Information
On Thursday, March 14, the Village Manager, Village Attorney, Community Development Director and
Executive Assistant met with owners Mr. Aeron Lancero and Mr. Andrian Gaina regarding their request for
the creation of a new Class F-3 liquor license for their joint adventure. Their new business plan of an
Eastern European restaurant and social lounge will replace the former E & O restaurant at Randhurst
Village. The Class F-3 license provides for the full service of alcohol in a restaurant with lounge.
Messrs. Lancero and Gaina are partners in TVAGAL LLC, a hospitality lifestyle company looking to deliver a
special experience within dining establishments. Mr. Lancero has extensive knowledge in the
hospitality/restaurant industry and is the former owner of E+0. Mr. Gaina has no formal training in the
hospitality/restaurant industry, however; he has worked in the food industry in Moldova and is currently
being mentored by Mr. Lancero.
The restaurant has been closed since January for cosmetic upgrades to interior decor. Minta will continue
to feature the popular outdoor dining experience with cozy patio furniture around the focal point fireplace.
The current Executive Chef will continue to feature many of E+O's favorite eclectic cuisine items along with
comforting Eastern European plates. The restaurant will be open seven days a week serving lunch and
dinner from 11:00 a.m. until 10:00 p.m. Weekends will feature an afternoon brunch and DJ entertainment
after 9:00 p.m. with a tapas menu. Both owners are eager to introduce their new concept to Randhurst
Village and anticipate a March 30 opening.
As former owner of E+0, Mr. Lancero is aware of the Village's Fight Ordinance along with the need for all
employees involved in the sale or service of alcohol to complete a certified liquor servers training course.
Under Mr. Lancero's management, the E+O restaurant has been in good standing with the Village in
regard to alcohol service.

Staff Recommendation
A completed application as well as all other required documentation is on file. Both Mr. Lancero and Mr.
Gaina have submitted to background checks and fingerprints in association with the Minta liquor license. If
the Village Board views this application favorably, an Ordinance creating a new Class F-3 License would
need to be adopted.

AN ORDINANCE AMENDING CHAPTER 13 OF THE
VILLAGE CODE OF MOUNT PROSPECT
BE IT ORDAINED BY THE MAYOR AND BOARD OF TRUSTEES OF THE VILLAGE OF MOUNT
PROSPECT, COOK COUNTY, ILLINOIS ACTING IN THE EXERCISE OF THEIR HOME RULE POWERS:
SECTION ONE: That in accordance with Subsection A of Section 13.108 of Chapter 13 of the Village Code
of Mount Prospect, as amended, the Corporate Authorities shall determine the number of Liquor Licenses
available in each Classification and shall establish a list specifying the number of Liquor Licenses
authorized. Said list is hereby amended increasing the number of Class "F-3" Liquor Licenses by One
(1 ) TVAGAL LLC D/B/A MINTA RESTAURANT AND SOCIAL LOUNGE located at 125 RANDHURST
VILLAGE DRIVE Said list is as follows:
