. Understanding the safety aspect of a project is very important when evaluating alternatives. Will the proposed change improve the safety of the roadway or make it worse? HDR will use the predictive method principles of the Highway Safety Manual to determine the existing, predicted, and projected crash occurrences. The conditions at each site will be reviewed, photographed and to some extent measured and documented by the team. However, no formal surveys are planned for any of the sites. At this field visit visual and environmental factors will be captured. Sight lines may be impacted by landscaping or traffic signal equipment or drivers may be distracted by building marquees or reflective windows. From the information presented, HDR will guide the stakeholders through the development of a purpose and need as well as evaluation criteria for the study. The purpose and need will be the guiding principal as alternatives are brainstormed and developed and will simultaneously help decide how alternatives will be evaluated. HDR will also present the basic design criteria, what we call Engineering 101; that will be used for the alternatives. Upfront knowledge of the design requirements assists in the stakeholders understanding of how the alternatives will be developed. The workshop will conclude with the stakeholders identifying alternatives for HDR to define geometrically and evaluate as detailed in Task B. Workshop II will occur after Task B and C are complete. This workshop will be to present the details of the alternatives: short- and long-term improvements and grade separations. The ability to secure discretionary funding can be as important to the success of a project as sound planning and design. Many of HDR's clients have infrastructure projects that could have significant impacts on communities and the economy, but are held back by gaps in funding—with few opportunities for competitive grants. During the earlier Transportation Investment Generating Economic Recovery (TIGER) era (2009 and 2016), HDR assisted more than 40 TIGER grant awardees who collectively received more than $800 million in federal funds for key transportation projects. Funding any type of infrastructure project usually entails a creative combination of federal, state and local dollars. HDR helps clients identify the most appropriate funding solutions for their projects. We develop a funding matrix that identifies suitable fund sources, the parameters and requirements, application deadlines, and the local match that is required. LMG2,18th Street Bus Turnaround, Chicago, IL. Project Manager. A bus shuttle service is provided between the Grant Park Garages and Soldier Field for Bears football games. The existing drop-off is located on the east side of the CTA/Metra rail lines. The drop-off is proposed to be moved to the west side of the CTA/Metra rail lines. The only way for users to cross the rail lines is via the 18th Street pedestrian bridge. The City of Chicago requested an evaluation of the capacity of the pedestrian bridge and the potential of riders queuing on the pedestrian bridge. HDR collected pedestrian and bus ridership data during a Bears game. The capacity of the pedestrian bridge was determined as was the ridership. The ridership was converted to pedestrians on the bridge and a future capacity determined. Additionally, HDR evaluated the size of the pedestrian loading area to determine if capacity was sufficient and the rate of bus service. BNSF, Overhead Bridge at County Highway 9 Feasibility Study, East Galesburg, IL. This study was performed to consider the feasibility of constructing a highway overpass over BNSF Line Segment 7000 near Fast Galesburg, Illinois. The study considered construction cost for the overpass and bridge approaches on retained fill as well as impacts to property owners and municipal services affected by permanent road closures and significant changes to local roadway profiles. Illinois Department of Transportation, IL 2 Structure Type Study, Byron, IL. This structure type study was performed as part of the IL 2 corridor study to address deteriorating roadway and safety issues from Byron to Rockford, Illinois. The proposed improvement would require demolition of two existing railroad bridges and construction of longer bridges to accommodate a wider roadway section. HDR performed a review of the existing railroad structures over IL 2 and performed preliminary superstructure design calculations and cost estimates and prepared the technical memorandum for the study. Metra, UP West Line Environmental Assessment Update, IL. Project Manager. HDR assisted CDM Smith in performing traffic and parking analysis and noise assessments for the proposed parking lot improvements of the UP West Line. The locations of the proposed parking lots changed as did the size of the lots. Traffic volumes were recalculated and redistributed to adjacent intersections. HCS assessment of the intersections revealed no additional roadway improvements due to Metra traffic. All noise assessments revealed negligible increases in noise and mitigation is not required. Illinois Department of Transportation, 1-290 Bridges (Leavitt to Racine), Chicago, IL. Project Manager. IDOT is studying the seven bridges spanning 1-290 from Leavitt to Racine to define the rehabilitation or reconstruction needs. The seven bridges range from local road to arterial resulting in varying design criteria and evaluation. The intersections at each end of the bridge is influenced by 1-290 entrance/exit ramps resulting in queues and crashes occurring in proximity of each bridge. While the bridges are IDOT jurisdiction, the roadways are CDOT jurisdiction. The most challenging location is Paulina Street which serves the CTA Blue Line and Rush University Medical Center. The pedestrian volumes are significant enough to warrant 24 foot wide walk ways, thus reducing the roadway width. Many of the bridges implement bicycle and pedestrian upgrades. City of Chicago, Highway Safety Improvement Program for Pedestrian Countdown Signal Design TO#7, Chicago, IL. QA/QC Reviewer. CDOT implemented a system -wide pedestrian countdown signals as a low-cost, highly effective countermeasure reducing pedestrian crashes at signalized intersections near the Illinois Medical District and the far West side areas of Chicago. HDR also created plans to repair the substructure, including replacing the abutment walls. This project includes the superstructure replacement of NS's 110 - year old through plate girder span over CSX's track near Lafayette, IN. The bridge will be replaced with a 531/2 foot long through plate girder bridge that allows increased vertical clearance for CSX below. This project also includes concrete modifications to the existing abutments. HDR performed the field survey, bridge design and drawing set creation. Judie was design engineer responsible for checking superstructure design calculations performed by others. CSX Transportation, Crossover Bridge at MP ANJ 960.9, Pelham, AL. The Pelham Crossover Bridge carries a connector track between the CSX Lineville Subdivision and the S&NA-South Subdivision over Buck Creek in Shelby County, Alabama. HDR designed a new superstructure consisting of five through plate girder (TPG) spans, each 115 feet long and skewed at 45 degrees and reinforced concrete piers and abutments. Project challenges included an aggressive design schedule and complex superstructure geometry. A 3D finite element model was generated to obtain member responses for the through plate girders, floor beams, and end floor beams. The Lakewood Road Corridor Improvement included the enhancement of Reed Road at Lakewood Road and Miller Road at Lakewood Road intersections; changing them from stop controlled to signalized. The intent of the project was to provide added safety at the intersections while accommodating for a projected traffic increase generated from the future expansion of Centegra Health located southwest of the project location. Tragic pedestrian incidents have occurred at the grade crossings at this station so public safety is a primary driver for the development of a pedestrian underpass. Where more than 100 Metra, Amtrak and CP Rail trains per day travel past this station, a grade separation will greatly enhance safety. It will also enable the potential development of a new Amtrak stop along its intercity passenger line between Chicago and Milwaukee. Three schemes were develop including some which included the realignment of the under -passing roadway which would be accommodated by a new lengthened main span. HDR ultimately designed the superstructure replacement for a 26 -foot long, ballasted steel deck beam bridge which is to be constructed by CSX with in-house sources. The rehabilitated bridge maintains the same alignment as the original. HDR also created plans to repair the substructure, including replacing the abutment walls. Northern Indiana Commuter Transportation District, Kensington Avenue Underpass Replacement Bridge 75.37, Chicago, IL. Project Manager. HDR analyzed replacement alternatives for the Kensington Avenue underpass bridge and recommended replacement of the existing superstructure with a prestressed slab system. The superstructure replacement includes seven -foot wide slabs, set 18 inches deep onto modified abutment bridge seats. The proposed concrete slab superstructure consists of semi -standard units on a 20 -degree skew designed for Cooper E80 loading. An in -fill is proposed to increase the structural capacity of the pier. Union Pacific Railroad, Shermer Road Bridge 17.45 Milwaukee Sub Replacement, Glenview, IL. QA/QC Reviewer. UPRR experienced a coal train derailment near Bridge 17.47 Milwaukee Sub in July 2012 that caused the existing bridge to collapse. The existing bridge location was filled temporarily in order to put the line back into service. HDR provided design engineering and related services to design a replacement bridge for this location. The new through -plate girder bridge is skewed and has a span length of 140 ft which will accommodate the future widening of the underpassing roadway. City of Chicago, Fullerton Parkway Bridge over Lincoln Park Lagoon Phase I + II, Chicago, IL. Project Manager. Provided Phase I preliminary Engineering and Phase II Design services for the replacement of the historic Fullerton Parkway Bridge and an adjacent pedestrian underpass over Lincoln Park Lagoon. Phase II addressed the functional needs of the structure and roadway, maintenance of traffic needs and concluded with the development of bid documents. Architecturally enhanced structures were designed for this project which is situated in the heart of Lincoln Park. The design incorporated sensitive community needs and environmental concerns for the reconstruction of these structures. The bridge and underpass are the most visible infrastructure within the core of this area of Lincoln Park which is frequently visited. The replacement bridge is wider and more ornate than the original, yet it preserved the historic integrity of the beaux arts style structure it replaced. The existing bridge was both structurally deficient and functionally obsolete. This project was awarded the ASCE-Illinois Section 2015 Outstanding Civil Engineering Achievement Award in October 2015. City of Chicago, Department of Transportation, Pershing Road Improvements Phase I Study, Chicago, IL. Structural Engineer. HDR provided Phase I Preliminary Engineering services on 39th Street (Pershing Road) from Wentworth Avenue to Ashland Avenue. The project is approximately two miles long with 16 intersections, one of which includes a 23 span bridge over two railroad spurs and Racine Avenue on the city's near southwest side. Lead a team of four engineers for a Bridge Inspection and completed a bridge condition report. The report included several options for addressing the condition of the deteriorated structure, ranging from total reconstruction of the bridge with a new foot print along with re- aligned rail spurs, to removing the existing structure. City of Highland Park, Forest Avenue Bridge Replacement Phase I, Highland Park, IL. Quality Control Reviewer. Phase I of this project included the inspection, a Bridge Condition Report and development of TS&L drawings for the replacement of a curved concrete box beam bridge over a ravine in a sensitive residential neighborhood in Highland Park. The existing two-lane, four -span bridge with an overall length of 160 feet is posted and carries the lowest rating of any bridge in the City. Various beam groups, cross girders, fascia girders, and columns were removed and replaced. Adjacent remaining steel was sandblasted and painted. A heavy emphasis on safety improvements to the roadway below called for the addition of column encasements, a crash wall, and an impact attenuator.
