Presently,, there are 1.,907 streetlights in Mount Prospect. This total includes all lights on major arterials, secondary
arterials, collector streets,, and local roads. 1,107 (58%) are owned by the Village. The balance, 800 (42%), are
owned by Commonwealth Edison (ComEd). 388 of the Village"s 1.,107 streetlights (35%) are installed on local streets
(not on major arterials). 719 of ComEd's 800 streetlights (90%) are installed in residential areas. Attachment A
depicts streetlight ownership distribution.
The majority of Village -owned lights in residential areas are powered by high-pressure sodium (229) and mercury
vapor (116) luminaires. The Village inventory also includes light -emitting diode (LED) (9),, halogen (13), and meta'
halide (17) luminaries. Most ComEd lights are currently powered by high-pressure sodium lamps.
Most of these luminaires are not energy efficient. Consequently, substantial cost savings could be realized by
retrofitting these •' with energy efficient fixtures such as light -emitting •'•• (LED) lamps. Cost savings are
garnered from reduced electrical consumption, less maintenance, and longer equipment life.
ComEd plans to include the Village of Mount Prospect in its Smart Lighting Program. This program will incorporate the
planned retrofitting of all ComEd high-pressure sodium and mercury vapor lights with energy-efficient LED luminaires.
There will be no cost to the Village for these improvements.
Public Works staff began replacing existing Village -owned high-pressure sodium and metal halide luminaires with LED
luminaires in 2018. • year, 20 high-pressure sodium luminaires • Central Road and seven (7) high-pressure
sodium lamps on Willow Lane were retrofitted with LED fixtures.

2019 planned work includes replacement of 78 existing high-pressure sodium luminaires on Central Road between the
Union Pacific Railroad tracks and the Village"s western corporate limits.
Staff prepared bid documents necessary to procure 110 LED luminaires. This quantity includes 78 luminaires to
complete the referenced retrofit work, 20 luminaires for new streetlights to be installed as part of the Randview
Highlands Phase 2 Streetlight Project, and 12 luminaires for stock inventory. The bid document also includes 80
"house shields"" to help deflect cast light from private property (if necessary).
A copy of the bid document is enclosed as Attachment B. Specified luminaire product descriptions are enclosed as
Attachments C and D. Attachment C depicts the luminaires to be used on highways (Type III distribution). Attachment
D is the lamp utilized on residential (local) streets (Type II distribution). These fixtures match LED lamps already
installed.
On April 22,, 2019., bids for LED streetlight luminaires were publicly opened and read aloud as required by Village
Code. Bids were advertised on the Village website and the Onvia OnDemand bid clearinghouse website. In addition,
three (3) local electrical supply firms were invited to submit bids. Three (3) bids were received. The results are
indicated in the table below:

The bids were checked for accuracy and to ensure that the bidders properly completed bid forms, signed bid
documents, and included requisite bid security. All bidders properly submitted bids.
The lowest cost bid was submitted by Graybar of Glendale Heights, Illinois. A copy of the firm's bid sheet is enclosed
as Attachment E.
Public Works has procured industrial and electrical supplies from Graybar for many years. The firm has consistently
provided quality products and good customer service. Staff is confident that Graybar can successfully fulfill this
proposed contract.
1. Accept Graybar bid to provide LED streetlight luminaires.
2. Action at discretion of Village Board.
Staff Recommendation
Staff recommends that the Village Board accept the lowest -cost,, responsive bid for LED Streetlight Fixtures al -
Accessories as submitted Graybar of Glendale Heights, Illinois in an amount not to exceed $54,924.80.
