Public Content Information key component of the Village"s Strategic Plan is to create a complete estrian infrastructure network that promotes multi-modal transportation options. This project looks to enhancesafety for pedestrians on Algonquin Road which is under the jurisdiction the Illinois Department of Transportation (IDOT). Algonquin Road currently has sidewalk Ion the est and west ends of the roadway in the Village. The middle section was recently annexed into the Village andnot have sidewalk. The primary goal is to complete the pedestrian system on both sides of the roadway. There is support for this project in both the Village's Bicycle Plan and ComprehensivePlan. Algonquin Road bicycle level of service " noted in the 2012Village Bicycle Plan due to large gaps in the sidewalk network; this project will greatly increase the level of service for both bicyclists and pedestrians. The plan highlightsAlgonquin Road as a "Phase III" regional r - a classification given to those that ( t that time) needed multiplemunicipal cooperation. This project is much more feasible now that this area has been annexed into the Village. Algonquin Road was also highlighted i the 2017 ComprehensiveI s an ideal bike route based upon community feedback its connectivity to the existing bike path along the ComEd easement., PACE bus routes, and amenities such as the Community Connection Center. The project area is denotedthe attached map. The project scope is describedbelow: 1. Evaluate the preferredi roadway to install an ' wide shared s along Algonquin Road from Briarwood Drive to Elmhurst (IL Route 83). 2. Develop a cost estimate for future budgeting purposes to replace the existing 5"wide sidewalk on one side with an 8" wide shared use path so that the entire limits of Algonquin Road within Mount Prospect has a shared use path on one side of the roadway. Staff is seeking at this time to enter into a contract with a consulting firm for design and construction engineering to facilitate construction of the shared use path and sidewalk. All work will require review and approval from IDOT. Request for Pro -osalls ( I As permitted by the Qualification Based Selection process, the Village solicited Technical and Cost Proposals from six (6) engineering consulting firms to provide design and construction engineering services for the project. A copy of the RFP is attached. Five (5) firms responded sending in Technical and Cost Proposals while one (1) firm declined due to current workload commitments. Each firm was asked to submit as part of their proposal the following information: 1. Resumes of key personnel and related experience on similar type projects 2. Summary of the firm"s approach to the project 3. Project schedule 4. Staff hour estimate and cost proposal for major phases of work Tasks that are identified to be performed include: Design Engineering • Perform it and topographic survey • Prepare construction plans, specifications, and cost estimates • Comply with IDOT and ADA design requirements Coordinate with Pace to enhance bus stops • Present at Transportation Safety Commission Meeting • Provide bidding assistance Construction Engineering • Provide construction layout • Provide construction inspection and supervision • Attend construction meetings • Prepare pay estimates, punch-list, and as-built drawings RFP Results The proposals were reviewed on the basis of their understanding of our goals and their approach to the design process. They were rated (with a maximum score of 100 points) according to theses ecific categories: background of firm, capacity to perform work, understanding of the project, related experience, project schedule, and work effort. They are currently working on the Phase I Engineering Study to bring improvements to the Rand Road, Central Road and Mount Prospect Road intersection. This project has required extensive coordination with IDOT. Christopher Burke Engineering has a very experienced professional engineering staff with a thorough understanding of the project coordination,, communication and documentation needs to successfully accomplish the project within the proposed schedule. It is Staff"s opinion that Christopher Burke Engineering will provide the best product at an appropriate number of hours dedicated to design and construction engineering. Copies of their proposals are attached. Alternatives 1. Accept proposal for Algonquin Road Shared Use Path Design and Construction Engineering submitted by Christopher B. Burke Engineering, LTD. of Rosemont, Illinois. 2. Action at discretion of Village Board. Staff Recommendation Staff recommends that the Village Board accept the proposal from Christopher Burke Engineering to provide design and construction engineering services for the Algonquin Road Shared Use Project for a not to exceed amount of $138,rO16.77.
