Public Content " 711 r#Tr, 11-- t IWO In 2012, Village of Mount Prospect and the Illinois Department of Transportation (IDOT) entered into a Local Public Agency Agreement for Federal Participation (LAA) to reconstruct Kensington Road between Elmhurst Road and Prospect High School utilizing federal Surface Transportation Program and State of Illinois capital improvement funds. The project improved the roadway with a nominal Village financial contribution. Notably, the Village agreed to initially hire and pay for construction engineering, pay for new streetlights and sidewalks, and accept a jurisdictional transfer of the roadway from IDOT upon project completion. All of the Village's costs, except for streetlighting and sidewalks, are fully reimbursable. The Village's anticipated financial participation was $67,050 (for streetlights and sidewalks). The total project cost was estimated to be $3,954,000. The balance was to be paid utilizing federal and State of Illinois funds. Per the terms of LAA, the Village Board approved a Construction Engineering Services Agreement for Federal Participation ind awarded a contract to Gewalt Hamilton Associates, Inc. to perform prescribed construction engineering tasks. Due to unforeseen project delays, IDOT granted the contractor, Martam Construction of Elgin, Illinois, time extensions totaling six (6) months. These extensions caused Gewalt Hamilton Associations, Inc. to incur additional and unforeseen construction engineering and project management costs. The attached LAA amendment and Construction Engineering Services Agreement Supplement have been prepared as a final, balancing change order to compensate Gewalt Hamilton Associates, Inc., for these excess engineering costs. While the Village is required to initiate and approve these amendments, all costs will be fully reimbursed by federal and State of Illinois funds. https://www.boarddocs.com/il/vomp/Board.nsf/Public 11/9/2018 BoardDocs® Pro Page 2 of 2 There will be no new Village costs associated with these amendments. The final project cost is $3,914,758. The Village's share has been reduced (from $67,050) to $66,000. This cost savings was realized by a reallocating of costs madc possible by lower than anticipated actual construction costs. n 1.
