On Thursday, January 3, 2019, the Assistant Village Manager and Executive Assistant to the Village Manager met with
a,
prospective purchaser Mr. Steve Heitman regarding his request to assume ownership of the BlackFinn American Grilk,
restaurant located at 157 Randhurst Village Drive. Mr. Heitman is seeking to obtain a Class "F-3" designation, which provides
for full liquor service in both a restaurant and lounge setting.
Over the past 4 years, BlackFinn American Grille has closed several Illinois locations including Naperville and River North.
Recently, BlackFinn American Grille approached Mr. Heitman in regards to purchasing the current 199 Randhurst LLC which
owns 100% of the Mount Prospect BlackFinn Restaurant location.
Mr. Heitman has been the General Manager for the Randhurst BlackFinn Restaurant since 2014 and has extensive knowledge in
the hospitality/restau rant business with over 30 years of experience. Steve along with his wife Ursula are thrilled over the
opportunity to keep the good name of BlackFinn in the community.
Ursula Heitman is the current Pa"tissie"r at the Chicago Five Star Peninsula Hotel. Both Steve and Ursula will be hands on owners
with Steve managing the day-to-day operations of the restaurant and Ursula bringing her home -style cooking flair to thc
kitchen. The menu will continue to have a contemporary American Grille cuisine with increased portions and home -style flavor.
Staff and hours of operation will remain the same. Mr. Heitman is hopeful that with approval of the liquor license the business
will be a turnkey operation.
As current General Manager Mr. Heitman is aware of the Village"s Fight Ordinance along with the need for all employees
involved in the sale or service of alcohol to complete a certified liquor servers training course. Under Mr. Heitman"s
management, the BlackFinn has been in good standing with the Village in regards to alcohol service.
Alternatives
1. Motion to approve the Ordinance.
2. Action at discretion of Village Board
Staff Recommendation
Both Mr. and Mrs. Heitman have submitted to background checks and fingerprints in association with the BlackFinn liquo
license. If the Village Board views this application favorably, an Ordinance creating a new Class "F-3" License would need to b
adopted with the current "F-3" license deleted upon completion of the sale. I

AN ORDINANCE AMENDING CHAPTER 13 OF THE
VILLAGE CODE OF MOUNT PROSPECT
BE IT ORDAINED BY THE MAYOR AND BOARD OF TRUSTEES OF THE VILLAGE OF MOUNT
PROSPECT, COOK COUNTY, ILLINOIS ACTING IN THE EXERCISE OF THEIR HOME RULE POWERS:
SECTION ONE: That in accordance with Subsection A of Section 13.108 of Chapter 13 of the Village Code
of Mount Prospect, as amended, the Corporate Authorities shall determine the number of Liquor Licenses
available in each Classification and shall establish a list specifying the number of Liquor Licenses
authorized. Said list is hereby amended increasing the number of Class "F-3-" Liquor Licenses by One
(1) 199 RANDHURST LLC D/B/A BLACKFINN-RANDHURST GRILLE located at 157 Randhurst Village
Drive Said list is as follows:
