Goals24. Downtown Splash Pad Public Content Information Staff is seeking approval of the final design of the Edwin and Elsie (Meyn) Busse Park. The proposed design provides many amenities including a centrally located paver patio, large programmable green-space, several seating options, lighting, and more. The estimated price is $590,000.00, which includes a 20% contingency. Additionally, staff is recommending that a fountain be included in the final design, with potential for it to be constructed as a second phase if there are budgetary constraints. All utility work for the fountain can be installed during initial park construction and preserved until a later date when the fountain is funded and installed. The fountain would cost an additional $190,000.00, which includes a 20% contingency. Staff estimates yearly maintenance costs at $15,000.00. Staff believes that including a fountain in the final design is critical, as a water feature was one of the highest requested amenities by the public. The design presented incorporates feedback received from the Village Board, surveys, public meetings, and consultant recommendations. At the November 27, 2018 Committee of the Whole Meeting, Village Trustees expressed concerns about liability issues surrounding a splash pad. Staff and the consultant met after the meeting and revised the design to include a fountain due to these concerns. While a fountain bears a similar cost to a splash pad, it does not have the same liability concerns as children will not be able to run through the water or play on wet, hard surfaces in the park. The proposed fountain provides as much, if not more aesthetic appeal to the park, and there is room to add a splash pad in the park at a later time if so desired. Per the Illinois Department of Public Health (IDPH), all water features containing a recirculating water system require showers and a restroom facility to be located on site. The Village would need to apply for a variation from these regulations in order to have a fountain or splash pad approved, as either would contain a recirculating system. IDPH recently approved new code updates which could impact the variation process. Staff will need to evaluate these code updates and ultimately apply for the variation if a recirculating system, fountain or otherwise, is approved as part of the final design.
