Public Content Information A key component of the Village's Strategic Plan is to create a complete pedestrian infrastructure network that promotes multi -modal transportation options. Also, supporting safe and effective active transportation (bike and pedestrian) is a goal of the Greenest Region Compact, 'Collaborating for Sustainable Communities', which the Village is a signatory. This project looks to enhance safety for pedestrians crossing at uncontrolled intersections under the jurisdiction of the Illinois Department of Transportation (IDOT). The project scope includes work at two intersections and is described below: Central Road & Pine Street Central Road is a four -lane arterial road that has an average daily traffic (ADT) of 17,700 vehicles in the segment that includes the Pine Street intersection per 2014 IDOT traffic counts. Pine Street is a local road with an ADT of less than 1,000 vehicles. The intersection is controlled with STOP signs on Pine Street and has crosswalks across the north and south legs only. The Village's 2017 Central Road Pedestrian Crossing Study recommends a new crossing at this intersection. Design will include evaluating a refuge island and associated road work, pavement markings, signage, lighting, sidewalk ramps, and adjustments to existing infrastructure. Estimated construction cost for this work is $175,000. Central Road & Cathy Lane Central Road is a four -lane arterial road that has an ADT of 21,300 vehicles in the segment that includes the Cathy Lane intersection per 2014 IDOT traffic counts. Cathy Lane is a local road with an ADT of less than 1,500 vehicles. The intersection is controlled with STOP signs on Cathy Lane and has crosswalks across the north, south and west legs. The existing crosswalk across Central Road has pedestrian push buttons to active flashing yellow beacons in advance of the crossing. The objective per the Village's 2017 Central Road Pedestrian Crossing Study is to replace the crosswalk across Central Road including removing the yellow flashing beacons. Estimated construction cost for this work is $125,000. Staff is seeking at this time to enter into a contract with a consulting firm for design and construction engineering to facilitate construction of the crosswalk improvements at these two intersections. Preliminary concepts for both crossings were included in the Village's Central Road Pedestrian Crossing Study (attached); note these designs are preliminary and subject to change as a result of this proposed construction engineering work. All work will require review and approval from IDOT. Request for Proposals (RFP). Proposals were solicited from three (3) consulting engineering firms. Three (3) submittals were received. Each firm was asked to submit the following information: 1. Resumes of key personnel and related experience on similar type projects 2. Summary of the firm's approach to the project 3. Staff hour estimate and cost proposal for major phases of work 4. Project schedule Tasks required in the scope of work include: 1. Design Engineering • Perform field and topographic survey • Prepare construction plans, specifications, and cost estimates • Comply with IDOT and ADA design requirements • Present at Transportation Safety Commission Meeting • Provide bidding assistance 2. Construction Engineering • Provide construction layout • Provide construction inspection and supervision • Attend construction meetings • Prepare pay estimates, punch -list, and as -built drawings The proposals were reviewed on the basis of their understanding of our goals and their approach to the design process. They were rated (with a maximum score of 100 points) according to these specific categories: background of firm, capacity to perform work, understanding of the project, related experience, project schedule, and work effort. They are currently working on crosswalk projects for the Village at Central Road & Emerson Street as well as Main Street (IL Route 83) & Busse Avenue. The firm also served as the Village's consultant on the Kensington Road Project in 2011. Similar to the proposed 2019 Central Road Crosswalk Project, all of these past projects required extensive coordination with the Illinois Department of Transportation (IDOT). GHA has an experienced, professional engineering staff with a thorough understanding of the project coordination, communication and documentation necessary to successfully complete the project within the proposed schedule. In addition, the firm also submitted the lowest cost proposal. Alternatives 1. Accept proposal for 2019 Central Road Crosswalks Project design and construction engineering. 2. Action at discretion of Village Board. II,,,',IRVII II,,,, The survey will meet or exceed the Minimum Standards of Practice as set forth by Illinois Administrative Code for a Topographic Survey. Accordingly, we will provide the following services: 1. Survey and establish the roadway centerlines based on recovered monumentation and research of available plats and property records. 2. Locate and survey the existing property monumentation in the project area and confirm the position of the property lines within the project limits. 3. Right-of-way shall be based on field located property corners and other survey markers, etc., as well as recorded subdivision plats, recorded dedication plats, recorded easement documents, recorded survey plats and other information available through the County Recorder's website. 4. Obtain benchmark information (NAVD88) from USGS, the County, the City/Village or Trimble VRS Now Network. 5. Horizontal coordinates shall be referenced to the State Plane Coordinate System, Illinois East Zone, NAD83 adjustment. Vertical elevations shall be referenced to the North American Vertical Datum of 1988 (NAVD88). All units shall be U.S. Survey feet and decimal parts thereof. 6. Establish permanent site benchmark(s) (i.e. crosses or boxes cut on concrete, flange bolts on fire hydrants, etc.) on site. 7. Contours will be provided at V-0" intervals, with an error not to exceed one-half the contour interval. 8. Elevations will be taken at 50 -foot cross sections across the right-of-way width along the limits of survey, including spot grades at high points, low points, and grade changes. Points required are located at the right- of-way line, sidewalk, driveways and aprons, back of curb, flow line, centerline/concrete median, etc. The topography will extend approximately 15 feet beyond the existing ROW. The survey limits will also extend 50 feet into the intersecting public side streets along the project limits. 9. The survey will show the location of the visible ground features, physical improvements with the project limits including location and elevation of light poles, utility poles, traffic lights, sidewalks, driveways, fences, guard rails, signage, striping, overhead wires, etc. 10. The location of underground utilities, both observed and from record information such as CityNillage utility atlases, will be provided and will including location and size of water mains, fire hydrants and valves. The survey will show depth, size, and direction of flow for all sanitary, storm drains, and culverts serving the property. The location of all manholes, catch basins and all pipe inverts that are accessible from will be depicted. 11. Location of "dry" utilities such as telephone, electric, gas and cable T.V. lines, etc. will be depicted based on visual surface evidence and available utility atlas information from the respective utility companies. The cost for marking of private utilities is not included in this proposal, but GHA will include this information if the Client arranges to have private utilities marked in the field prior to our field visit. 12. Locate existing tree and brush lines in the right-of-way (ROW). Individual free-standing trees of 6" caliper or greater at breast height (DBH) will be individually located (tagging and identification are not included); and will be shown as deciduous or coniferous. GHA will develop up to two (2) alternate concept drawings for the crosswalk improvements. 3. GHA will prepare preliminary Opinion of Probable Cost for the preferred alternate, separated by intersection. 4. GHA will coordinate with public utility companies. 5. GHA will prepare a presentation for the Transportation Safety Commission and attend one (1) Transportation Safety Commission meeting. 6. Preparation of final engineering plans to include the following: a. Cover Sheet, Summary of Quantities, General Notes, Existing conditions / removals, Crosswalk Improvement Plan, Sidewalk Grading Sheets (meeting all applicable PROWAG and ADA requirements), Pavement Markings and Signage, Lighting Relocation Plan, Cross -Sections, and Details. b. Project Special Provisions required for pedestrian improvement plans. c. Final Opinion of Probable Cost for the crosswalk improvements separated by intersection. 7. GHA will coordinate with the Village throughout the approval process, providing copies of all transmittals and documenting comments received as well as preparing written disposition to all comments received. 8. Consultation with the Village will be provided via phone, email, and hard copy documentation. 9. GHA will coordinate with all public utility companies. 10. GHA acquire approval of plans and specifications from the Village prior to submitting to IDOT. 11. GHA will acquire approval of plans specifications from IDOT. 12. GHA will prepare the necessary permit applications and supporting documents and submit to the following agencies: a. Village of Mount Prospect b. Illinois Department of Transportation (IDOT) 13. GHA will provide one (1) set of revisions in response to IDOT review comments. 14. GHA will assist with the bidding process including the following: a. Preparing bid tabulation b. Attending bid opening c. Review bids and recommend to award a contract CONSTRUCTION ENGINEERING E IME; It is our practice to adhere to construction industry standards and insist on compliance with the project plans and specifications in an effort to efficiently produce a quality project. For this project GHA is estimating 20 days of full-time inspection and 20 days of part-time inspection. As such, Construction Engineering Services will be performed in accordance with the services outlined in the Request for Proposal, as well as Illinois Department of Transportation standard procedures including, but not limited to, the following: 1. GHA will oversee a scheduled pre -construction meeting with the Village and the Contractor and other identified project stakeholders prior to the start of construction and provide the meeting attendees with a summary in the form of minutes for their records. 2. Prior to construction commencement, GHA will utilize measures outlined in our Public Relations Plan to determine impacts on schools, local businesses, places of worship, parks, and other local projects. We will include the Village, Village Hall, Public Works Department(s), School District(s), utility companies, and permitting agencies as members of our project communications team to collaborate and determine the best methods for identifying, reaching, and maintaining relationships with the project stakeholders. Once communications plan is established, GHA will continue to coordinate and communicate with stakeholders using resident letters, project flyers and newsletters as requested to ensure they are properly and consistently informed of the project's progress. 3. GHA will review drawings, diagrams, illustrations, brochures, catalog cuts, shop drawings, project schedules, and other data which the contractor is required to submit for conformance with the design concept and compliance with the contract documents. 4. GHA will confirm the existing horizontal and vertical site control network that was established at the time of the existing conditions survey. The horizontal and vertical control will be offset to areas that will not be disturbed. Control will be maintained throughout the duration of the project. 5. GHA will provide horizontal and vertical construction layout of the proposed improvements as necessary. GHA will generally stake on a 3 -foot offset with a cut/fill to final grade (Curb points will be graded to full height top of curb). Curb points will be set at a maximum of 50 -foot intervals on straight lines and at grade breaks, and at a maximum of 25 -foot intervals on curved lines. If a curved curb radius is less than 5', we will set the radius point only. For curves with a radius between 6' and 25', we will set the radius point with a minimum of two (2) points on the curve. For curves with a radius greater than 25', we will set the beginning and end of curve and grade breaks on curve at maximum interval of 25'. No radius point will be set on curves with a radius greater than 50'. Re -staking of pavement / curb / sidewalk is not included in this proposal. 6. Ensure all materials and procedures are in conformance with the contract, plans and specifications. 7. Maintain daily documentation in accordance with IDOT's documentation of contract quantities and complete weekly reports for the contractor's and Village's use. S. Create and agree to pay estimates with the contractor, and then provide recommendations to the Village. 9. The Contractor is to secure final permit from Illinois Department of Transportation for work being completed within the State right-of-way. 10. If a field change or Authorization is required, whether force account or agreed unit price, GHA will notify and advise the Village prior to making any decisions that may affect the budget. In addition, our documentation of the Contractor's daily activities will help provide sufficient information to permit verification of the nature and costs of any changes in plans or authorized extra work. 11. GHA will make observations of the utility marks provided by the J.U.L.I.E. system and address potential conflicts with the contractor. 12. GHA will schedule and moderate weekly project construction coordination/status progress meetings with the Village and Contractor(s) and provide attendees with a summary in the form of minutes for their records. 13. GHA will coordinate with Village of Mount Prospect staff for quality assurance testing for the HMA and concrete. Our sub consultant, Soil & Material Consultants, Inc., will administer the quality assurance testing for the field and laboratory requirements regarding soils and aggregate quality. We will confirm and document that all the materials used on the site meet or exceed the quality requirements of the contract and IDOT- issued Project Procedures Guide. 14. GHA will prepare monthly pay requests for the Village's review and provide the required documentation and correspondence for the Village of Lincolnshire to submit to IDOT. 15. GHA will compile a continual construction punch -list through the duration of the project. 16. GHA will schedule a final walk-through upon project completion with the Village's representatives and IDOT to generate a final punch list of deficiencies. 17. GHA will keep current record drawings as the work is performed. We will annotate by hand all revisions, substitutions, variations, and omissions made or discovered during construction. Upon project completion, GHA will provide the Village of Lincolnshire with hard copies and an electronic copy of the record drawing plan set. 18. GHA will coordinate contract closeout procedures with the Contractor, Village and IDOT to ensure an expedient and productive closeout. IL Route 83 (Main Street) at Busse Avenue, Mount Prospect Project Manager for a pedestrian and roadway improvement in the Village of Mount Prospect on IL Route 83 at Busse Avenue. Project improvements include construction of a new barrier median for pedestrian refuge on IL Route 83 and associated pedestrian signage improvements. A plan set was developed for IDOT permitting including sidewalk ramp details meeting all PROWAG and ADA requirements. Wolf Road Pedestrian Crossing at Pleasantdale School, Burr Ridge Project Manager for the improvement of an existing pedestrian crossing between the Pleasantdale Elementary School and Pleasant Dale park District in the Village of Burr Ridge. Signing and signal plans were developed for the installation of a pedestrian actuated flashing beacon. Coordination with the Cook County Department of Transportation and Highways (CCDOTH) was required and a CCDOTH permit was acquired for the construction work. Hook Drive East and Orchard Lane Phase II, Round Lake Beach Project Manager for Phase II federally funded roadway improvement in the Village of Round Lake Beach on Orchard Lane from Rollins Road to Monaville Road a Hook Drive from Orchard Lane to Rollins Road. Improvements on Hook Drive consist of milling and resurfacing 1.2 miles of a two-lane road and the construction of 800 feet of new shared -use path. Orchard Lane improvements consist of full reconstruction of 1.4 miles of a two-lane road. Mr. 4 of 34 Michael Vasak, P.E. Coordination with the BNSF Railroad was required during this project, which coincided with a railroad crossing panel replacement within the project limits. (IDOT Contract No. 61 D79) Springinsguth Road, IL Rte. 19 to Metra Entrance & Wiley Road, Tower Road to Plum Grove Road, Village of Schaumburg Project Manager for the Phase II contract plan preparation for the full -depth patching and resurfacing, as well as ADA ramp improvements for an existing multi -use path, of two major collector roads. This project utilized 80% STP federal funding, and therefore was processed through the IDOT Bureau of Local Roads and Streets. (IDOT Contract No. 61C72) Washington Street, Hainesville Road to Lake Street, Lake County DOT Prepared Phase II contract plans for the improvement of Washington Street in the Villages of Grayslake, Hainesville, and Round Lake Park in Lake County. The proposed improvement included the reconstruction and widening of Washington Street from two -lanes to five -lanes, including a grade separation structure at the crossing of Washington Street and the Canadian National Railroad. Was a key member in the design of roadway improvements, maintenance of traffic, pedestrian accommodations, quantity calculations, and preparation of cross-sections. Provided a staff engineer with guidance and tasks to perform. Millstadt, IL Traffic Impact Study Analyzed traffic counts to determine existing AM and PM peak hours for an all -way stop controlled unsignalized intersection of two state routes. Determined trip generations for a proposed mixed McDonalds and small retail development at the corner of this intersection. Calculated LOS for existing, construction year, and proposed future year conditions using HCS software. Performed right and left turn -lane analysis for all conditions. Summarized all data into a report following IDOT District 8 guidelines. Rakow Road, Ackman Road to IL Rte. 31, McHenry County DOT Designed and prepared Phase II maintenance of traffic plans for the reconstruction and widening of a 3 -mile section of James R. This project was federally funded with Surface Transportation Program (STP) funds. The project consisted of approximately 0.61 miles of complete reconstruction of the existing roadway with curb and gutter. The project also included approximately 2,600 feet of new storm sewer; 1,800 feet of sanitary sewer lining; 3,200 feet of new water main along with the final restoration. The project was awarded at $2.5 million with construction substantially completed in 2016. Kensington Road Phases I, II & III — Mount Prospect, Illinois Mr. Belgrave was the Project Manager for the Kensington Road Phase I Engineering Study and Phase 11 Engineering Plans, for complete roadway reconstruction, roadway widening, storm sewer, traffic signal modifications and roadway lighting. The project is funded using Federal STP funds, thus requiring a full Phase I engineering study which included planning, project development report (PDR) and preliminary design. Phase 11 consisted of preparing final engineering plans, special provisions and cost estimates. Lee Street and Perry Street Phases I and II — Des Plaines, Illinois Mr. Belgrave served as the Design Engineer for roadway widening and traffic signal installation at the intersection of Lee Street and Perry Street. Proposed improvements included upgrading the existing stop -sign controlled intersection with a complete traffic signal installation and traffic signal interconnect. GHA provided traffic and civil engineering services. 6 of 34 Kevin Belgrade, P.E., PTOE Hawley Street Improvements, Mundelein continued Mr. Belgrave was the Project Manager for the Hawley Street Improvements, from Midlothian Road to east of US Rte. 45 (Lake Street). The $9.7 million project included complete roadway reconstruction, storm sewer, three traffic signal modernizations and one new traffic signal installation, including village watermain and sanitary sewer replacement. The design was completed in spring of 2015 and construction of utilities began that summer. The project was complete in Fall 2016, and was funded by the Lake County Division of Transportation. Briarwood Vista Subdivision Infrastructure Improvements — Deerfield Mr. Belgrave was the Project Manager for the Briarwood Vista Subdivision Infrastructure Improvement project consisting of approximately 2.34 miles of roadway reconstruction; over 13,000 feet of new water main; 3,000 feet of storm sewer; 13,000 feet of sanitary sewer lining; along with final restoration that impacted approximately 200 single family homes and a school. The Village awarded the contract in January of 2015 at $7.5 million and the work was completed in one construction season by November 2015. IDOT Experience Mr. Belgrave served as a Construction Inspector and Design Engineer from 1991 through 1999. Mr. Belgrave served as Area Permit Engineer from 1999 through 2004, as well as the interim IDOT District 1 Permit Engineer during 2003 and 2004, overseeing a staff of eight area permit engineers/technicians. Responsibilities included meeting with municipalities, consultants and developers on various projects; coordination between proposed permit projects and IDOT improvements; plan reviews; field reviews; and final permit issuance. The project consisted of approximately 0. 15 miles of new roadway and 0.4 miles of mainline roadway widening and a new signalized intersection spanning both the City of Aurora and the City of Warrenville. The project had an extremely compressed timeline with preliminary traffic studies and engineering commencing in September 2016 with a local letting in June 2017. The $3.5 million construction project was substantially complete in November 2017. US Rte. 12145 (Lee Street) at Forest Avenue Phases I and II, Des Plaines Mr. Brinkman served as the Project Manager for roadway widening and traffic signal installation at the intersection of Lee Street and Forest Avenue. Proposed improvements include widening to eliminate an existing "hourglass" condition on the mainline and installation of a new traffic signal. The project received $1.3 million in Surface Transportation Program (STP) funding for construction. Design Approval was received in September of 2015 and the project is targeting a summer 2018 IDOT letting. Lake County DOT - CMAQ Signal Improvements, Waukegan Mr. Brinkman served as the Project Manager for two Lake County Division of Transportation signalization projects that received Congestion Mitigation and Air Quality (CMAQ) funding: • IL Rte. 43 from IL 137 to Northpoint Boulevard & Greenleaf Avenue from Lakehurst Road to Washington Street. This project included over 1.8 miles of fiber optic interconnect and modifications to 12 separate intersections. The project was on the January 2016 IDOT letting and construction was completed in 2016. 8 of 34 Daniel Brinkman, P.E., PTOE IL Rte. 137 (Sheridan Road) from IL Rte. 173 to Grand Avenue. This continued project included almost 5 miles of fiber optic interconnect, reconstruction of three existing intersections, and modifications to 12 additional intersections. McHenry County Division of Transportation Temporary Signal Improvements, Huntley, Illinois Mr. Brinkman served as the Project Manager for a McHenry County Division of Transportation signalization project near the Huntley High School. Two offset "T" intersections at Harmony Road/Hemmer Road/Main Street were improved with long term temporary traffic signals to improve the traffic flow for the student arrival and dismissal periods of the nearby High School. The project was designed, locally let and constructed during a three-month summer period to allow for turn -on prior to school opening in the fall of 2014. To install the traffic signal along this IDOT roadway, the site was brought up to ADA compliance, the roadway was widened and resurfaced, and guardrail was relocated and modified Wilmot Road Utility Modernization, Roadway Widening & Resurfacing, Deerfield This $2.2M multi -funded, ARRA state project involved the replacement of one mile of water main, a mile of roadway resurfacing, 4,500SY of roadway patching, roadway widening, storm sewer modifications, traffic signal modifications, and ADA conformance. It required coordinating with Walgreen's Corporate Headquarters and two elementary schools while the road was reduced to one lane throughout the duration of the project. Westmoreland Country Club Drainage Improvements, Village of Wilmette This $2 million project involved installation of a substantial subsurface drainage system, including an elaborate underdrain system, pumping system to control the course pond storage and water levels, and an MWRD pit. Improvements were made at one hole at a time in order to keep the course open for play. The course drainage improved to allow for quick re -opening of the course even after heavy rainstorms. Central Road is currently under jurisdiction of the Illinois Department of Transportation (IDOT), which necessitates IDOT approval of the design and a permit for construction. GHA was retained by the Village to provide operational review of the intersection to determine traffic impacts of the proposed right-in/right-out median. This operational review was presented to the Village's Transportation Safety Commission by GHA staff, during a meeting where stakeholder questions were also answered. GHA was retained by the Village to provide Phase I Engineering services which included project coordination and data collection, topographic survey and base plan preparation, pavement and soil investigation, traffic and crash analyses, environmental studies, location drainage study, preliminary design plans and project development report. Phase I approval was received February 2011. The project will be funded using Federal STP funding, thus requiring a full Phase I engineering study which included planning, project development reports and preliminary design. GHA was retained by the Village to provide Phase I Engineering services which included the following: Project Coordination and Data Collection, Topographic Survey and Base Plan Preparation, Pavement and Soil Investigation, Traffic and Crash Analyses, Environmental Studies, Location Drainage Study, Preliminary Design Plans and Project Development Report. The Phase I Report was approved by IDOT in February 2011. Prospect gives us firsthand experience of just how important these safety improvements are to the Village and the pedestrians who cross busy routes such as Central Road every day. GHA's current work on the proposed Central Road at Emerson Street crossing improvements means that we are very familiar with the goals of the 2019 Central Road Crosswalk Project and how this project will execute the Village's Strategic Plan. The proposed pedestrian crossing improvement at Cathy Lane will provide safer pedestrian access to the Mt. Prospect Park District's Central Community Center for those residents traveling from the neighborhoods directly south of Central Road. The proposed pedestrian crossing improvement at Pine Street will allow for safer pedestrian access to both downtown businesses and the Metra train station for those residents and commuters who live north of the intersection. GHA understands the work and processes that need to be completed to efficiently move this project from design, to IDOT permit approval, and on to successful construction. Our experience with the Central Road at Emerson Street project will allow us to hit the ground running on the 2019 Central Road Crosswalk Project, hopefully limiting the number of submittals required to receive our IDOT permit. Lessons learned from the Central at Emerson project are outlined later in the Project Approach. GHA is also aware of the IDOT pavement resurfacing and sidewalk ramp reconstruction project that was completed on Central Road within our project area. We will strive to complete a design which minimizes impacts to newly constructed areas as much as feasible. To fully understand a proposed improvement, the engineers at GHA like to dive right into the design concept and determine the applicable design standards. The Village's proposed barrier median width of 4 feet does meet the minimum amount required by the FHWA for a pedestrian crossing island. The FHWA preferred width for a crossing island is actually 8 feet, but recognizing the space and cost constraints, the proposed 4 -foot design is the correct choice. To facilitate these proposed barrier medians, the existing pavement on Central Avenue will need to be symmetrically widened by 3.58 feet on both sides. This widening will accommodate both the pedestrian refuge area on the median as well as Type B-6.12 barrier curb on both sides of the median. The pavement widening will need to follow standards outlined in the IDOT Bureau of Design and Environment (BDE) Manual. According to the BDE Manual, for the Central Road posted speed limit of 35 MPH, a widening taper rate of 40:1 is required. The concepts included with the Request for Proposal show a fairly long painted median on the opposite side of the proposed barrier median. GHA believes that this painted median can be shortened significantly, decreasing the length of Central Road which requires widening. Taking into account the required taper rates and the shortened painted median, GHA estimates impacts of almost 400 24 of 34 feet along Central Road at each intersection at a minimum. However, the Village should be aware that the pavement widening taper to the east of Pine Street falls within the turn -lane taper for Willie Street. IDOT may require a consistent pavement width tying into the Willie Street taper, which increase the pavement widening by a significant amount. Pavement widening could be decrease by considering shifting the proposed pedestrian crossing to the east leg of the Pine Street and Central Road intersection. Sketches of both intersection concepts can be seen below: CENTRAL & PINE: CONCEPT CENTRAL & CATHY: CONCEPT The pavement widening required to construct the 2019 Central Road Crosswalk improvements will cause several impacts to adjacent facilities. As mentioned in the Request for Proposal, will impact as many as 5 existing light poles near the intersection of Pine Street and Central Road. Tree impacts are also a possibility. It appears that between 2 and 4 power poles could be 25 of 34 impacted at this intersection, and early coordination with ComEd will be critical. Utility coordination will be important for both intersections of this proposed project. GHA is hopeful that any utility relocations at the intersection of Cathy Lane and Central Road will be minimal. The pavement widening may also cause impacts to some drainage inlets at each intersection. This could result in drainage structure adjustments and associate storm sewer work. Sidewalk reconstruction will be required adjacent to the pavement widening throughout the Pine Street location and for a portion of the Cathy Lane location. The sidewalk reconstruction will ensure correct ADA compliant cross -slopes are maintained, and that a minimum of 7 -feet wide sidewalk is provided wherever the design cannot accommodate a buffer from the back of curb. Pavement widening along the radii at Cathy Lane and Pine Street will also be required. Depending on the extent of this widening, sidewalk ramp details showing ADA compliant slopes may be required at all 4 corners of both intersections. Special care will need to be taken to ensure that these designs can fit within the existing Right -of -Way, and GHA will perform a boundary survey to determine where exactly the Right -of -Way is located. Two commercial entrances and a private entrance on Central Road, near the Pine Street intersection, will also be impacted by the pavement widening. GHA will ensure that these driveways are reconstructed at the required slope outline in the BIDE manual. Finally, GHA will show the proposed advanced signing for the pedestrian crossings, ensuring that these signs meet all requirements outlined in the MUTCD. The primary goal for this project is to provide for safe pedestrian crossings of Central Road at Cathy Lane and Pine Street. GHA has identified several additional objectives as important to achieving this goal. • Performing an accurate topographic and boundary survey will provide a strong basis for our proposed design. Accurate survey will allow us to more quickly identify possibly utility conflicts or other design issues and mitigate those issues early in the design process. • GHA will also focus on limiting pavement widening as much as feasible, which will limit impacts to drainage, utilities, and the existing sidewalk. Limiting these impacts will allow GHA to develop as cost efficient of a design as possible. • GHA will work with the Village to develop a design concept, and then clearly present this design at a Transportation Safety Commission meeting, incorporating any comments the Commission may have. • Another objective GHA will focus on is developing a design which incorporates all applicable IDOT standards along with items preferred by IDOT Permitting, thereby limiting the number of submittals required. GHA's previous work on the Central Road at Emerson project gives us valuable insight into exactly what IDOT Permitting wants to see in a crosswalk improvement project submittal. By anticipating what IDOT Permitting's comments could be, GHA hopes to ensure the project meet's the Village's schedule. 26 of 34 • After receiving our permit from IDOT, GHA will develop an accurate estimate of probable construction cost and orchestrate a smooth contractor bidding process. • Once construction has begun, GHA's resident engineer will ensure that the project is constructed according to the plans, following all applicable standards and details. The resident engineer will perform onsite inspection of the work to confirm it is of good quality and perform all documentation required by the Village and IDOT. • Finally, GHA will also coordinate construction activities with the Village and local stakeholders, keeping the public happy and informed. After GHA receives Notice to Proceed, we will initiate a kick-off meeting with the Village as soon as possible. GHA places great importance in proactive communication with its clients, and we believe this leads to an efficiently run project and quality final product. After the kick-off meeting, GHA will immediately begin topographic and boundary survey of the project area. Once survey is completed, the project manager will review all data and begin the developing a concept design. At the same time, GHA will coordinate with its environmental consultant, Huff & Huff, to begin developing all necessary special waste documentation. After addressing any concerns the Village might have on the initial proposed design concept, GHA will develop a short presentation for the Transportation Safety Commission. GHA's project manager, Michael Vasak, has previously presented the Central Road at Emerson Street project to the Commission. GHA recognizes the importance of the Commission's approval of the project, and we will present the 2019 Central Road Crosswalk project in a clear and concise manner. Mr. Vasak enjoys answering all stakeholders' questions, and GHA recognizes the importance of educating the public on the importance of this project, as well as gathering input from those people who will benefit most from this project. As mentioned above, GHA will incorporate lessons learned from the Central Road at Emerson Street pedestrian crossing project, in an attempt to limit the number of IDOT permitting reviews required. GHA will use Autotrun to investigate vehicle turning movements that may be impacted by the proposed construction, and we will provide IDOT with exhibits showing that these turning movements can be performed by all required design vehicles. Our recent experience with IDOT permitting has proven that they will also request an exhibit showing that a WB -65 vehicle can make turns with encroachment. Other comments received on the Central Road at Emerson Street project, which GHA would incorporate into our initial submittal for this project, including using an N70 surface mixture, providing a signed Municipality Sidewalk and ADA Acceptance letter, and using hydroblasting for any necessary pavement marking removals. To ensure a smooth transition from Phase II to Phase III, GHA has the Resident Engineer and other construction inspection staff involved during the design process. Construction staff will 27 of 34 typically perform constructability reviews prior to the project going out for bid, and these reviews allow for a better design and better informed construction staff. For the Central Road Crosswalk project, our Resident Engineer, Jonathan Zuhr, will also be completing the light pole relocation design. GHA's Project Engineer, Julie Roberts, also has Phase III inspection experience. In addition, all Phase II staff will be available to answer questions throughout construction. This continuity of service through Phase II and Phase III, including staff overlapping in both phases, creates an excellent final product and greatly minimizes change orders. Managing the experience of the public during a construction project is imperative to ensuring a positive perception of the improvements. That's why our team employs a comprehensive in- house public relations plan which provides objectives, guidelines, strategies, and processes to establish realistic public expectations of construction impacts. Our goal is to provide useful information to stakeholders, conveniently and in a timely manner. GHA will collaborate with the Village of Mt. Prospect to identify groups who have interest in the project, such as residents, the Mt. Prospect Park District, local business owners and, tenants. Together we will determine the most effective methods for communicating with stakeholders about upcoming operations in advance, allowing the public to plan around potential inconveniences. Sharing information is only part of the process. Listening and responding to stakeholder concerns is crucial. Our construction staff encourage residents to call or email them directly with questions, concerns, or special requests, and they make every effort to address these issues immediately. Once construction activity nears completion, our staff reconnects with stakeholders and thanks them for their patience. This is an excellent opportunity to solicit feedback in addition to bringing closure to the project. We gauge stakeholder satisfaction as a significant component in the overall success of a project and, use input from the community to further refine our processes going forward. As the Village of Mt. Right-of-way shall be based on field located property corners and other survey markers, etc., as well as recorded subdivision plats, recorded dedication plats, recorded easement documents, recorded survey plats and other information available through the County Recorder's website. 4. Obtain benchmark information (NAVD88) from USGS, the County, the City/Village or Trimble VRS Now Network. 5. Horizontal coordinates shall be referenced to the State Plane Coordinate System, Illinois East Zone, NAD83 adjustment. Vertical elevations shall be referenced to the North American Vertical Datum of 1988 (NAVD88). All units shall be U.S. Survey feet and decimal parts thereof. 6. Establish permanent site benchmark(s) (i.e. crosses or boxes cut on concrete, flange bolts on fire hydrants, etc.) on site. 7. Contours will be provided at 1'-0" intervals, with an error not to exceed one-half the contour interval. 8. Elevations will be taken at 50 -foot cross sections across the right-of-way width along the limits of survey, including spot grades at high points, low points, and grade changes. Points required are located at the right-of-way line, sidewalk, driveways and aprons, back of curb, flow line, centerline/concrete median, etc. The topography will extend approximately 15 feet beyond the existing ROW. The survey limits will also extend 50 feet into the intersecting public side streets along the project limits. 9. The survey will show the location of the visible ground features, physical improvements with the project limits including location and elevation of light poles, utility poles, traffic lights, sidewalks, driveways, fences, guard rails, signage, striping, overhead wires, etc. 10. The location of underground utilities, both observed and from record information such as City/Village utility atlases, will be provided and will including location and size of water mains, fire hydrants and valves. The survey will show depth, size, and direction of flow for all sanitary, storm drains, and culverts serving the property. The location of all manholes, catch basins and all pipe inverts that are accessible from will be depicted. 11. Location of "dry" utilities such as telephone, electric, gas and cable T.V. lines, etc. will be depicted based on visual surface evidence and available utility atlas information from the respective utility companies. The cost for marking of private utilities is not included in this proposal, but GHA will include this information if the Client arranges to have private utilities marked in the field prior to our field visit. 12. Locate existing tree and brush lines in the right-of-way (ROW). Individual free-standing trees of 6" caliper or greater at breast height (DBH) will be individually located (tagging and identification are not included); and will be shown as deciduous or coniferous. Once communications plan is established, GHA will continue to coordinate and communicate with 31 of 34 stakeholders using resident letters, project flyers and newsletters as requested to ensure they are properly and consistently informed of the project's progress. 3. GHA will review drawings, diagrams, illustrations, brochures, catalog cuts, shop drawings, project schedules, and other data which the contractor is required to submit for conformance with the design concept and compliance with the contract documents. 4. GHA will confirm the existing horizontal and vertical site control network that was established at the time of the existing conditions survey. The horizontal and vertical control will be offset to areas that will not be disturbed. Control will be maintained throughout the duration of the project. 5. GHA will provide horizontal and vertical construction layout of the proposed improvements as necessary. GHA will generally stake on a 3 -foot offset with a cut/fill to final grade (Curb points will be graded to full height top of curb). Curb points will be set at a maximum of 50 - foot intervals on straight lines and at grade breaks, and at a maximum of 25 -foot intervals on curved lines. If a curved curb radius is less than 5', we will set the radius point only. For curves with a radius between 6' and 25', we will set the radius point with a minimum of two (2) points on the curve. For curves with a radius greater than 25', we will set the beginning and end of curve and grade breaks on curve at maximum interval of 25'. No radius point will be set on curves with a radius greater than 50'. Re -staking of pavement / curb / sidewalk is not included in this proposal. 6. Ensure all materials and procedures are in conformance with the contract, plans and specifications. 7. Maintain daily documentation in accordance with IDOT's documentation of contract quantities and complete weekly reports for the contractor's and Village's use. 8. Create and agree to pay estimates with the contractor, and then provide recommendations to the Village. 9. The Contractor is to secure final permit from Illinois Department of Transportation for work being completed within the State right-of-way. 10. If a field change or Authorization is required, whether force account or agreed unit price, GHA will notify and advise the Village prior to making any decisions that may affect the budget. In addition, our documentation of the Contractor's daily activities will help provide sufficient information to permit verification of the nature and costs of any changes in plans or authorized extra work. 11. GHA will make observations of the utility marks provided by the J.U.L.I.E. system and address potential conflicts with the contractor. 12. GHA will schedule and moderate weekly project construction coordination/status progress meetings with the Village and Contractor(s) and provide attendees with a summary in the form of minutes for their records. 13. GHA will coordinate with Village of Mount Prospect staff for quality assurance testing for the HMA and concrete. Our sub consultant, Soil & Material Consultants, Inc., will administer the quality assurance testing for the field and laboratory requirements regarding soils and aggregate quality. We will confirm and document that all the materials used on the site meet or exceed the quality requirements of the contract and IDOT-issued Project Procedures Guide. 14. GHA will prepare monthly pay requests for the Village's review and provide the required documentation and correspondence for the Village of Lincolnshire to submit to IDOT. 15. GHA will schedule a final walk-through upon project completion with the Village's representatives and IDOT to generate a final punch list of deficiencies. 17. GHA will keep current record drawings as the work is performed. We will annotate by hand all revisions, substitutions, variations, and omissions made or discovered during construction. Upon project completion, GHA will provide the Village of Lincolnshire with hard copies and an electronic copy of the record drawing plan set. 18. GHA will coordinate contract closeout procedures with the Contractor, Village and IDOT to ensure an expedient and productive closeout. • Gewalt Hamilton Associates generally agrees with the project schedule outlined in the Request for Proposal. We believe that these deadlines can be met, assuming IDOT Permitting review goes as expected. Delayed response from IDOT Permitting could necessitate a later bid date, but the deadline as -shown is feasible. However, GHA's experience has shown that a November bid date does not typically result in favorable unit prices for asphalt pay items. In November, contractors must guess what asphalt prices will be for the following year, and their estimates are generally high. If the Village considers a January bid date, asphalt unit prices will be known, and contractors will bid accordingly.
