On Tuesday, May 14,, the Village Manager and Executive Assistant met with Sirilak McEnerney regarding her request
for a Class S-2 Liquor License for Pen Thai Restaurant. The Class F-2 License provides for the sale of beer and wine
at dining tables only.
Pen Thai Restaurant has been in operation for approximately six months and is the former location of Yupin Thai
which did have a Class F-2 liquor license. The owners would like to include the sale of beer and wine as an amenity
that will enhance the restaurant"s business.
Ms. McEnerney is the former chef and owner of Rice Thai Cafe' in Chicago and has a passion for recipes from her
homeland. Though this is the first liquor license venture for Ms. McEnerney, she has had experience in the sale and
delivery of alcohol through previous employment at several Chicago area restaurants.
The total building square footage is 1,,200 square feet with an estimated 18 tables. Ms. McEnerney will be the full time
cook/manager at the restaurant along with another family member. The restaurant is open six days a week Monday
through Friday 11:00 a.m. to 9:00 p.m. and Saturday from 4:00 p.m. until 9:00 p.m. The restaurant is closed on
Sundays. The menu includes a wide variety of traditional Thai cuisine.
Ms. McEnerney has completed Basset classroom training and indicated she understood her obligations in this regard.
The need for all employees involved in the delivery of alcohol to complete a certified liquor servers training course was
also discussed.

Staff RecommendationInformation
A completed application as well as all other required documentation is on file. If the Village Board views this
application favorably, an Ordinance creating a new Class ""F-2"" License would be recommended for adoption.

ORDINANCE NO.
AN ORDINANCE AMENDING CHAPTER 13 OF THE
VILLAGE CODE OF MOUNT PROSPECT
BE IT ORDAINED BY THE MAYOR AND BOARD OF TRUSTEES OF THE VILLAGE OF MOUNT
PROSPECT, COOK COUNTY, ILLINOIS ACTING IN THE EXERCISE OF THEIR HOME RULE POWERS:
SECTION ONE: That in accordance with Subsection A of Section 13.108 of Chapter 13 of the Village Code
of Mount Prospect, as amended, the Corporate Authorities shall determine the number of Liquor Licenses
available in each Classification and shall establish a list specifying the number of Liquor Licenses
authorized. Said list is hereby amended increasing the number of Class "F-2" Liquor Licenses by One
(1 ) THAI FRESH CORP. D/B/A PEN THAI located at 1652 W. ALGONQUIN ROAD Said list is as follows:
