Public Content Information The Fire Department station alerting system has been in place for over 15 years and is in need of replacement and upgrading. The station alerting system provides critical dispatch information to our responders. In addition to location and nature of call, the alerting system would provide GPS information as well as a more accurate response time goal for each call (turnout time). The updated system would include better pre-tones and incorporate lights to aid in “soft waking” of our Firefighters. This would reduce cardiac stress, anxiety, optical shock, and sleep deprivation with ramped tones and zone alerting. The radio equipment would allow for each station to have a stand-alone system which would eliminate call printouts (rip and runs) and move to an all-digital platform. Information would be clearly displayed on monitors throughout the station instead of on a sheet of paper in one area. This system would also allow for each station to monitor frequencies unique to their area of mutual-aid response. The new system would include upgraded radio equipment, call display boards, turn-out countdown clocks and an LED light system for each station. The dispatch alerts with this system simultaneously dispatches to one or more stations in less than one second, reducing overall response times. This project aligns with the Governance Goal of the Village’s Strategic Plan in that it will allow the Fire Department to provide residents with high value, relevant municipal services. General Bid Information and Budget Impact: The cost to upgrade alerting systems in all three stations was outlined and approved in the 2018 and 2019 Community Investment Program (CIP) for a total of $110,000 ($55,000 for Stations 12 and 14 in 2018 and $55,000 for Station 13 in 2019). These CIP costs reflected a single source equipment vendor/installer and included retrofitting the current Station 13. The overall costs have changed with the purchase of the new Station 13 building and conducting a bid process for installing the equipment at Station 12 and 14. The equipment is proprietary and remains single source, however staff found multiple vendors licensed and qualified to install the equipment. The cost of the equipment for Stations 12 and 14 from US Digital Designs is $16,918.92 and the price of installation for Stations 12 and 14 is $8,857.00 for a total cost of $25,775.92. This bid is being recommended because Advanced Wiring Solutions has excellent service and maintenance performance. 2. Action at discretion of Village Board. Staff Recommendation Staff recommends acceptance of the US Digital Designs equipment bid of $16,918.92 and the Advanced Wiring Solutions installation bid of $8,857.00 for a total not to exceed $25,775.92 for the Fire Department Station Alerting System.
