Information
On Thursday, January 31, 2019, the Village Manager and Executive Assistant met with Mr. Shabin Mathews and his wife
Jeena Mathews regarding their request for the creation of a new Class F-3 Liquor License. The Class F-3 Liquor License
provides for the sale of alcoholic beverages at a restaurant with a lounge.
Mr. & Mrs. Mathews are Mount Prospect residents who are excited to own and operate an Indian restaurant at this former
Retro Bistro location, which closed in March 2018. Mr. Mathews has extensive experience in the hospitality industry
operating a family owned restaurant in India. Trilokah’s objective is to be the premier home-style Indian restaurant in the
northwest suburbs. The 3,600 square foot space will have seating capacity for 100 guests and will feature a lunch buffet
with a fine dining dinner component. Mr. Matthews plans to renovate the interior décor by relocating the current bar along
with minor cosmetic updating. The restaurant will be open 6 days a week from 11:00 -10:00 p.m. and closed on Tuesdays.
Both have completed Basset classroom training and indicated they understood their obligations in this regard. The
requirements of the Village’s Fight Ordinance and the need for all employees involved in the delivery of alcohol to complete
a certified liquor servers training course was also discussed.
Alternatives
1. Motion to approve the Ordinance.
2. Action at discretion of Village Board.
Staff Recommendation
A completed application as well as all other required documentation is on file. If the Village Board views this application
favorably, an Ordinance creating a new Class “F-3” License would be recommended for adoption.

AN ORDINANCE AMENDING CHAPTER 13 OF THE
VILLAGE CODE OF MOUNT PROSPECT
BE IT ORDAINED BY THE MAYOR AND BOARD OF TRUSTEES OF THE VILLAGE OF MOUNT
PROSPECT, COOK COUNTY, ILLINOIS ACTING IN THE EXERCISE OF THEIR HOME RULE POWERS:
SECTION ONE: That in accordance with Subsection A of Section 13.108 of Chapter 13 of the Village Code
of Mount Prospect, as amended, the Corporate Authorities shall determine the number of Liquor Licenses
available in each Classification and shall establish a list specifying the number of Liquor Licenses
authorized. Said list is hereby amended inc-3 Liquor Licenses by One
(1) TRILOKAH INC. D/B/A TRILOKAH RESTAURANT located at 1746 W. GOLF ROAD. Said list is as
follows:
