Golf Road (the "Subject Property"). The Subject Property is home to the Chicago Assembly of God church and is located on the north side of Golf Road between William Street and Louis Street. The Petitioner is proposing to operate an adult daycare facility out of the existing church during non -church hours. The daycare would operate Monday through Friday between the hours of 8:30 am and 2:30 pm. Transportation service is provided for the seniors. The program will serve approximately forty (40) seniors and have seven (7) to nine (9) staff members present each day. The Petitioner focuses on providing services to seniors and is proposing to expand in Mount Prospect. They would provide comprehensive non-medical services to seniors at the Subject Property. The Petitioner currently has two active facilities, one in Chicago and the other in Wheeling. They have predominantly served the Korean American community, but would like to provide services to all of Mount Prospect residents. Seniors would be picked -up and transported to the facility. Day operations will include stimulating activities, such as bingo and instrument playing. A warm meal would be provided as well before seniors return home. Village Staff has reviewed the conditional use request and is supportive of the proposed adult daycare center, subject to the fire and safety concerns being addressed before occupancy is granted. Staff has not received any negative feedback on the requested conditional use. At the Public Hearing held on January 24, 2019, the Planning and Zoning Commission recommended approving the Petitioner's request for a conditional use by a vote of 6-0. Alternatives 1. Commissioner Beattie made a moti seconded by Commissioner Filippone to defer approval of the minutes from the Planning and Zoni Commission meeting on January 10, 2019 to the February 14 1h , 2019 Planning and Zoning Commissio The deferral of the minutes was approved 4-0 with Commissioner Mizwicki and Commissioner Gri abstaining. Chairman Donnelly introduced case PZ -24-18 as 618 E. Golf Road. I requested proposal is for a Conditional Use to allow an adult daycare facility at the Subject Property. He the Comprehensive Plan as it furthers services available to seniors and is compatible with surroundini.N uses. Mr. Shallcross stated, per the Petitioner, the adult daycare will not be a detriment to or endanger the welfare of the public. The daycare center will provide quality care and a safe place for seniors in the community to go during the day, and it will utilize an existing community gathering space. The Petitioner Mr. Shallcross stated that Staff believes the Petitioner's conditional use request complies with the conditional use standards and is supportive of that request. Other departments reviewed the Petitioner's proposal and did not object to the use, subject to the fire safety concerns being addressed before occupancy is granted. The proposed use will not be a detriment or endanger the welfare of the general public. The proposed use complies with the Comprehensive Plan and furthers services available to seniors in the community. He explained that Staff finds the adult daycare center meets the conditional use standards subject to gpp� of the following motion: "To approve aconditional use for anadult daycare center at 618 E. The Village Board's decision isfinal for this case. Commissioner Beattie had aquestion regarding the building code analysis and why itwas needed. Mr. Shallcross explained that the proposal triggers a change in use group and that fire safety is a concern. Planning and Zoning Commission- January 24,2O19 PZ -24-18 Joseph Donnelly, Chair N Mr. Kim gave a brief description of the business model and talked about the other two locations in Chicago and Wheeling. There was general questions regarding the membership and how the clients are selected to join the program. Commissioner Beattie asked the Petitioner if they are prepared to meet the Fire Code and requirements set forth by the Fire Department. Mr. Kim stated that they have to abide by the fire code which is required by the State of Illinois. Mr. Kim further stated that the program is fully subsidized by Medicaid. There was general discussion between the Petitioner and the Commissioners about hours of operation and the transportation logistics. Hearing no further questions for the Petitioner, Chairman Donnelly opened the hearing to the public. Mr. Kim stated that they have visited the Church several times and are aware of the traffic patterns on Golf Road. He also stated that the Church is fully aware that the business is for-profit and will be a taxable entity. Mr. Goodwin clarified that only a few participants actually drive themselves, and the main goal is to have majority if not all be bused in which will not have a huge impact on the traffic. There was general discussions about the clientele of the business. Mr. Kim stated that majority of their clients are Korean Americans but the business is available to all nationalities. Mr. Kim stated they aren't planning on expanding into the greenspace and that they are a for-profit business that has financial support from the Illinois Department of Aging. Another representative of the Petitioner (didn't state her name) gave a brief description of the Illinois Department of Aging program that funds the services of the business. Mr. Kim stated that the business will be open Monday thru Friday, and stated they will not be growing past capacity of the building which is 50 participants. Mrs. Arguilles interjected that the zoning on the property is single family residential and that commercial properties in the future wouldn't be able to open on the subject property without going through the Commissioner Filippone asked if the business has any issues currently outstanding with the other locations. Mr. Goodwin stated that there is currently no outstanding litigation at the Chicago or Wheeling locations. Mr. Kim stated that the Chicago location is the smallest with about 25 members and the Wheeling location is the largest with 45-55 members. Hearing no further comments Chairman Donnelly closed the public portion of the hearing. The P&Z Commission hearing was properly noticed in the January 9, 2019 edition of the Daily Herald newspaper. In addition, the Petitioner completed the required written notice to property owners within 250 - feet and staff posted public hearing signs on the Subject Property. PROPERTY DESCRIPTION The Sub�iect Proi�yeiA,� is located at the northeast comer of Golf Road and William Street. The Sub ect Propertti-ismn existing church with related improvements. The Subject Property is zoned RI Single Family Residence District. It is bordered by the RI District on the western and eastern sides. It is bordered by the RI District and CR Conservation Recreation District to the north and by a single-family subdivision in Des Plaines to the south. SUMMARY OF PROPOSAL The Petitioner is proposing to locate an adult daycare in the existing church that will be operated during non -church hours. Staff is requiring architectural plans showing a building code analysis which reflects all egress, uses, types of construction, occupant load, and any necessary changes due to the change in use groups per the International Building Code (113C). In addition, an inspection from the Illinois Department of Aging will be required. Parking –The Village Code requires one (1) space perthree (3) worshipers, one (1) space perevery ten (10) licensed capacity slots, and one (1) space for each employee. The proposed church and daycare center would have a maximum of ninety-seven (97) worshipers, fifty (50) participants, and nine (9) staff members. Primary uses in the institutional district include governmental, educational, religious, and senior housing, The proposed use is consistent with the Comprehensive Plan as it furthers services available to seniors and is compatible with surrounding uses. CONDITIONAL USE STANDARDS The standards for conditional uses are listed in Section 14.203.F.8 of the Village Zoning Ordinance and include seven specific findings that must be made in order to approve a conditional use. The following list is a summary of these findings: • The conditional use will not have a detrimental impact on the public health, safety, morals, comfort or general welfare-, • The conditional use will not be injurious to the use, enjoyment, or value of other properties in the vicinity orimpede the orderly development of those properties; • There is adequate provision for utilities, drainage, and design of access and egress to minimize congestion on Village streets-, and • The request is in compliance of the conditional use with the provisions of the Comprehensive Plan, Zoning Code, and other Village Ordinances. Per the Petitioner, the adult daycare will not be a detriment to or endanger the welfare of the public. The daycare center will provide quality care and a safe place for seniors in the community to go during the day, and it will utilize an existing community gathering space. The Petitioner states that the center will not generate traffic and will operate in harmony with the adjacent properties. Per the Petitioner, the proposed daycare center will benefit the elderly in the Village of Mount Prospect and surrounding communities, providing activities that keep them active and involved in the community. Village staff believes the Petitioner's conditional use request complies with the conditional use standards and is supportive of that request. Founded in 2003, MedTec provides adult day care and senior center services to the elderly community under the Home and Community -Based Services 1915(c) Medicaid Waiver. The Company provides non-medical care for seniors who have been assessed by licensed care coordinators as needing care during the day. The Company in aggregate has over 1,000 clients, most of whom are not native English speakers and who need daily language assistance. Adult day care centers provide a safe, secure environment for seniors to socialize in a community setting and engage in activities that promote mental and physical well-being. Daily activities include: music and dancing, arts and crafts, educational seminars, gentle stretching or light exercise, holiday and birthday celebrations, discussion groups, and mail reading / paperwork assistance. MedTec provides a vital service to help seniors maintain or enhance their level of independence, prolonging their ability to live independently in residential settings. As the baby -boomer generation continues to age, the number of seniors within the community will rapidly increase, making MedTec's and other adulty day care providers an important pillar of home and community-based senior care. MedTec is licensed by the Illinois Department of Public Health, and the Illinois Department on Aging certifies and inspects the Company as part of its Community Care Program certification. The Mount Prospect adult day care center would average between 50 and 75 senior participants per day, with 10 to 15 staff employees overseeing the daily program and client base. A third -party transportation company provides transportation in vans for the seniors to and from the center, which reduces the amount of client vehicle traffic and the number of parking spaces required. The Mount Prospect adult day center will need approximately 10 to 15 parking spaces on a daily basis, which will only use a fraction of the available parking in the church parking lot. MedTec is committed to providing caring, quality non-medical adult day services to the seniors in the Mount Prospect area and believe that adult day centers are vital to ensuring the long-term health and safety of the elderly community. 1 MedTec Healthcare and Private Duty, LLC - Conditional Use Petition Response to Conditional Use Standards - No conditional use shall be recommended for approval by the planning and zoning commission unless it finds: 1. That the establishment, maintenance, or operation of the conditional use will not be detrimental to, or endanger the public health, safety, morals, comfort, or general welfare; The MedTec adult day care and senior center will not endanger public health, safety, morals, comfort or general welfare. Rather, it will provide quality care and a safe place for seniors in the community to go during the day, and it will utilize an existing community gathering space at the church. The Illinois Department on Aging will certify and audit the center on an ongoing basis. 2. That the conditional use will not be injurious to the uses and enjoyment of other property in the immediate vicinity for the purposes already permitted, nor substantially diminish and impair property values within the neighborhood in which it is to be located; The adult day care and senior center will operate within the existing church and is consistent with the existing use of the church. The center will not create extra noise, odor, smoke, or light. The low number of cars and vans related to the MedTec center will be parked in the existing church parking lot, and the nature of the senior center is such that there will not be a lot of traffic or cars coming and going from the parking lot. The MedTec adult day care and senior center will operate in harmony with the adjacent properties and other property within the immediate vicinity. 3. That the establishment of the conditional use will not impede the normal and orderly development and improvement of the surrounding property for uses permitted in the district; As the population continues to age in Mount Prospect and surrounding communities, adult day care and senior centers are needed to provide adequate and cost-effective care to needy seniors. The majority of MedTec's senior clients qualify for Medicaid and do not have alternatives to the care that MedTec and other similar agencies provide. MedTec will not alter the essential character of the area in any way, and the MedTec adult day care and senior center will be appropriate for the neighborhood and surrounding area, providing a valuable community service to residents. 4. That adequate public utilities, access roads, drainage and/or necessary facilities have been or will be provided; The MedTec adult day care and senior center will be housed within the existing church facilities. There is more than adequate public utilities, access roads, drainage and necessary facilities for the church, of which MedTec will only be using a portion of the space. S. MedTec utilizes licensed commercial vans to transport the seniors to the center, thereby reducing the vehicular traffic, and there will be a low number of MedTec staff members that will drive. The MedTec adult day care and senior center will only use a small portion of the available parking spaces at the church. 6. That the proposed conditional use is not contrary to the objectives of the current Comprehensive Plan for the Village; and The MedTec adult day care and senior center will benefit the elderly in Mount Prospect and surrounding areas and will be housed in an existing church facility that is designed to handle community gatherings in larger numbers than what the MedTec center will need. 7. That the conditional use shall, in all other respects, conform to the applicable regulations of the district in which it is located, except as such regulations may, in each instance, be modified pursuant to the recommendations of the Planning & Zoning Commission. The MedTec adult day care and senior center is appropriate for the district and will become a valuable community resource that will provide affordable care for the aging population. Prospect and the surrounding communities. Adult day service is designed for older adults who wish to remain in the community and in the comfort and familiarity of their own or family homes, but benefit from care and socialization during the day. Adult day service also provides respite for family care givers, particularly those who work during the day -time, and socialization for isolated adults. Many of our participants attend the adult day center with others they know from the community and the environment offers them a safe place to engage with their community. The majority of our senior participants speak English as a second - language, and for them, there are limited options for day -time care where they can engage with individuals who speak their native language and have consideration for their cultural backgrounds. Program participants benefit from active programming at our centers including for example: - Current events discussion - Light physical exercise such as choreographed group and line dancing lessons - Musical entertainment and learning such as ukele classes, choir practice, and karaoke sessions - Social activities including board games - Art & Craft sessions and lessons Our program director and aides are also actively involved in the community and support the senior participants in the program by being a resource and caregiver for the seniors, Transportation pickup and drop off service is coordinated for the participants. Further, a dietician approved menu of breakfast, lunch, and snacks are served to the participants. Our adult day care programs are open Monday — Friday and our hours of operation are from 8:30am — 2:30pm. Our proposed location in Mt. Prospect would serve an average of 40-50 senior participants on a daily basis. Additionally, there will be 7-9 staff present on a daily basis.
