MAYOR'S REPORT Subject 10. 1 1st reading of an ORDINANCE AMENDING CHAPTER 13 (ALCOHOLIC LIQUORS) OF THE VILLAGE CODE OF MOUNT PROSPECT. {This Ordinance will increase the number of Class F- 2 -V license by one (1) Mr. Beef & Pizza of Mount Prospect, Inc. d/b/a Mr. Beef & Pizza and decrease the number of Class F-2 Liquor Licenses by one (1) Mr. Beef & Pizza of Mount Prospect, Inc. d/b/a Mr. of & Pizza located at 1796 S. Elmhurst Road� Access Public Type Action Public Content kriTre 1=1 � = On April 18,, 2019, the Illinois Gaming Board has approved Mr. Beef & Pizza of Mount Prospect, Inc. d/b/a/ Mr. Beef & Pizza for a video gaming license for one year ,, expiring in April 2020. Staff from the Village Manager's Office and Community Development have made site visits to the business to meet with owner and the proposed video gaming supplier/consultant and reviewed the location and site plan of the proposed gaming area. The proposed floor plan includes five gaming machines and one payment/d isbu rsement/ATM -type machine. To help restrict the gaming area to persons 21 years of age or older, the plan includes a partition wall with a door that separates the proposed gaming area. The partition wall will be approximately 8"-6"" high to help screen the view of the gaming area, while still allowing for monitoring of the area by employees. All gaming customers must notify a designated Mr. Beef employee in a designated area behind the service counter to request access to the gaming room. Upon verification of the customers age, the customer is directed to the gaming room entrance where the Mr. Beef employee will remotely unlock the door. Once the customer enters the gaming room, the door will close via a door closer and the lock will re-engage. All monitoring within the room will be via video surveillance system. When the customer finishes playing they can leave the gaming room without any interaction with the Mr. Beef employee and the door will close and the lock re-engage. No lighting or sounds from the gaming machines shall be visible or audible outside the segregated area. The work will include necessary new electric circuits, which will supply electricity to the video gaming machines. The proposed design meets accessibility and egress requirements. Attached is Mr. Beef and Pizza gaming application submittal along with proposed floor plans that have been reviewed and approved by the Village Manager. Both the business owner and gaming consultant have been cooperative and intend to comply with all Mount Prospect ordinances and codes. A final inspection will be preformed by the Village for any permitted work. The inspection occurs only after the installation of the video gaming devices,, but prior to use of the video gaming machines. All video monitoring devices/equipment that complies with section Chapter 13 Video Gaming code shall be instal led/fu nctioning at time of final inspection. Alternatives 1. Approve ordinance decreasing the number of "F-2" liquor license by one (1) and increasing the number of Class "F- 2 -V" license by one (1). 2. Action at discretion of Village Board. Staff Recommendation Both the business owner and proposed video gaming consultant have been cooperative and intend to comply with all Mount Prospect ordinances and codes.
