Public Content • As part of the 2017 Water and Sewer Rate Study, renewal and replacement of aged water mains, fire hydrants, valves, and other distribution system appurtenances was identified as a high priority. One outcome of this study was an increase in funding for water main replacement projects. A primary goal of accelerating the pace of water main replacements is to reduce the life cycle of water mains from an unsustainable 600 years to a more pragmatic 130 years. 2018 was the first year of an accelerated water main replacement schedule supported by new water and sewer rates. In 2018, the Village replaced 3,900 feet along Prospect Avenue, School Street, Lincoln Street, and Maple Street. The 2019 Water Main Replacement projects include two areas: Yates Lane and connecting cul-de-sacs of Mark, Mitchell and Jeffery Drives, as well as Northwest Highway between Maple Street to Fairview Avenue. This year, staff seeks to replace 3,500of existing 6" main on Yates Lane, Mark Drive, Mitchell Drive, and Jeffrey Drive. This section of water main has had multiple breaks. Furthermore, some of these mains run through easements between residential side yards and backyards making access problematic and restoration expensive. Plans are to abandon the existing water main running through residential yards and to loop it within the cul-de-sacs. The water main size will be increased from a 6" to an 8" to improve flow and pressure. The attached location map depicts the proposed project area. In addition, staff seeks to replace an existing 12fil main on Northwest Highway from Maple Street to Fairview Avenue. This 4,500' long section of water main is in need of upsizing. Computerized hydraulic modeling indicates that the main in this area lacks sufficient conveyance capacity. Due to proximity near the elevated tank, this deficiency impacts hydraulic performance in a large part of the distribution system. To correct this problem, staff proposes to replace the existing undersized 12"' water main with a larger 16diameter pipe. The attached location map depicts the proposed project area. Page 2 of 4 Note that IDOT has indicated their plans to resurface Northwest Highway for its entire length within Mount Prospect. Staff has reached an agreement with IDOT to "gap" this portion of their resurfacing plans to allow for water main replacement to take place prior to resurfacing. At this point, the Village is anticipating IDOT will accept our request to temporarily delay resurfacing for this portion of Northwest Highway. Reguest for Proposals (RFP) To design these improvements, staff requires technical assistance from a qualified civil engineering consultant. Accordingly, staff prepared a detailed request for proposals (RFP) necessary to solicit these services. A copy of this RFP is enclosed. Consulting engineers were asked to submit a technical proposal detailing the firm's background, key personnel, and approach to the project. In addition, each firm was also asked to submit a separate cost proposal indicating work effort anticipated and a not -to -exceed fee. The required scope of work included topography and field data collection; preparation of plans and bid documents; meetings and obtaining all necessary regulatory permits. RFPs were distributed to six (6) local engineering firms with expertise in the design and constructions of potable water distribution systems. RFP Results Five (5) technical proposals and five (5) cost proposals were received. Each proposal was evaluated based on the background of the firm, related project experience, proposed services and scope of work, schedule work effort and proposal content. Each firm received a point ranking (total points = 100) for each criterion. Table 1 below summarized this analysis Category Max. Examples cited water main replacement in the Villages of Matteson, Frankfort, Tinley Park, Roselle, Downers Grove, and Palatine. All references checks indicated Robinson performed well. A copy of Robinson's technical proposal is enclosed. Robinson also recently completed a large-scale water main replacement that bore important similarities to the Village's current project including high -traffic construction zones and coordination with multiple agencies including the Illinois Department of Transportation. Notably, Robinson completed Phase 1 engineering in only 120 days, Phase 2 engineering in 6 months and construction in less than a year for a $90,000,000 water supply project that enabled the Villages of Morton Grove and Niles to change their water supply from the City of Chicago to the City of Evanston. The project traversed through the Village of Skokie to reach the Villages of Morton Grove and Niles. Overall, the project consisted of approximately 70f111 LF of 30water main pipe, a 7 million - gallon standpipe with new booster pumping station, modifications to another pumping station, and water main lining of approximately two (2) miles of 24"' water main. All work was completed within an extremely tight timeframe and reference checks indicated Robinson performed well. Robinson has not performed engineering work for the Village of Mount Prospect in the past. However, staff has concluded the firm has ample experience and resources to successfully complete this project. Each firm was to submit a cost proposal as well. Staff recommends including a 10% contingency in the award for this proposed contract because time spent on construction engineering and inspection can vary due to circumstances beyond the engineering consultantfs control. For example, contractor delays, material availability and inclement weather are all parameters that can lengthen inticipated construction time. Inclusion of a 10% contingency will increase the project award from $213,563 to $234f919. 1. We have a strong history of being flexible with engineering fee negotiations and would embrace this long-standing philosophy for this project, particularly since there are potentially value-added variables that could affect the ultimate scope and cost of the work involved. Our rates are inclusive of all overhead items and reimbursable project expenses such as postage, computer time, mileage, etc. that others may charge in addition to their rates. Based on our vast experience with similar water main replacement projects, we've developed an overall project budget summary based on our anticipated scope of services and the following assumptions: Proposed project consists is contained within the limits shown in RFP Preliminary information gathering consists of field topography and utility coordination; property corner verification is not required. Relative coordinates are acceptable. Soil borings, geotechnical report and preliminary CCDD analysis are not required. Note that we will provide these services with in-house personnel if desired by Village. Project locations are not within or adjacent to floodplain/floodway, wetlands or other natural areas requiring additional permitting from IDNR, USACOE, etc. We do recognize that IDOT and IEPA permits will be required. Temporary or permanent easements, ROW or property acquisition will not be required. Again, note that we will provide these services with in-house personnel if required. Includes three (3) meetings with Village staff and/or other stakeholders to review project specifics Robinson to prepare bid advertisement, but publication will be handled by Village (Proposal says consultant will advertise and solicit bids). Lead water services are not anticipated to exist, though a handful are possible along Northwest Highway. Construction time and costs may vary depending on whether or not lead service replacements are needed. • Full-time construction observation is desired by Village. Budget assumes Contractor will achieve an average production of 150 ft/day, resulting in S4 eight-hour working days for the watermain construction without overtime. Additional days for mobilization/site preparation, water service replacements, ground restoration and punch list items. Actual costs may vary depending upon actual construction time. • Bituminous and concrete materials testing for pavement restoration is excluded, but will be provided by in-house personnel if desired by Village. Robinson ST PROPOSAL Robinson understands and has been exposed to all spectrums of complexities when it comes to the design and construction of water main replacement projects. Actual project costs can vary greatly depending on location, available work zone, traffic impacts, utility conflicts, specialty ground restoration requirements and other site constraints. Construction engineering costs — particularly with full-time observation - are directly related to the contractor's efficiency, quality of work and attentiveness to completing punch list items. The project scope generally includes the installation of 3,700'-16" watermain along Northwest Highway, and 2,750'-8" watermains within the residential subdivision, along with associated utility relocations, ground restoration and replacement of water service lines to the b -boxes. Using an average 'all -in' cost of $275/LF, we have developed a preliminary estimated construction cost of $1,775,000. Construction engineering cost will vary depending on whether the Village desires part-time (4 hrs./day) or full- time (8 hrs./day) construction observation. We, therefore, have prepared proposals for both part-time and full- time options. This cost proposal draws upon our vast experience with similar projects, the associated efforts involved with design engineering, permitting, bidding and construction, the scope of work in the Village's RFP, and the assumptions and exclusions listed on the preceding page. It also draws upon our experience knowing that variables beyond any Owner or Engineer's control at project onset could potentially make the total project scope, cost or schedule either increase or decrease; for this reason, we've found that engineering costs defined as a percentage of the awarded construction cost tend to reflect the fairest value to both Owner and Consultant. Should actual scope of work result in a higher or lower construction cost, the value for engineering services would be adjusted proportionately. Desired services also include solicitation and review of bids as well as construction management and inspection. Background Attachment A depicts maps of two locations in the Village that are being considered for replacement. The location depicted on the first map is up for replacement due to pipe age, water loss from breaks and location (between houses). The second map shows existing water main recommended for replacement due to the results and findings of a hydraulic water model that was completed in 2006. The Village of Mount Prospect's Capital Improvement Plan allows for 2.8 million dollars in funds for water main improvements in 2019. This number includes Consultants fees for design and construction observation. One of the two locations is located in a residential area and is currently 6" in diameter. We would like to propose to replace the existing 6" with 8" class 56 ductile iron pipe. The second location is on a state road located in Mount Prospect's downtown district. The existing pipe is 12", we propose to replace this with 16" class 56 ductile iron pipe. Problem Statement The Village seeks a qualified Consultant to provide specified civil engineering services necessary to let, award, and implement a water main construction project utilizing contracted resources. The scope and scale of this proposed project will be limited by available funding. Project Scope The consultant will provide professional engineering services and provide, at a minimum, the following: Design/Bidding Phase 1. Consultant shall prepare detailed plans and specifications suitable for bidding. Plans and specifications shall conform to all current Village of Mount Prospect, Illinois Environmental Protection Agency, and Standard Specifications for Water & Sewer Main Construction in Illinois design criteria. 2. Consultant will make application for and obtain any and all necessary permits. 3. Consultant shall supply a detailed engineer's estimate of costs for construction of the project. 4. Consultant shall submit all bid documents to the Village for review and approval prior to distribution. 5. Consultant shall advertise and solicit bids for the proposed project from qualified, capable, and experienced water main construction contractors. The Village will post the bid documents on the Villages website and online bid service. 6. Consultant shall evaluate bids, check references, verify contractor representations, and make a written recommendation for award to the Village. 7. Consultant shall assist the Village in assembling all construction contract documents for necessary for execution of the awarded contract. Construction Management and Inspection Phase 1. Consultant shall conduct a preconstruction conference with representatives of the Owner, Contractor(s), Utilities and other interested parties affected by the proposed construction. 2. Consultant shall provide resident engineers, inspectors, technicians, and surveyors for the project as follows: Provide a Resident Engineer/Inspector (RE/1) for daily observation of the work during the construction period to observe and record construction progress under the general guidance of the Engineer. On the basis of on-site observation, the Engineer will keep the Owner informed of the progress of the work, shall endeavor to guard the Owner against defects and deficiencies in the work of the Contractors, and may disapprove or reject work as failing to conform to the contract documents. Provide one set of construction survey stakes. The projects are to be staked only once in the field. Any additional staking will be at the contractor's expense. iii. Prior to the start of construction, the Consultant shall make a digital photographic survey of the targeted work zone(s) to document existing conditions of both public and private property. The survey shall be conducted at a scale sufficient to note defects in driveways, sidewalks, structures, and landscaping in or adjacent to probable construction work areas. iv. Prepare written daily inspection reports. Reports are to be delivered to Owner in an electronic format. V. Assist the Owner in preparation of any necessary change order and/or field directives. vi. Process monthly applications for payment submitted by the Contractor(s), and forward to Owner with recommendations for approval and payment. vii. Assist the Owner with the resolution of inquiries, complaints, or concerns raised by residents or the general public. viii. Review shop drawings and other equipment/material submittals as may be required by the contract documents. ix. Perform a field observation of all completed work before a final application for payment is processed for the Contractor. X. Revise the original plans in accordance with construction observation records of the Resident Engineer, Inspectors, and the Contractor, and supply the Owner with one set of as -built drawings in a suitable electronic format. The proposal shall cover the approach and the methodology the Consultant intends to use in carrying out the project. The technical proposal should also include statements setting forth the Consultant's line of business, organizational structure, summary of past experience, and specific descriptions of at least three (3) projects completed in the Chicago metropolitan area that are similar in subject, size, and complexity to the scope of services specified herein. These descriptions must include contact information for reputable references that can attest the Consultant's representations. Cost Proposal The consultant will quote a not -to -exceed price for each phase of the services described under Scope of Services. Each price quote should include a breakdown by personnel classification and estimated number of hours spent by each. Price proposals should be submitted as a distinct document in a separate sealed envelope marked: Cost Proposal for Engineering Services Water Main Construction Design and Inspection Proposals due January 29, 2019 Present Work Load A complete tabulation of the Consultant's current project workload is to be included. Each project shall be identified by name, type, size, duration, and personnel assigned. Personnel Professional resumes, including education, work experience, professional credentials, and employment status (e.g. full-time, part-time, years with the firm, job description) for each individual to be assigned to the project described herein should be provided. Disqualification of Proposals More than one proposal for the same work described herein from an individual, firm or partnership, a corporation or an association under the same or different names, will not be considered. Reasonable grounds for believing that any party is interested in more than one proposal for the work contemplated will cause the rejection of all proposals in which said party is interested. If there are reasonable grounds for believing that collusion exists among the parties submitting proposals, the proposals of the participants in such collusion will not be considered. Licenses Each party submitting a proposal shall possess all necessary federal, state, and local licenses as are required by law, and shall furnish satisfactory proof to the Village upon request that the licenses are in effect during the entire period of the Contract. Award of Contract The award of any Contract may be made to the Consultant who submits the proposal which is in the best interest of the Village as evaluated by Village staff. Such evaluations will include the experience of the Consultant, capability of the Consultant, and other factors deemed by Village staff to be in the best interest of the Village. We therefore, are pleased to offer an updated fee structure for use with our January 28, 2019 proposal for the 2019 Water Main Replacement Project: Design Engineering: Not -to -exceed cost: $84,312.50 Optional Soil borings at Central, Main Street (2 x 2): 4 borings @ $2000 = $8,000.00 (IDOT permits & boring logs only. Add $5,000 for full geotechnical report) CE is very challenging to place a hard NTE cost due to so many factors beyond any engineer's control, especially before design (utility conflicts, contractor production/quality of work, work stoppages, etc.). As I examined this closer, I also noted we didn't include costs for CCDD Testing and WM Chlorination/Testing in our initial proposal, either. We have based our NTE cost proposal on these additions, an average contractor production rate of 150 feet per day, and total 6 - month construction period being completed in 2019 (except final restoration). Construction Engineering (full-time inspection): Not -to -exceed cost: $116,250.00 Construction Engineering (part-time inspection): Not -to -exceed cost: $83,500.00 Thanks again for the opportunity to clarify our cost proposal for this project. '( . . . .... ........... - Rob�inson PROJECT UNDERSTANDNG AND APPROACF1 The design will need to take into account utility conflicts associated with public storm, sanitary and/or combined sewers, and telephone, electric, gas and cable TV/ilniternet utilities. Overhead poles exist along Northwest Highway from Fairview Avenue to Central Road in the same, parkway as the water main, which further firnit the placement of the replacement main. Any utility, conflicts must be addressed as early as possible to minimize construction delays, This will likely involve choosing a 'path of least resistance' during the design to avoid private utility conflicts to the fullest extent possible despite franchise agreement terms that might otherwise require the private utility to relocate, IIDOT Permitting will be important to address as early as possible during design. The design should endeavor to avoid impacts to existing street lights, arid traffic signals to the fullest extent feasible due to the heavy traffic volumes along Northwest Highway. • Alternate I Design. We would propose to, design the new water main within the Northwest Highway pavement between Fairview Avenue and Maple Street in a fashion that Would not require removal and replacement of the existing curb & gutter, pavers, or decorative light poles. This, will require the parallel parking stalls on NW/B Northwest Highway to be temporarily unusable during construction, but they would return to their prior usage (with improved striip,ing) following the improvement. Driveway access to the properties will need to be addressed. 0 Alternate 2 Design. Depending on the configuration of other utilities on the southeast side of Northwest Highway (sanitary sewers in particular), it may be possible to construct the replacement 16" watermain outside the pavernent and eliminate costly trench backfill) and pavement replacement for much of the length. Much of this side of Northwest Highway contains grassy landscaped areas (west of Pine Street) and/or moderate condition planter areas (near Metra station)i, without any notable brick pavers, decorative Might poles or traffic signal poles. Verification of certain design elements would be discussed at an initial kick-off rneeting. Some of these include water main material type, valve and hydrant manufacturers preferred by Mount Prospect, water service sizes, and other Village Design Standards that would be 'incorporated into the design. Consideration of PVC watermain pipe may be warranted along Northwest Highway due to its proximity to the railroad where electrolysis often occurs,. At the very least, ductile iron pipe in this area should be wrapped in polyethylene to protect against corrosive soils, ... . . . . . .. . ewe, L Robinson PROJECT UNDERSTANMNG AND APPROACH, Yates Lane Watermain The project route along Yates Lane, from Lowden Lane to Emerson Lane, is within a single family home residential neighborhood. it is envisioned that this water main would be designed within the east parkway alongside or atop the existing water main,. A significant number of mature trees ailso exist in this, parkway; depending on the position of the existing main and other utilities, it is possible that tree removals would be needed, or the main placed into the Yates Lane pavement should tree preservation be prioritized. We will examine this closely during the design and obtain Village input as appropriate, The water service connections to the various properties, within the project area will be replaced between the b -boxes and the new water main, While it is not believed that lead water service lines are present, this will be verified during the construction phase and addressed as needed. Our design philosophy consists of making, every effort (within reason), to satisfy all stakeholder concerns within allotted project budgets. An example of this would be to recornmend that, to the fullest reasonable extent, disturbed driveway aprons be completely replaced within the right-of- way following the water main construction. While the total project cost may be slightly less to limit pavement patches to the width of utility trenches and/or service reinstatement locations, our experience has shown that this approach can lead to residents' dissatisfaction with the finished' product, regardless of the relative priority of the driveway restoration in comparison to the water main replacernent. In other cases, certain specialty driveways with brick pavers or stamped asphalt may exist® which are very difficult to restore exactly to original condition such that they, match undisturbed areas in construction and color. Robinson PROJECT LJNDERs,rAND]NG AND APPROACH in these cases, utilizing trenchless construction (augering or directionol drilling) methods so these features, remain undisturbed can often avoid fighting a losing battle with property owners. Construction in the decorative parkway areas will' be kept to a minimum as described previously, however, depending on the exact location of the existing main and services, some disruption may be required to connect to existing pipes. Extreme attention to detail duiri,ng design, and construction in these areas will be critical. Of COLerse, the ptimary stakehc0doN, is the Ofloge of Mount Prospect, In this regard, we will strive to ensure that each aspect of the project is property designed in accordance with all applicable IPPA, IDOT, and Village standards, yet realize that the key to any successful project is in the details. We will strive to undertake the design process as a collaborative effort with the Village to ensure that its objectives are fully met. During the water main construction, one of the design decisions will be whether to "hot tap" the new water mains using tapping sleeves, or to temporarily shut down the existing mains to facillitate a dry connection. 'Temporary shutdowns Could affect a variable numberof properties, including some that aren't having their services replaced, depending on the condition and operability of existing water valves in the distribution system. The tapping sleeves cost more than closing valves, and shutting down segments of water mains, but may be worth the expense to not further inconvenience customers; this will be a value judgment on which we will seek input from Village staff. . .. ...... �oonal Robinson PROJECT Ll IDE RST'AN DING AND )%PPROACH Should the shutdown approach be chosen, we would be available to assist Public Works with developing a valve shutdown plan prior to construction by testing all affected valves with our in-house valve exercising ,� «IRIWIIIPIMII 11 1 1111 1111111g�g� M�� It is anticipated that all hydrants and valves would be replaced with new appurtenances during construction, although this is not mandatory. If the Village has recently replaced certain hydrants on water mains scheduled for replacement, and desire these hydrants be salvaged or re -used, we would include appropriate language in the project plans and specifications as applicable. By virtue of our long relationships with so many area municipalities, we respect that roost municipal water operators have preferences regarding hydrant, valve and water main pipe types and manufacturers, in part to maintain consistency across their systems. Robinson is familiar with the specifications of all the major suppliers, and strive to take local preferences into account for the design of these items. The new water mains will be constructed, pressure tested and chlorinated while services are still connected to the existing mains. Upon satisfactory testing and chlorination results, the process of temporarily disconnecting existing services from the old water main to the buffalo box and replacing them with new Type K copper water service piiping will occur, tour experienced design and construction personnel are very accustomed to paying keen attention to details during both the design/detail drawing/specifications and the construction inspection/testing stages of these types, of projects to ensure project success long after the contractor leaves the project site. Robinsion SCOPE OF SERVICES Robinson Engineering provides expert staff for every aspect of each project we undertake and is fully able and qualified to complete all required aspects of this project utilizing in-house staff. If necessary, we would partner with our affiliate company, GEOCON Professional Services, LLC to perform soil borings and geotechnical analysis if desired by the Village. Due to the relatively modest depth associated with water main construction, however, most municipalities don't perform borings for these projects unless they desire to have advance notice of potential Clean Construction & Demolition Debris (CCDD) issues that could potentially affect material disposal costs during construction. The following outliine includes the envisioned scope of engineering services, for preliminary and final design, permitting and bidding, and construction engineering services for the implementation of each phase of the Village's 2019 Water Main Replacement program, Pt` i&n eb'g.s'g, a Project kick-off meeting. We will meet with Village staff to review the general scope of the project, supplemental design criteria, and to obtain the Village's input regarding scope and schedule details, as, well as, other potentiIal stakeholder concerns associated with the project. This survey will be performed under the direction of an Illinois -licensed surveyor by an experienced:, survey crew utilizing state-of-the-art GPS surveying units for control establishment, and Trimble total station surveying equipment for detailed topographic data. Electronic field data will be processed utilizing commercially licensed AutoCAD software. Utility Coordination. At the onset of the project, we will contact all known private utilities in the project area, including pipelines, gas, electric, phone and cable TV facilities within proposed project limits. Since it typically takes 3-6 weeks for utility companies to respond to these reqluests,, we suggest this be done immediately upon the Village determining its selected consultant, before formal contract award, Knowing the desired design timeframe is only six week's from Notice to Proceed unti/finol plans being due, we would comm mit to, performing this task prior to formal engineering services approvofby the Villoge Board. Soil Borings. If the Village elects to proceed with this scope, we will obtain six soil borings to a depth of twelve feet along the anticipated water main alignment. Our internal QA/QC program involves various parts of our organization, including two technical engineering reviews; a field check and conistruct�abil'ity review by a seasoned resident engineer; a municipal review conducted between our project manager and the Village's liaison; and a final review by our Director of Engineering prior to issuance of final construction plans and docurnents to bidders. Our internal policy also requires our staff to conduct QA/QC reviews at various points as the project progresses (as opposed to just near the end) so that the Village's project schedule is met without late surprises. As a final check, our administrative staff is not authorized to proceed with plan reproduction tasks until our Director of Engineering verifies that all plans and documents have undergone our rigorous internal QA/'QC process. 'These internal reviews, coupled with, the Village's review of all pllan:s and contract documents, ensure that the design plans and contract documents meet all applicable standards, of care prior to the bidding process taking place.
