Public Content The 2019 Strategic Plan identifies construction of a passenger elevator addition to the Emerson Street Parking Deck as a high priority initiative. The purpose of this proposed project is to improve access to parking for the Downtown Mount Prospect Business District in general, and for a proposed 30,000 square -foot restaurant and entertainment district bounded by Northwest Highway., Busse Avenueand Route 83 (Elmhurst Road/Main Street) in particular. A feasibility study performed in 2016 identified the southwest corner of the deck as the most viable location for a new elevator. For structural reasons, the elevator will have to be constructed on Village -owned property outside the existing footprint of the parking deck. The attached map depicts the approximate location. uest for ProDosals To further develop this project, it is necessary to develop plans and specifications suitable for public bidding. To this end, staff developed a detailed request for proposals (RFP) to secure requisite engineering services. In addition to developing bid documents., the RFP also solicits construction engineering and inspection services necessary t* effectively monitor the construction phase of the project. Evaluation of the technical proposals is indicated in Table 1 below. Although both firms indicated equally skilled staff and ample experience, staff determined that Desman is uniquely qualified for this proposed project due to their roles as designers and construction engineers of the existing Emerson Street Parking Deck. Notably, they have proprietary access to design and as -built drawings, construction specifications, calculations, beam and column schedules, geotechnical reports, foundation plans, and a comprehensive understanding of the overall garage function. In addition, Desman also demonstrated sufficient experience with similar projects including the addition of passenger elevators to the Randolph/Wabash parking structure in Chicago,, Illinois and the addition of an elevator tower to the Kiel Center garage in St. Louis, Missouri. Furthermore, Desman submitted the lowest cost proposal. Staff is confident the firm has allocated sufficient work effort for this proposed project. Subsequent to receipt of Desman's proposals for the elevator addition, staff asked the firm to submit a proposal to provide additional engineering necessary to complete a Phase 1 feasibility study for the construction of a pedestrian bridge connecting the new elevator structure to the west side of Main Street (IL Route 83/Elmhurst Road). Although this project is not scheduled or budgeted, recent difficulties securing Illinois Department of Transportation (IDOT) approval to construct at -grade pedestrian crossing improvements at the Main Street and Busse Avenult_; intersection suggest that the present is an opportune time to examine the viability of an elevated crossing. Furthermore, due diligence work for the pedestrian bridge could suggest prudent accommodations that could be cost- effectively incorporated into the design of the parking deck elevator tower. The scope of proposed work includes examination of existing site conditions, identifying utility requirements, clarifying Illinois Department of Transportation requirements, assessing structural elements, determining site constraints,, establishing cost estimates, and developing concept plans. Desman complied submitting proposals to provide requisite work in conjunction with Cage Civil Engineering of Downers Grove, Illinois. Copies of the Desman/Cage proposals are attached. The firms propose a reasonable work effort (140 hours - not including MEP or civil engineering sub -consultant work) for a fee of $31,625. It is the opinion of staff that the Desman and Cage joint venture is uniquely well qualified to examine the feasibility of constructing a pedestrian bridge over Main Street connecting the proposed new parking deck elevator tower to a landing structure on the west side of Main Street. The upper level is dedicated to parking for faculty and guests of the middle school. Whilst the lower level will be used for infrastructure parking for the public and the downtown activities. Both levels will be used for event parking. The building materials have taken cues from the design of the new middle school building. We have also recentl ro,' Design Phase: DESMAN will review the recommended solutions presented in the Phase 1 report with the Village to determine the most viable concept for the placement of the new elevator tower. Conceptswill be evaluated to take into account the impact on existing operations, code analysis and the physical appearance of the proposed solutions. From this exercise, the team will prepare detailed plans and specifications suitable for establish a preferred solution to be developed into documents for bidding and construction. We shall assist in the securing of necessary permits, easements and rights of way to construct the proposed solution on property not under the direct control of the Village. DESMAN will supply a detailed cost estimate at the conclusion of the design phase. Final Deliverable; DESMAN will issue final plans and bid specifications necessary to publicly bid the project in a manner consistent with the Village of Mt. Prospect purchasing policy. The purpose of this proposed project is to improve access to parking for the Downtown Mount Prospect Business District in general, and for a proposed 30,000 square -foot restaurant and entertainment district bounded by Northwest Highway, Busse Avenue, and Route 83 in particular. The existing parking facility is located at 30 South Emerson Street, Mount Prospect, Illinois. The facility is immediately adjacent to the Mount Prospect Village Hall and Mount Prospect Public Library buildings. The map in Attachment A denotes this location. The scope of work includes, but is not limited to, the following tasks related to assessing the feasibility of adding a passenger elevator, and all necessary appurtenances, to the southwest corner of the existing parking facility: Design/Bidding Phase 1. Collect necessary topography and necessary field data. 2. Prepare detailed plans and specifications suitable for bidding. Plans and specifications shall conform to current Village of Mount Prospect and all other applicable codes, regulations, and standards. 3. Consultant shall assist in securing necessary permissions, easements, and/or rights to construct proposed improvements on property not under the direct control of the Village. Assistance will, at a minimum, include written and verbal communication, preparation of conceptual presentations, and participation in at least two (2) staff level meetings, one (1) meeting with the Illinois Department of Transportation. 4. Consultant will make application for and obtain all necessary permits, easements, and/or permissions necessary to construct the proposed improvements. 5. Consultant shall make recommendations to design, schedule, and/or construct the proposed improvements in a manner that improves the project's eligibility for third -party financial aid including grants and low- interest loans. If recommendations are pursued, Consultant shall assist the Village in making necessary applications for aid. 6. Consultant shall supply a detailed engineer's estimate of costs for construction of the project. 7. Consultant shall submit all bid documents to the Village for review and approval prior to distribution. 8. In addition to the necessary meetings and communication with Village staff necessary to produce the final plans and specifications, the consultant shall prepare presentations and participate in at least one (1) neighborhood meeting and one (1) Mount Prospect Village Board meeting. Deliverables will include a pre -final plans, final plans, and bid specifications necessary to publicly bid the project in a manner consistent with the Village of Mount Prospect Purchasing Policy. Technical Proposal The Consultant's technical proposal shall be organized so that the outline generally follows the format of this request for proposals. The proposal shall cover the approach and the methodology the Consultant intends to use in carrying out the project. The technical proposal shall be less than ten (10) pages in length (does not include any appendices or literature that may be attached to the proposal). The technical proposal should also include statements setting forth the Consultant's line of business, organizational structure, summary of past experience, and specific descriptions of at least three (3) projects completed in the Chicago metropolitan area that are similar in subject, size, and complexity to the scope of services specified herein. These descriptions must include contact information for reputable references that can attest the Consultant's representations. This requirement for organizational structure and project references shall not apply if the Consultant has performed similar work for the Village within the last five three (3) years. In addition, the proposal shall indicate the principal in charge, project manager, and other staff who will be committed to the project along with their resumes. This request for proposals describes an intended design -bid procurement scheme. The Village of Mount Prospect will entertain alternative procurement methods. However, alternatives must be submitted in addition to the requested design -bid scheme. The consultant shall also submit a man-hour estimate, by labor category, for all phases of the work. A total man-hour estimate should also be supplied. NOTE: The total number of ON-SITE man-hours must be clearly identified. Each project shall be identified by name, type, size, duration, and personnel assigned. In lieu of this tabulation, the Consultant may include a statement in their proposal, that if awarded this project, that the Consultant has sufficient time and personnel available to perform all of the tasks and/or work contemplated in this request within the time period outlined. Personnel Professional resumes, including education, work experience, professional credentials, and employment status (e.g. full-time, part-time, years with the firm, job description) for each individual to be assigned to the project described herein should be provided. Disqualification of Proposals More than one proposal for the same work described herein from an individual, firm or partnership, a corporation or an association under the same or different names, will not be considered. Indemnification The Consultant shall indemnify and save harmless the Village, its officers and employees from any and all liability, losses or damages, including attorney's fees and costs of defense, the Village may suffer as a result of claims, demands, suits, actions or proceedings of any kind or nature, including workers' RFP for Phase 2 and Phase 3 Engineering / Elevator Addition to Parking Garage Page 4 of 7 compensation claims, in any way resulting from or arising out of the operations of the Consultant under the Contract, including operations of subcontractors; and the Consultant shall, at his own expense, appear, defend, and pay all fees of attorneys and all costs and other expenses arising therefrom or incurred in connection therewith; and, if any judgments shall be rendered against the Village in any such action, the Consultant shall, at his own expense, satisfy and discharge same. The Consultant expressly understands and agrees that any bonds, letters of credit or insurance protection required by the Contract, or otherwise provided by the Consultant, shall in no way limit the responsibility to indemnify, keep and save harmless and defend the Village as herein provided. Consultant agrees to defend and hold harmless the Village from and against all demands, claims, suits, costs, expenses, damages and adjustments based upon any infringement of any patent relating to goods specified in the contract, and on account of the Village's use of any copyrighted or uncopyrighted, composition, trade secrets, secret process, proprietary rights, patented of unpatented invention, article or appliance furnished or used under the bid Specifications. Licenses Each party submitting a proposal shall possess all necessary federal, state, and local licenses as are required by law, and shall furnish satisfactory proof to the Village upon request that the licenses are in effect during the entire period of the Contract. Such evaluations will include the experience of the Consultant, capability of the Consultant, and other factors deemed by Village staff to be in the best interest of the Village. In addition, the Village reserves the rights to accept or reject any and all proposals, to waive any informality in any proposals, and to accept any proposals considered advantageous to the Village. RFP for Phase 2 and Phase 3 Engineering / Elevator Addition to Parking Garage Page 5 of 7 All parts, supplies, materials, services, and data will be provided within the timelines and costs stipulated within the proposal and this agreement, unless modified in writing between the Village of Mount Prospect and the Consultant. The Consultant should identify all other items for which they will be seeking additional reimbursement; i.e. tolls or other out-of-pocket expenses. Compliance with Freedom of Information Act Request Section 7 of the Illinois Freedom of Information Act (FOIA), 5 ILCS 140/7, applies to public records in the possession of a party with whom the Village of Mount Prospect has contracted. The Village of Mount Prospect will have only a very short period of time from receipt of a FOIA request to comply with the request and there is a significant amount of work required to process a request including collating and reviewing the information. The Consultant acknowledges the requirements of FOIA and agrees to comply with all requests made by the Village of Mount Prospect for public records (as that term is defined by Section 2(c) of FOIA) in the undersigned's possession and to provide the requested public records to the Village Mount Prospect within two (2) business days of the request being made by the Village of Mount Prospect. The bidder/contractor agrees to indemnify and hold harmless the Village of Mount Prospect from all claims, costs, penalties, losses and injuries (including but not limited to, attorney's fees, other professional fees, court costs and/or arbitration or other dispute resolution costs) arising out of or relating to its failure to provide public records to the Village of Mount Prospect under the contract. Ownership of Documents and Intellectual Property Except as otherwise provided in the Agreement, software, documents and reports prepared by the Consultant, as part of the Services performed, shall become the sole and exclusive property of the Village of Mount Prospect upon payment. However, the Consultant shall have unrestricted use of the information and or reports for their internal use but not for any other purpose without the written consent of the Village of Mount Prospect. The eight level facility has 1,824 parking spaces and incorporates 63,000 sf of UCMC shell space at ground level. An enclosed pedestrian bridge spanning over 57th street allows patients to "travel safely from the second level pick-up/ drop off area directly *Into the CCD. The lower level includes a nine berth truck dock/service area, and a service tunnel connecting to the CCD under 57th street. Above the truck dock, DESMAN also designed two 110' long transfer girders to eliminate garage columns at dock level and provide clear maneuvering room for 73' long semi -tractor trailers. An eight story tall medical gas tank area is integrated into the structure and architecturally concealed by a kinetic art wall. The overall facade consists of a partially open/glazed aluminum curtainwall system, metal panels and precast concrete. The building foundations and columns are designed for the future addition of a green roof and eight story, 208,000 sf medi- cal office building to be built on top of the parking facility. Structural knock -out slabs are included at each level to allow the addition of elevators at the time of future office construction.
