Public Content Information The Fire Department Reserve Command Vehicle (506) is scheduled for replacement in 2018. This vehicle is a 2005 Ford Excursion with 47,187 miles and currently serves in multiple capacities. After several years as our frontline command vehicle, 506 was moved to reserve status but has continued to be used for Special Teams transport, public education events, a tow vehicle, and general staff vehicle. The replacement vehicle will become the front-line Command Vehicle which serves as the mobile command post on all calls requiring the Shift Commander’s response. 506 was evaluated utilizing our detailed comprehensive replacement evaluation protocol. This protocol uses a point- based criterion that assesses the following four (4) major factors: Age, mileage, repair & maintenance (R&M) cost, and condition of the body/mechanical components. A point total equaling or exceeding eleven (11) out of sixteen (16) indicates that the vehicle should be recommended for replacement. 506 scored thirteen (13) on this scale; indicating it should be replaced. The vehicle condition evaluation form and summary report have been attached as Exhibits A and B respectively. Additionally, life cycle cost analysis is included in Exhibit C. https://www.boarddocs.com/il/vomp/Board.nsf/Private?open&login6/26/2018 BoardDocs® ProPage 2 of 3 If the service life is extended the repair costs would be 95% of current book value (Estimate Repair Cost = $12,400, Current Book Value = $13,000) In designing the replacement vehicle, staff felt it was important to remain with the Sports Utility Vehicle (SUV) design due to its function and the equipment it carries. This vehicle responds in all types of harsh weather and occasionally may have the need to go off-road, therefore the vehicle will require 4-wheel drive capability. The Ford Excursion (current 506) has been discontinued and a comparable Ford SUV would be the Expedition EXL which has less cargo space, gets fewer miles per gallon, and is more expensive than the Chevrolet Tahoe. The current Fire Department Command vehicle (503) is a 2017 Chevrolet Tahoe that was placed in service last year and has met all our anticipated needs. Our Shift Commanders like everything about the vehicle from the handling to the layout. With the arrival of the new Command Vehicle, 503 will move into reserve status later this fall. The Chevy Tahoe has also served our Police Department in a similar capacity for several years and has proven functional and reliable. Funding for the replacement of 506 is provided in the 2018 Annual Budget on page 223 of the Community Investment Program section and listed under account number 061.70.90.00.1.708.660.005. The total budgeted amount is $54,000.00 which reflects the price of the vehicle as well as aftermarket electronics, lighting, cabinetry, and vehicle markings. The Suburban Purchasing Cooperative (SPC)/Northwest Municipal Conference has awarded the 2019 Chevrolet Tahoe contract to Currie Motors Fleet in Frankfort, Illinois. The SPC contract is publicly bid and satisfies the Village's public bidding requirements. A copy of the 2019 Chevrolet Tahoe cost proposal is attached. The Ford Excursion (current 506) will be sold through the GovDeals.com Internet auction. Alternatives 1. Purchase Fire Department Reserve Command Vehicle in an amount not to exceed $54,000. 2. Action at discretion of Village Board. Staff Recommendation With the input of the Apparatus Committee, the Battalion Chiefs, and the Public Works Vehicle Maintenance Supervisor, it is staff's recommendation the board accept Suburban Purchasing Cooperative joint bid results for the purchase of one (1) 2019 Chevrolet Tahoe Special Service Vehicle from Currie Motors Fleet of Frankfort, Illinois and the purchase and installation of emergency lighting, Fire Department lettering, equipment compartments, and communications equipment in an amount not to exceed $54,000.
