In the 2019 Community Investment Plan (CIP), there are funds available to continue the rehabilitation of the Village"s sanitary sewer lift and relief pumping stations. These stations are used to provide relief to the Village -owned sanitary sewer system in the event that interceptor sewers of the Metropolitan Water Reclamation District of Greater Chicago (MWRDGC) become surcharged. The Village owns and maintains eight (8) sanitary relief stations and two (2) sewage lift stations. This project will be the sixth (6th) sanitary lift/relief station rehabilitation as Huntington, Louis Street, William Street and both George Street North and South rehab have been completed. The scope of work for this proposed project includes the Fairview Lift Station situated near St. Emily School on Horner Lane. This facility is one (1) of two (2) sanitary sewer lift stations in the Village. It de -waters the sanitary sewer system serving tht Fairview Gardens residential subdivision. Work will include design engineering necessary to facilitate removal of the existing pump station and replacement with a packaged, prefabricated pump station. Design work will also include all mechanical piping, electrical modifications, and control system programming necessary to construct a fully operational pump station. Request for Proposals (RFPJ) To design these improvements, staff requires technical assistance from a qualified civil engineering consultant. Accordingly, staff prepared a detailed request for proposals (RFP) necessary to solicit these services. A copy of this RFP is enclosed. Consulting engineers were asked to submit a technical proposal detailing the firm"s background, key personnel, and approach to the project. In addition, each firm was also asked to submit a separate cost proposal indicating work effort anticipated and a not -to -exceed fee. The required scope of work included inspections of the existing Fairview Lift Station; preparation of plans and bid documents; meetings and obtaining all necessary regulatory permits. RFPs were distributed to five (5) engineering firms with expertise in the design and construction of sanitary sewer lift stations. The highest rated firm was Ciorba Group of Chicago, Illinois. Ciorba Group"s proposal provided numerous examples of successful lift and/or relief station rehabilitation projects similar in scale and scope as the proposed work. Examples included projects for the Village of Buffalo Grove, Village of Schaumburg, Village of Wheeling and Village of Wilmette. All references checks indicated that Ciorba Group performed well. A copy of Ciorba Group"s technical proposal is enclosed. In addition, Ciorba Group has successfully completed several germane engineering projects for the Village including design and construction of the Huntington Lift Station Rehabilitation Project, William Street Relief Station Rehabilitation Project and Louis Street Relief Station Rehabilitation project. Ciorba also designed and inspected the replacement of two electrical control panels located at Melas Park. All of their work has been satisfactory. Ciorba Group and Burns & McDonnell submitted identical fees. Copies of both cost proposals are enclosed. Although, both firms total cost were the same, Ciorba"s hourly rate is lower than Burns & McDonnell. It is the opinion of staff that Ciorba has allocated sufficient work effort (496 hours) to successfully execute this project. Staff recommends including a 10% contingency in the award for this proposed contract due to the fact that time spent on construction engineering and inspection can vary due to circumstances beyond the engineering consultant"s control. For example, contractor delays, material availability and inclement weather are all parameters that can lengthen anticipated construction time. 1. The design work will be performed in 2019 and the project let in the fiscal year of 2019. The plan will be to replace pumps, controllers, electrical and control wiring and rehabilitate or replace the wet well with a XYLEM TOP package system. The lift station will also have the conversion from a below -grade lift station to a lift station that will not require confined space access. Background Attachment A depicts the locations of the existing Fairview lift station located on Horner Lane in Mount Prospect. The existing station includes a precast concrete wet well and three (3) dry pit pumps located in an underground steal chamber, a precast concrete valve vault and an emergency back-up generator. The lift stations services over 300 single-family residences, churches and commercial properties. Problem Statement The Village seeks a qualified Consultant to provide specified civil engineering services necessary to let, award, and implement a lift station rehabilitation project utilizing contracted resources. The scope and scale of this proposed project will be limited by available funding. Project Scope The consultant will provide professional engineering services and provide, at a minimum, the following: Design/Bidding Phase Consultant shall prepare detailed plans and specifications suitable for bidding. Plans and specifications shall conform to all current Village of Mount Prospect, Illinois Environmental Protection Agency and Standard Specifications for Water & Sewer Main Construction in Illinois design criteria. 2. Consultant will make application for and obtain any and all necessary permits IEPA and/or MWRDGC permits. 3. Consultant will answer and resolve any IEPA and/ or MWRDGC concerns or issues with design. 4. Consultant shall supply a detailed engineer's estimate of costs for construction of the project. 5. Consultant shall submit all bid documents to the Village for review and approval prior to distribution. 6. Consultant shall advertise and solicit bids for the proposed project from qualified, capable, and experienced water main construction contractors. All prospective bidders will obtain plans and specifications from the Consultant. (Printing of documents will be billed at cost to the parties requesting plans.) 7. Consultant shall evaluate bids, check references, verify contractor representations, and make a written recommendation for award to the Village. 8. Consultant shall assist the Village in assembling all construction contract documents for necessary for execution of the awarded contract. Construction Management and Inspection Phase Consultant shall conduct a preconstruction conference with representatives of the Owner, Contractor(s), Utilities and other interested parties affected by the proposed construction. 2. Consultant shall provide resident engineers, inspectors, technicians, and surveyors for the project as follows: Provide a Resident Engineer/Inspector (RE/1) for daily observation of the work during the construction period to observe and record construction progress under the general guidance of the Engineer. On the basis of on-site observation, the Engineer will keep the Owner informed of the progress of the work, shall endeavor to guard the Owner against defects and deficiencies in the work of the Contractors, and may disapprove or reject work as failing to conform to the contract documents. Provide one set of construction survey stakes. The projects are to be staked only once in the field. Any additional staking will be at the contractor's expense. iii. Prior to the start of construction, the Consultant shall make a digital photographic survey of the targeted work zone(s) to document existing conditions of both public and private property. The survey shall be conducted at a scale sufficient to note defects in driveways, sidewalks, structures, and landscaping in or adjacent to probable construction work areas. iv. Prepare written daily inspection reports. Reports are to be delivered to Owner in an electronic format. The proposal shall cover the approach and the methodology the Consultant intends to use in carrying out the project. The technical proposal should also include statements setting forth the Consultant's line of business, organizational structure, summary of past experience, and specific descriptions of at least three (3) projects completed in the Chicago metropolitan area that are similar in subject, size, and complexity to the scope of services specified herein. These descriptions must include contact information for reputable references that can attest the Consultant's representations. Each price quote should include a breakdown by personnel classification and estimated number of hours spent by each. Each project shall be identified by name, type, size, duration, and personnel assigned. Personnel Professional resumes, including education, work experience, professional credentials, and employment status (e.g. full-time, part-time, years with the firm, job description) for each individual to be assigned to the project described herein should be provided. Disqualification of Proposals More than one proposal for the same work described herein from an individual, firm or partnership, a corporation or an association under the same or different names, will not be considered. Reasonable grounds for believing that any party is interested in more than one proposal for the work contemplated will cause the rejection of all proposals in which said party is interested. If there are reasonable grounds for believing that collusion exists among the parties submitting proposals, the proposals of the participants in such collusion will not be considered. Licenses Each party submitting a proposal shall possess all necessary, federal, state, and local licenses as are required by law, and shall furnish satisfactory proof to the Village upon request that the licenses are in effect during the entire period of the Contract. Award of Contract The award of any Contract may be made to the Consultant who submits the proposal which is in the best interest of the Village as evaluated by Village staff. Such evaluations will include the experience of the Consultant, capability of the Consultant, and other factors deemed by Village staff to be in the best interest of the Village. In addition, the Village reserves the rights to accept or reject any and all proposals, to waive any informality in any proposals, and to accept any proposals considered advantageous to the Village. He will lead the technical aspects of the design effort and serve as the main point of contact for the Village. Luke has over 16 years of engineering experience specializing in water resources related projects for municipalities, including numerous lift station replacement projects. In addition to his experience in the Chicago area, his background includes three years of international design and project management experience in the country of Namibia for population centers of more than 1 million. Luke has extensive experience on projects similar to the Village's pump station improvement project, including most recently the Huntington Lift Station in Mount Prospect. Joseph Vondra, PE, LC - Electrical Engineer Joe has over 22 years of experience designing lighting and electrical systems for municipal infrastructure projects. Most recently, Joe worked on the electrical design for the Huntington Lift Station in Mount Prospect. Joe also designs lighting systems for residential, collector and arterial streets, interstate expressways and parking lots. These projects are for local municipalities, IDOT and the Illinois Tollway. Joe oversees the photometric analysis, equipment selection and layout, control cabinet design, voltage drop calculations and preparation of specifications for new electrical systems. Jingyun Sun (Sun), PE - Water Resources Engineer Ms. Sun will support the Project Engineer. After graduating from the University of Iowa in 2014, Sun joined Ciorba's Water Resources Group. She has assisted on several lift station projects, including the Golfview Lift Station in Buffalo Grove and the William Street Relief Station in Mount Prospect. Sun also provides assistance on stormwater system improvement projects, including the 1,1 Avenue Flood Mitigation project for MWRD and the South Wheeling Road drainage improvements for the Village of Wheeling. Sun offers special expertise related to hydrologic and hydraulic modeling. Nik Tumbev - Survey Chief Mr. Tumbev performs topographic, stream, and route surveys for Ciorba. He has over 14 years of experience with total station and GPS equipment. He has led the surveying services effort for all of Ciorba's recent water resources projects. Tony Wolff, PE, CFM - QC/QA Engineer Mr. Wolff will serve as QC/QA Engineer for the Fairview Lift Station Project. Tony has over 25 years of experience in water resources engineering and manages Ciorba's Water Resources Group. Tony will monitor the quality of our work to verify that it meets Ciorba's high standards. Prior to running Ciorba's Water Resources Group, he served as the Chief Engineer of Lake County Stormwater Management Commission. The tributary area of 10.9 acres is comprised of mostly impervious surfaces, including large parking lots, driveways, and manicured parkways. The Village's goal is to provide a 100 -year level of protection for the area. Alternatives being considered include a relief storm sewer, a stormwater lift station, and raising the road profile. The proposed improvement will include the conversion of the existing station to a duplex submersible pump station including valve vaults, meter vaults, and ground level controls in a traffic box enclosure or in the existing generator building if space is available. An MWRD WMO permit and an IEPA construction permit will be required. It is also assumed that an IDOT utility permit will be required for work within the Golf Road right of way. Louis Relief Station, Village of Mount Prospect. Water Resources Engineer for the preliminary, final design, and construction engineering of the replacement lift station. The proposed improvements will include the replacement of the wet well with the Flygt TOPS system adjacent to the existing station, or the re -use of the wet well and inserting a TOPS base into its bottom. Buffalo Grove Sanitary Lift Station Reconstruction Program, Village of Buffalo Grove. Water Resources Engineer for the study, design, and construction inspection of annual lift station upgrades in the Village. To date, projects include the conversion the Camelot Lift Station (1,000 gpm) from a dry / wet well to a submersible duplex lift station. South Wheeling Road Drainage Improvements, Village of Wheeling, Illinois. The project is located in a depressional area and has experienced flooding to depths of four feet, including approximately 500 feet of roadway that gets inundated by a foot or more during significant storm events. The tributary area of 10.9 acres is comprised of mostly impervious surfaces, including large parking lots, driveways, and manicured parkways. The Village's goal is to provide a 100 -year level of protection for the area. Alternatives being considered include a relief storm sewer, a stormwater lift station, and raising the road profile. The scope of services includes: topographic survey; updating the existing condition XP-SWMM unsteady flow model and calibrating it with rainfall data; analyzing alternative designs to alleviate the street flooding; preparing preliminary design and cost estimates for each alternative; and preparing final design plans, specifications, and cost estimates for the preferred alternative. EXISTING CONDITIONS The Village of Mount Prospect has determined the need for the rehabilitation or reconstruction of the Fairview lift station on Horner Lane, adjacent to St. Emily Catholic Church and School. The existing station is a pre -fabricated Smith and Loveless style wet well / dry well arrangement with primary mechanical and electrical equipment located in the buried steel dry well. This station is in continuous operation, pumping sanitary flows from a separate sanitary sewer basin made up primarily of multi- family properties as well as churches and commercial properties. Figure 1: Fairview Lift Station Layout and Concept Improvements DESIGN CONSIDERATIONS Two concept layouts are presented in Figure 1 along with some advantages and disadvantages. Major considerations for this project will include: Property Part of the existing lift station facilities appear to be located outside of the right of way currently and no easements are shown on the Village's public GIS system. Because of this, it is assumed that a blanket easement may exist for the lift station facilities as was the case with the Huntington Lift Station. Ciorba Group will work with the Village to review any existing available plats and will provide exhibits for the Village's use for coordination with Village legal support. This was the approach taken with Huntington. No new plats and legals are therefore included in the proposal. Station Bypass The goal of the design is to minimize the bypass of the existing lift station as much as possible to avoid service disruptions. The proposed design concepts will consider and quantify anticipated construction bypass periods for the Village's consideration. With the Village's assistance and close coordination with the contractor, Ciorba Group was able to minimize bypass times to two separate four-hour periods for the Huntington design. Schedule The Fairview Lift Station is located in a residential neighborhood, adjacent to the St. Emily Catholic Church with classrooms that have a direct view to the lift station. In order to avoid disruption to the school, Ciorba Group proposes to specify heavy construction between June 8 - September 1, 2019. Low impact installation of the control panel and start-up activities may follow later in the year. MWRD Compliance Per the MWRD Watershed Management Ordinance, lift stations shall be designed and operated so that only one pump is in operation at a time. The second pump should have the capacity for the service area and will serve as a backup to be placed in operation only when the first pump is not in operation. Simultaneous operation of both pumps is prohibited. This requirement will impact the horsepower of the pumps at the station. Ciorba Group will work on the Village's behalf to maximize the flow rate out of the station while minimizing power upsizing impacts. Refined Standardization The Village of Mount Prospect began standardizing their relief stations in 2012 with the George Street North relief station, followed by George Street South in 2014, William Street in 2016, Louis Street in 2017, and Huntington in 2018. Each of these stations have been specified as Flygt systems. Since 2012, the Flygt controller and PLC have been re -designed so some evolution can be expected as the Village's program continues. This evolution requires vigilant coordination with the supplier and contractor during the submittal process to ensure minor changes don't have big impacts. Ciorba Group has built relationships with area Contractors and Flygt personnel and will ensure coordination. Meter and Valve Vault Options The Huntington Lift station is being constructed with a vault that includes station valves, metering, and bypass in a single location. The Fairview lift station has the advantage of an existing bypass vault that appears to be in good condition with a favorable layout. Design alternatives will seek to re -utilize this bypass as a means of cost savings if possible. This will result in a smaller valve vault. A separate meter vault may also be considered in a simple precast manhole for additional savings. SCADA Integration Coordination Ciorba Group understands the importance of completing the project with full confirmed communication back to central SCADA at the Village Public Works building. We have included effort to coordinate with Concentric (or other Village appointed integrator). This coordination includes input on shop drawing reviews, designing space for SCADA components in the control panel, including the integrator in start-up activities, and including punch -list items for the panel in order to achieve successful communication to Central SCADA. Available data will be collected at this meeting. Requested data includes construction plans & specifications, original construction submittals, Mount Prospect GIS or atlas utility sheets, available survey data of the station and associated inlets / outfalls, lift station service logs, available wet weather data, site plat of survey, plans and specifications of the any bypass pumping systems, previous inspection reports, electrical service utility data, existing MWRDGC permitting information. Other meetings will be scheduled as required to review report submittals and maintain close coordination with the Village. 2. Civil / Structural / Mechanical / Electrical Inspection - Perform an in-depth inspection of the following: Civil • Upstream manholes and force main outfall structures. • Ground level inspection of wet well. • Adjacent properties that may be impacted by improvements. Electrical • Utility service components. • Standby generator components. • Drywell panel, switchgear and lighting. Structural / Mechanical / Controls It is assumed that a new or converted submersible pump station design will be selected and that the dry well will be abandoned. Ciorba did however, inspect the existing dry well mechanical and electrical components of the Fairview lift station during the preparation of this permit to obtain information on the existing pumps and controls. A follow-up site visit will be conducted if necessary. 3. Geotechnical Investigation - Ciorba has included scope to obtain one (1) boring to provide a geotechnical profile to bidders and to inform the design. The boring will extend five feet below the wet well base and will also include a pH sample for LPC -662 reporting. Data Collection and Survey - Ciorba will perform a full topographic survey of the lift station sites. Survey tasks will include setting horizontal and vertical control; topographic survey of the site and adjacent roadway and sidewalks; utility information (including water, sewer, and drainage components); important other facilities required for design information (this may include electrical transformers and communication pedestals among other items); any other items that must be considered for design, including vegetation, signs, buildings, lightpoles, etc. in the vicinity of the site. 5. Existing Conditions Assessment / Analysis - Perform hydraulic analysis to determine if the pump operations and duty points coincide with the service area and outfall variables. Assess pump run-time data for appropriateness of sizing, capacity and reliability. Assess site information with respect to ownership, easements, construction impact and flooding impact. Assess alignment, profiles, and sizing of incoming sewer and discharge force main. Assess wet well and civil works for useful life. Assess relevant mechanical components, motors, and electrical works (including generator) for defects, useful life and operational issues. Assess controls components for general condition and operational issues. 6. Alternatives Analysis - After the inspections and analysis are completed, Ciorba will analyze several potential improvement approaches for presentation in a pump station evaluation memo. The advantages and disadvantages of potential improvements will be presented, along with preliminary construction costs, property impacts, and a recommendation for the preferred alternative. The proposed alternatives will be analyzed and validated in close coordination with the Village of Mount Prospect Public Works staff. 7. Preliminary Construction Cost Estimates - Perform preliminary quantity calculations and prepare cost estimates for the proposed alternatives, including contingencies and engineering costs. 8. Reporting - Compile a letter report presenting the general site information, existing conditions assessment of all lift station components, identification of defects, presentation of alternatives, recommended improvements, preliminary cost estimates and scheduling. Review report findings with the Village and modify conclusions and recommendations to coincide with Village priorities and modifications. Final Design After conferring and coming to an agreement on the design direction, the final engineering design will be carried out. The major tasks include the following: Lift Station Design - The lift station improvements will be designed within the ROW, Village owned property, or existing easements to avoid land or easement acquisition. The design will conform to the recommendations in the final design memo prepared in the preliminary design stage. Design elements for the project under our scope will include select demolition of existing facilities, pump replacements, process piping improvements including valves and metering, force main improvements as required including bypass connection valve -work, on-site generator, site work, flow control, civil works, enclosures, controls cabinetry, and other contributory civil, mechanical, and electrical components supportive of the major items of work. 2. Permits - Ciorba will assemble and submit the required permit applications. Permits are expected to be required from the Illinois Environmental Protection Agency and the Metropolitan Water Reclamation District of Greater Chicago. 5. Quantity Calculations - Quantities will be prepared for all pay items and included in the plans. 6. Engineer's Estimate of Probable Construction Costs - Estimate will be prepared using historical unit prices for similar work. Bidding Assistance Ciorba will assist the Village with advertising the project for bidding, distribution of plans and specifications to bidders, attending a pre-bid meeting, respond to bidders' written questions and issue an addendum (if necessary). Ciorba will attend the bid opening (if requested), review and tabulate the bids and make a recommendation to the Village for the award of the project. Quality Assurance / Quality Control The project will be completed in accordance with the Ciorba QA/QC plan which is available upon request. CONSTRUCTION ENGINEERING Summary of Personnel As shown in the Project Team section of this proposal, Luke Mattson, PE, will serve as the Resident Engineer for the project. Besides monitoring the contractor's operations and preparing project documentation, Luke will be the main contact with the Village as well as residents and the area churches to answer any questions or concerns. Luke's experience on other pump station projects gives him a thorough understanding of Standard Specifications for Water and Sewer Main Construction, the complimentary Illinois Department of Transportation Specifications, and similar municipal standards that build upon these regulations. Any necessary field changes, including the use of Ciorba Group's design support staff, will be coordinated through Mr. Mattson. Luke will also be involved in submittal review and construction field change assessments. Luke will be supported by Ciorba's Water Resources and Construction Group managers as needed. Project Scope Major work tasks for the construction engineering services will include: Construction Startup The Resident Engineer (Luke Mattson) will begin final utility coordination to verify that any needed relocations/adjustments have been or are scheduled to be completed. If necessary, an on-site utility coordination meeting will be held to discuss remaining issues. The Resident Engineer will also coordinate with the Village on parking and traffic impacts created by the project as well as prepare construction notification letters for the local businesses. Preconstruction Conference The Resident Engineer will create a list of potential attendees for Village review. This list will include Village Engineering staff; Village Public Works personnel; private utility representatives; Metropolitan Water Reclamation District; and the Contractor and his subcontractors. After the list is finalized, the Resident Engineer will notify participants of the time and place for the meeting. Topics that may be discussed at this meeting will include the progress schedule, construction staging, material and equipment storage sites, demolition techniques, listing of materials and equipment submittals, general correspondence procedures, traffic control, subcontractor roles, and submittal for payment. Shop drawing review procedures will also be discussed and in particular the Contractor will be advised that material and equipment are not to be installed prior to completion of the shop drawing review process. The Resident Engineer's and the Contractor's 24 hour emergency numbers will also be made available to participants. Catalog cuts and shop drawings may be distributed at the meeting by the Contractor for review by Ciorba. The Resident Engineer will prepare meeting minutes and distribute them to all participants. Shop Drawing Review Ciorba will provide review services for information and data submitted by the Contractor for materials and designs to be included in the construction. Ciorba will log, stamp, and track all submittals received, and identify outstanding submittals. All submittals will be reviewed for compliance with the intent of the Contract documents. Submittal mark-ups and review letters will be generated for each submittal in a timely manner, and mailed or e-mailed to the contractor with copies to the Village. Ciorba will notify the Village of any substitutions, deficiencies, or changes in the submitted materials when compared to the contract documents. An assessment of any deviations will made by Ciorba and presented to the Village with a request for acceptance or denial. Ciorba will advise the Village of any disapprovals in submittals due to non-conformance with the intent of the specifications. Preconstruction Photographic Survey Prior to contractor mobilization, the Resident Engineer will complete a thorough photographic survey of the project site and adjacent areas that may be impacted by construction, material storage, staging, or other contractor activities. Construction Observation and Documentation It is intended that Ciorba Group will have a part-time Resident Engineer dedicated to project. Lead time will be required for project components such as the new pumps, and control panels. Although a full construction period of 4-7 months is anticipated for the station, it has been estimated that actual full time site days will be closer to 25, spread throughout the various stages of construction. Survey crew members will also be available to complete any necessary survey work tasks. Construction will be monitored for conformance with the contract documents and Village requirements. If there are any unforeseen conditions or issues that develop, Ciorba's design engineers will be available to provide options to the Village to mitigate costly delays. Measurements and calculations will be made during site visits and Inspector Daily Reports will be completed on Ciorba standard forms unless a Village format is preferred. Ciorba will also maintain a daily diary describing the work accomplished each day and will document all work with photographs. Weekly progress reports will be prepared and provided to the Contractor and the Village. Monthly pay estimates will be prepared and submitted to the Village for review and processing. Ciorba will prepare any necessary change orders for Village review and approval. Other duties for the Resident Engineer will be to continue public stakeholder involvement by addressing any concerns or issues of local residents, business owners or other stakeholders. At minimum, this will consist of answering phone calls, receiving and sending e-mails, and contacting residents to ensure resolution. Issues will be resolved in a timely manner as determined by the Village and situational needs. Ciorba will coordinate and notify the MWRDGC at the necessary times during construction. As an on-site extension of the Village, Ciorba will maintain close communication with the Village's designated representative. This will be accomplished by as -needed daily communication and periodic progress meetings chaired by Ciorba. Invitees to the weekly meeting will include the Village's designated representative, other Village staff such as Public Works personnel, the Contractor and his subcontractors and utility representatives. Project Closeout Ciorba will maintain a punch list of construction items that require correction before final acceptance of the project and provide it to the Contractor. The site will be inspected for completion of punch list items and the Contractor will be notified of any incomplete items. After the punch list is completed, site inspections will be conducted by Ciorba with the Village and the Contractor. Any concerns identified at the walk through will be resolved prior to acceptance of the improvement. The closeout process continues with the preparation of final documentation papers for project acceptance by the Village. This includes all material certifications and testing results, final quantity measurements, balancing change orders and final pay estimates. As construction proceeds, any modifications to the plans will be field measured and documented for inclusion in the final construction record drawings. The two sets of final construction record drawings of a size specified by the Village will be provided and one CD with all updated CAD files. We have completed numerous projects on expedited schedules while still maintaining quality services. Meeting schedules is accomplished by: Ciorba Group is rated by IDOT with an annual transportation fee capacity of $17,600,000. Current volume of work and utilization capacity is evaluated on a continual basis to assure adequate staff is available for all of our projects. Our current workload and commitments allow us to assign the identified staff to begin work at the anticipated date of February 5, 2015. We are eager to assist the Village with this rehabilitation project and provide a long-term solution that will benefit the community. We have assigned our most qualified team members experienced in water resources engineering for Lift Station Rehabilitation projects. The proposed team worked on previous Mount Prospect Lift Station projects and will maintain their participation throughout the life of the project. In addition to our Project Team, additional key staff members will be assigned as deemed necessary by the schedule and work demands pending approval by the Village. *Percent of time is indicative of the minimum and maximum weekly time that staff may spend on the project depending on the overall level of effort at various stages of the project.
