(HLR) to provide Action design and construction engineering services for the Randview Highlands Street Lighting Project Phase II for a not to exceed amount of $36,335. Public Content Information A key component of the Mount Prospect Strategic Plan is to improve the Village"s infrastructure includin identifying lighting needs within the current residential street light system. The Randview Highland neighborhood is located immediately south of Kensington Road and west of Main Street (IL Route 83). Th area includes Prospect High School and Fairview Elementary School. The neighborhood currently ha* ComEd-owned street lights only at intersections providing limited nighttime visibility. The block betwee Highland Street and Kensington Road is twice as long (1320") as a typical block further limiting light in th neighborhood. Construction of Phase I improvements on Forest Avenue, Fairview Avenue, Prospect Manor Avenue, and Eastwood Avenue between Highland Street and Kensington will be completed this spring. Phase II street light improvements this fall are targeted for four streets between Highland Str-- -- , e eeking at this time to enter into a contract with a consulting firm for design and construction engineering to facilitate construction of the lighting improvements for Phase II on Elmhurst Avenue, Russel Street, Pine Street, and Wille Street Page 2 of 3 Request for Proposals Staff solicited requests for Technical and Cost Proposals from four (4) engineering consulting firms t provide design and construction engineering services for the street lighting project. Three (3) fir responded sending in Technical and Cost Proposals while one (1) firm declined due to scheduling conflict Each firm was asked to submit as part of their proposal the following information: I 1. Resumes of key personal and related experience on similar type projects 2. Summary of the firm"s approach to the project 3. Staff hour estimate and cost proposal for major phases of work 4. They were rated (with a maximum score of 100 points) according to these specific categories: company background, experience, scope of work in proposal, schedule, work effort, and proposal content. Three (3) firms were then invited to be interviewed • Village Staff. (HLR) has put together a very strong project team with experience in design and construction engineering for numerous municipal street light projects, including in the Village of Mount Prospect. They have a very experienced professional engineering staff with a thorough understanding of the project coordination, communication and documentation needs to successfully accomplish the project within the proposed schedule. It is Staff"s opinion that Hampton, Lenzini and Renwick, Inc. (HLR) will provide the best product at an appropriate number of hours dedicated to design and construction engineering. Alternatives 1. The Central Road Lighting Project was reviewed by IDOT without a single comment, which is testament to the successful collaboration between HLR and the Village. The Willow/Cypress Project was expedited to maintain the originally desired schedule, with spring construction. HLR is proposing to maintain the same team that has made these two projects a success. Our engineering team regularly provides design, construction, and inspection services on similar municipal street lighting projects. We have completed similar improvements for the City of Sandwich, Village of Arlington Heights, City of DeKalb, and Village of Bartlett. With its desirable residential areas, thriving business community, and top-notch public services, the Village understands that continual improvements to its public infrastructure is of the utmost importance. Currently, lighting in the Randview Highlands subdivision only includes Commonwealth Edison lights at the intersections (along Highland Street, which will be removed with this project) and full lighting along the Kensington Road (which will remain). It is our understanding that this project will project Village street lights along Elmhurst Avenue, Russel Street, Pine Street, and Wille Street at approximately 300 foot intervals. Special attention and coordination with Prospect High School will be needed in to ensure student and motorist safety. We understand the Village is seeking a firm to provide design engineering services for these lighting improvements. We also recognize that the Village would like the proposed project designed in 2019, with a projected construction timeline starting September 2019. Timely design approvals and proactive construction coordination will be essential to achieve the desired schedule of completion, while limiting community impact. We would welcome the opportunity to work with Village staff on this important project. We are ready and capable of delivering the anticipated scope of services for these proposed improvements. In the following pages, we will continue to detail our understanding of the project, approach, and provide qualifications of the firm and our proposed staff. Hampton, I_enzini and Renwick, Inc. 14 1�1 Critical Project Components Based on our initial review of the improvements and experience on similar projects, the following items will be important to consider during the design and construction of the proposed street lighting improvements: ■ Tree Protection Mature trees stand within the right-of-way along both sides of the project site. HLR will ensure the following: - Avoid tree impacts - It will be imperative that the design account for their existing locations to strategically place light pole foundations at locations that will not impact the health of existing trees. - Ensure proper illumination - Special attention to detail will focus on the height of the proposed light pole structure in relation to tree branch heights taking into account the damaging effects during high winds and ensuring proper illumination of the street. Utility Coordination We expect that both public and private utilities will be located within the project site. We anticipate that storm, sanitary, and potable water public utilities will be located within the right-of-way. Other private services including electric and telecommunications will likely be on overhead poles in rear yard easements. We would expect that natural gas and other direct bury telecommunications will be present and potentially in conflictwith the proposed street lighting. HLR proposes the following: - Determine location of existing public utilities based on survey, GIS, and utility atlases - Determine location of existing private utilities based on design JULIE Locate - Determine location of mature trees that could be impacted by proposed street lights - Suggest location for proposed conduit and street lights - Review with Village staff ■ Lighting Specifications HLR will look to use the same fixture in the first phase of the Randview Highlands project unless the Village was looking for a change. Maintaining similar fixtures will provide easier maintenance for Public Works employees in the event that repairs are needed. Resident -Friendly Design and Construction We will review photometrics of the lighting to ensure that illumination of the residences is not extreme or intrusive. Shielding or directing of the LED can be used to eliminate unwanted lighting by residents. During construction, our Resident Engineer will be on hand to answer any questions the residents may have. This personal touch provides quick answers to their questions and helps them understand the desired outcome of the project. Hampton, Lenzini and Renwick, Inc. 15 1�1 Critical Project Components (continued) ■ Plan and Specification Distribution The plans for the first phase of the Randview Highlands was released by the consultant. If the Village would like to continue this type of distribution outside of the Village website, HLR will typically maintain a plan -holder's list and request that contractors contact the project manager for a copy of the bid documents. We distribute them electronically and any necessary addendums can be distributed to all plan -holders. Existing Conditions Documentation Discussion about conditions before construction should be properly documented prior to start of work to avoid erroneous complaints by the contractor or residents. Assuming there is no snow on the ground during survey activities, HLR is proposing to use scanning equipment in order to provide clear existing conditions documentation and reduce costs of topographic survey. The scanning equipment will take millions of shots and clearly define each element with a clear picture. This eliminates the need for pickup survey if something is missed or if street light locations are changed to the other side of the roadway. HLR can also eliminate topographic survey, similar to the first phase of the Randview Highlands, and base the plans off aerial photography. If the plans are to be prepared off of aerial photography, we feel that approximate northing and eastings should be used so that the contractor can lay out the locations of the poles and controller without complete reliance on the Resident Engineer. ■ Lighting Expansion It appears that the first phase of Randview Highlands will have an additional six circuits available that we feel would accommodate this project. If the intent of the first phase was that the additional circuits were to accommodate the neighborhood south of this project, HLR would design the new controller to accommodate these four streets and the neighborhood south of this project location. ■ Delivery of Service The first phase of Randview Highlands has not remained on schedule due to material acquisition. To help ensure construction activities occur in 2019, the Village could purchase the poles ahead of selecting a contractor and have the poles waiting for installation. The contractor would be responsible for transporting the poles for the Public Works yard to the job site and setting them on the foundation. Hampton, Lenzini and Renwick, Inc. 16 SECTION II: PROJECT UNDERSTANDING + APPROACH N We will work as an extension of the Village's staff throughout the duration of the project. This will entail a thorough understanding of the Village's goals, taking budget and schedule into consideration, and making an in-depth analysis of the community's needs and environmental constraints affecting design and construction. Our engineers implement the following quality assurance -focused approach: Communication: Effective communication and coordination with all stakeholders on a project is where we shine. Whether it's a kick-off meeting with the Village or personal meetings with affected residents, our staff will always make distribution of information a priority. We will supply Mount Prospect staff with regular design status and milestone updates via e-mail, phone, or project reports (as desired). During construction, our Resident Engineer will work with our marketing department and the Village to produce flyers, e -blasts, website updates, and/or social media posts to relay project information in a clear, concise manner without "engineering" terminology, which can be confusing to the general public. Our proposed Resident Engineer (Jeff Meindl, PE, 630-338-7860) will be available 24/7 to answer questions regarding the project. He will make individual contact with project stakeholders including, but not limited to: Mount Prospect Public Works, fire and police departments, School Districts 26 and 57, and local residents. Constructability: Our Quality Control and Quality Assurance (QC/QA) Program will be a key component in the successful delivery of the design and construction of these improvements. This process eliminates errors and omissions, emphasizes collaboration, limits repeated work, and reduces comments/plan changes. The Project Manager and designated Quality Assurance Engineer will review all project calculations, drawings, and specifications at scheduled intervals throughout the design process to ensure that the project adheres to applicable standards and does not contain busts in quantities or errors in calculations. This will include a detailed constructability review by our Quality Assurance Engineer, Dan Sherman, PE, who has previous design experience with street lighting. Quality assurance checks will also occur during construction through regular documentation and constructability plan reviews after unknown utility conflict redesigns. Our Resident Engineer, Jeff Meindl, PE, will implement a collaborative approach to construction scheduling, operations, and standard implementation. He will maintain a positive relationship with the contractor, allowing for a "headache -free" construction process, benefiting all involved parties. We routinely perform the following tasks to help ensure that the improvements can be designed and constructed in a timely manner and to the highest quality: ■ Pre -design and construction site visits Thorough implementation of Village comments ■ Weekly project budget tracking Construction layout checks ■ Milestone submittal QA checks Material/equipment staging location planning ■ Detailed review of the plans Documentation and calculation checks ■ Quantity takeoffs Closing: "Constant Closing" through all stages of a project is very important. During the design stage this involves the detailed organization and tracking of plan and permit submittals, correspondence logs, design calculations, project files, and survey records. It is important to have a system in place from the start of the improvements so that the project team can easily collaborate during the design process and make quick plan revisions once comments are received. Our Resident Engineer will organize all applicable documents and set up job boxes during the pre -construction phase to allow for proper filing throughout the duration of construction. This will limit the amount of time required at the end of the project to track down necessary forms/tickets/calculations, saving you on engineering fees. Northern Arizona University, Flagstaff, AZ Center Street Lighting, City of Sandwich. Project Manager for the street lighting design, preparation of plans and bid documents, and bid assistance for the City. The project consisted of selection of proposed street light poles that meet the City's aesthetic appeal for the downtown area. Project included voltage drop and photometric calculations. U.S. Route 14 at Wilke Road, Village of Arlington Heights. Project Manager for the intersection improvement which consisted of channelization, traffic signal modernization, widening and resurfacing. Plans, specification and estimates were completed for the roadway, traffic signal and lighting along U.S Route 14. Since the project included an at -grade crossing with the UPRR along Wilke Road, the signals were timed with the advance warning for the approaching trains. All the proposed improvements were coordinated through IDOT, ICC, and the UPRR. Plats, legal descriptions, appraisals, review appraisals and negotiations were also provided for five parcels that were acquired for the proposed improvements. Kishwaukee River Multi -Use Path, City of DeKalb. Project Manager for the construction of a new bike path that connects Northern Illinois University to the Prairie Path. The proposed multi- use path crosses below both the Union Pacific Railroad and IL Route 38 bridges. The project included both HMA and concrete path, overhead railroad protection structure, drainage infrastructure, underpass lighting, and scour protection measures. Right-of-way/easement appraisal and negotiations were necessary for the project. Agency approval and permitting for this project included Illinois Department of Transportation, Northern Illinois University, DeKalb Park District, Union Pacific Railroad, Illinois Department of Natural Resources — Office of Water Resources, and the US Army Corps of Engineers. Eastview Middle School Parking Lot Improvements, School District U-46, Village of Bartlett. Project Manager for maintenance of the Eastview Middle School parking lots and associated upgrades. The design included several "bid alternates." The proposed improvements consisted of stormwater infrastructure, sidewalk, concrete pavement, HMA pavement, and street lights. The existing Penn State University, intersection is a five -leg all way stop controlled intersection. The existing intersection geometry University Park, PA causes traffic backups and causes vehicles arriving at the same time to have uncertainty as to whom has the right-of-way to proceed. A modern single -lane roundabout is proposed that will decrease vehicle delay and eliminate right-of-way uncertainty at the intersection. Decorative features including stamped and colored pavements and sidewalks, sidewalk furniture, and decorative street lighting are proposed to enhance the roundabout's aesthetic features and to serve as a gateway to Woodstock's Historic Public Square. Environmental coordination included coordination with SHPO and City of Woodstock's Historic Preservation Commission due to this project's proximity to the Woodstock Square Historic District. Design Engineer for the Institute of Technology, project to install cost effective street lights on Willow Lane from Robert Drive to Linneman Road Chicago, IL and Cypress Drive from Willow Lane to Cottonwood Lane. The project included route survey, photometric calculation, voltage drop calculations, and street light location determination. HLR prepared the plans and bid documents for the locally -let project. Center Street Lighting, City of Sandwich. Design Engineer for the street lighting design, preparation of plans and bid documents, and bid assistance for the City. The project consisted of selection of proposed street light poles that meet the City's aesthetic appeal for the downtown area. Project included voltage drop and photometric calculations. 1-90 at Irene Road, Eastbound Exit and Westbound Entrance Ramps (Boone County), Illinois State Toll Highway Authority. Lighting Design Engineer. Responsibilities included: performing the lighting calculations, voltage drop analysis, and circuit layouts for two ramps to complete the full interchange at Irene Road. The design included tying into an existing controller for one ramp and designing a new controller for the other. Randall Road at IL Route 64, Kane County Division of Transportation. Lighting Design Engineer for the lighting calculations, voltage -drop analysis, and circuit orientations. The project involved the reconstruction of an existing 6,350 -foot -long, five -lane section to a six -lane section with dual left -turn lanes and right -turn lanes. The lighting system included an opposite arrangement of 40' aluminum poles with 15' arms and 310 -watt, high pressure sodium luminaires. At signalized intersections, 400 -watt high pressure sodium luminaires were used on combination poles. Two controllers were included in the lighting system. This project also included a bicycle underpass with lighting, sidewalks that required lighting calculations, and a railroad crossing that required lighting calculations. Federal funds were included on this project, and a lighting submittal was reviewed and approved by IDOT District 1 Bureau of Electrical Operations. The lighting design was completed in 6 months. IL 176 at Briarwood Road, City of Crystal Lake. Design Engineer for this Phase II widening and resurfacing project, including signals and roadway lighting. The lighting system was primarily a single -side arrangement on each of the approaches and additional lights at the intersection to provide the required lighting levels. The poles were 40 -foot aluminum poles with 15 -foot mast arms and 250 -watt HPS luminaires. A single controller was designed for the project. Professional Engineer, Central Road Street Lighting Construction, Village of Mount Prospect. Resident Engineer Michigan, #6201049384 for the construction of new street lights on an IDOT arterial street. The project area had existing Professional Engineer, street lights on old wood poles at intersections only. Those were removed and new LED fixtures Indiana, #PE11011359 on new black painted aluminum poles with decorative bases were installed along the corridor. Documentation of Contract The new light poles were consistent with the existing light poles in other locations within the Quantities, IDOT, #17-13214 Village and LED fixtures were used for efficiency. Services included project administration, Education I construction observation, IDOT documentation, and coordination with the client and contractors B.S., Civil Engineering, 1993 Greater Woodfield Traffic Flow Improvements, Village of Schaumburg. Resident Engineer University of Wisconsin, for the installation of new video vehicle detection systems on existing traffic signals at six Milwaukee, WI intersections along Meacham Road. The existing traffic signals used loop detectors which were not performing in a reliable manner. The new video detection systems were installed to provide reliable service and added functionality including traffic counts of vehicles as well as pedestrians and bicycles. Services included project administration, construction observation, documentation, and coordination with the client, contractor, and vendors. Intersection Pedestrian Improvements, Village of Schaumburg. Project Engineer for the design of modifications to traffic signals and accessible sidewalks for pedestrian crossings. The project was located at the intersection of Illinois Route 72 (Higgins Road) and National Parkway. The intersection was lacking a means for pedestrians and recreational users to safely cross the streets to access local commercial, office, lodging, and residential sites. The work consisted of engineering design to add pedestrian signals and countdown timers to existing traffic signals, with modifications to sidewalks to make them accessible and addition of crosswalks. The project was permitted through the Illinois Department of Transportation. Sanitary Sewer Rehabilitation, City of Lawrenceville. Project Engineer for preparation of construction documents for lining and replacing sanitary sewers throughout the City. The City received grant money to repair sewer lines that were in poor condition due to their age and from areawide flooding in recent years. Many of the sewers in the city were televised so their condition could be analyzed. The proposed sewer work was then prioritized based on the conditions of the pipes. Plans, specifications, and an opinion of cost were prepared for lining the sewers when possible or replacing them if the conditions were too poor for lining. Construction Engineer for the construction of a three -span concrete bridge involving driven H -piles, cast -in-place abutments, piers, and superstructure along with ditch grading and HMA pavement. Attached to this memo are: 1. A list of materials and information that should be included with your Technical Proposal and Cost Proposal (Exhibit A). 2. A general definition of the scope of work and a schedule of dates and requirements for the selection process (Exhibit B). 3. A map identifying the project location/limits (Exhibit C). Phone B,< B4 rnour�prospeoL� orB Exhibit B General Scope of Work Agency: Village of Mount Prospect Project: Randview Highlands Street Lighting Project— Phase II Location: Elmhurst Avenue, Russel Street, Pine Street, Wille Street (Kensington Road to Highland Street) The Village is interested in providing street lighting systems on four (4) parallel neighborhood streets. The project is bounded by Kensington Road to the north and Highland Street to the south. The affected streets are each approximately 1300' long. Village street lights, which will remain, line Kensington Road. Commonwealth Edison lights, which will be removed with this project, line Highland Street only at intersections. This project will provide Village street lights at approximately 300' spacing along Elmhurst Avenue, Russel Street, Pine Street and Wille Street. Design, construction and inspection services will be funded 100% by the Village. The Randview Highlands Street Lighting Project — Phase I is under construction. Phase I includes Forest Avenue, Fairview Avenue, Prospect Manor Avenue, and Eastwood Avenue (Kensington Road to Highland Street). The electrical connection to the controller is located on Highland Street near Eastwood Avenue. At a minimum, the following tasks shall be included in the scope of services. Additional tasks, at the consultant's recommendation, will be considered by the Village. Design Services: 1. Coordinate a Project Kick -Off Meeting with Village Staff. 2. Perform field survey of topography, utilities, and right-of-way features along the route of the proposed improvement. 3. Coordinate with public utility companies. 4. Prepare complete construction plans, details, specifications, and bid documents. 5. Prepare preliminary and final cost estimates. 6. Prepare all required permit applications and obtain approvals of plans and specifications from all appropriate agencies as necessary. 7. Assist with the bidding process. Construction Engineering Services: 1. Coordinate a Preconstruction Meeting with Village Staff and the Contractor. 2. Provide horizontal and vertical construction layout of the proposed improvements as necessary. 3. Provide construction supervision and inspection. 4. Coordinate with Commonwealth Edison to remove existing street lights. 5. Attend and conduct weekly construction coordination/status meetings. 6. Prepare continual construction punch -list. 7. Prepare bi-weekly pay estimates for contractor work performed. 8. Coordinate final inspection and paperwork. 9. Prepare as -built drawings.
