Information
The complimentary liquor classification "Class S-6" currently allows additional business models including: nail
salons, cosmetic facilities, arts and/or crafts studios, jewelry stores and art galleries to offer the consumption
of beer and wine to its patrons. The patron can bring the alcohol to the premises of the business (BYOB)
and/or have wine/beer served by the business as a complement to the patron's purchase of goods and
services.
Gems Nails and Spa located in the Village's downtown business corridor at 102 S. Emerson is requesting a
Class S-6 liquor license specifically for the above mentioned purpose. Ms. Elizabeth Kang, owner and store
operator, has had many inquiries from bridal parties requesting to enjoy a glass of complimentary wine while
receiving services from the nail salon. This license will allow the business to offer a glass of wine to its patrons
or have patrons bring their own bottle in to enjoy and complement their experience.

Staff Recommendation
The applicant has filed the appropriate paperwork and fees with the Village Manager’s office and understands
the ordinance guidelines. Staff recommends approval of the license.

AN ORDINANCE AMENDING CHAPTER 13 OF THE
VILLAGE CODE OF MOUNT PROSPECT
BE IT ORDAINED BY THE MAYOR AND BOARD OF TRUSTEES OF THE VILLAGE OF MOUNT
PROSPECT, COOK COUNTY, ILLINOIS ACTING IN THE EXERCISE OF THEIR HOME RULE POWERS:
SECTION ONE: That in accordance with Subsection A of Section 13.108 of Chapter 13 of the Village Code
of Mount Prospect, as amended, the Corporate Authorities shall determine the number of Liquor Licenses
available in each Classification and shall establish a list specifying the number of Liquor Licenses
authorized. Said list is hereby amended increasing the number of Class -6Liquor Licenses by One
(1) GEM NAILS AND SPA INC. D/B/A GEM NAILS AND SPA located at 102 S. EMERSON STREET Said
list is as follows:
Five (5) Class P-1 License
Ten (10) Class P-2 Licenses
One (1) Class P-3 Licenses
Zero (0) Class P-4 Licenses
Zero (0) Class P-5 License
Eleven (11) Class F-1 License
Eight (8) Class F-2 License
