Subject 8.3 Motion to accept the proposal from Altamanu, Inc. for public engagement and
architectural services to design Edwin and Elsie Meyn Busse Pocket Park located at 19 and
Emerson Street in an amount not to exceed $76,600.00 and authorize the Village
Manager to execute a contract for the same services subject to staff and attorney review.

Information
The Village recently purchased the two single family homes at 19 and 21 S. Emerson Street located across the street
from the Village Hall with the intent to develop the property as a downtown pocket park. The pocket park has been a
strategic goal of the Village since the late 1990's and has been included in several versions of the Downtown
Implementation Plan that have been adopted since. The Village budgeted $750,000 for the design and construction of
the park in the 2017 budget (page D-117) and has spent $75,530 on the demolition and regrading of the property.
Therefore $674,470 remains available for the design and installation of the pocket park.
The Village issued a Request for Proposals (RFP) on June 11, 2018 for public engagement and architectural design
services for the creation of the pocket park. The RFP was advertised on the Illinois Chapter of the American Planning
Association's website, the Illinois Chapter of the American Society of Landscape Architect's website, posted online on
the Village website, and was e-mailed directly to a number of experienced planning and landscape architecture firms.
The deadline for submittals was June 29, 2018. The RFP was well received by the design community; staff received
ten high-quality firms' responses with proposals.
The ten responding firms were Altamanu Inc., Design Perspectives Inc., Fieldwork Design Group, Hitchcock Design
Group, Ross Barney Architects, Site Design Group, Ltd., Terra Engineering, Teska Associates Inc., The Lakota Group,
and Upland Design Ltd. Proposals were evaluated by a selection team of Village Staff from the Manager's Office and
Community Development Department. The team chose to interview the top three rated firms for the project.
Evaluations were based upon five major criteria, weighted equally with a maximum of ten (best) possible in any one
category:

Staff narrowed the list of applicants to three based on the above evaluation scores and conducted interviews with
tach of the them on July 11, 2018. The selection team evaluated the three interviews based upon six major criteria,
weighted equally, with a maximum score of ten (best) possible in any one category:
1. Schedule
2. Project team
3. Interview rating
4. Public engagement
5. Project understanding
6. Experience with pocket parks

After completing the interviews of all three firms, staff rated Altamanu, Inc. as the most qualified firm to design the
pocket park. While Altamanu's bid is $7,850 higher than the lowest bid, staff believes their proposed public outreach
program, creativity, project staff, and local knowledge offer the best proposal for the project. They are proposing a
highly interactive public input process consisting of a pop-up interactive feedback experience at the Mount Prospect
Downtown Block Party, multi -media platforms, public meeting charrette, and stakeholder interviews. Their experience
in creating unique places and creativity sets them apart from other firms. They have a demonstrated history of
preserving mature trees on site, which is a key component of this park's design. Their Senior Landscape Architect,
Nilay Mistry, PLA, ASLA, is a resident of the Village and has a wide knowledge of the history of the Village and the
development of Downtown. In addition, they have included V3 Companies as their engineering firm for this project.
V3 is very familiar with the Downtown, as they designed the Village's streetscape improvements that have been
installed throughout.
Alternatives
1. Approval of a resolution to contract with Altamanu, Inc. for public engagement and architectural design services for
Edwin and Elsie Meyn Busse Pocket Park.
2. Action at discretion of Village Board.

Staff recommends that the Village Board approve a resolution to contract with Altamanu, Inc. for public engagemeni
