Public Content Information Self-contained breathing apparatus (SCBA) are used by firefighters to enter extremely dangerous atmospheres to provide rescue and fire suppression. SCBAs are vital pieces of equipment used by firefighters on a daily basis. The Fire Department has been researching replacing the fire department’s SCBAs since early 2015. The current SCBAs were purchased in 2006 through a federal grant and are recommended to be replaced as they are three national safety standards behind the SCBAs currently on the market today. A significant amount of additional safety features are now available with the SCBAs. The proposed purchase of new SCBAs will make the Fire Department current with 2018 standards. The Fire Department applied for an Assistance to Firefighters Grant (AFG) in 2016 and was awarded grant funding in 2017. The grant allows for the replacement of thirty five (35) of the Fire Department’s existing SCBAs and seventy two (72) facepieces with integrated voice communication boxes. The grant funding only allows for replacement of SCBA seated positions and full-time employee mask replacement. During the evaluation period, the Fire Department reviewed these manufacturers of SCBAs. The Fire Department currently has SCBA units manufactured by Mine Safety Appliances Company (MSA). MSA continues to provide exceptional products and is the leading manufacturer of SCBAs. The Fire Department has used MSA for over 35 years and has received exceptional service and reliability. Personnel are comfortable with MSA and have a strong familiarity with the product. In addition, we have a handful of of firefighters certified in the repair of MSA SCBA. It should be noted that Air One Equipment is the single source distributor for MSA SCBAs in Illinois (see attached MSA Distributor Letter). Some examples of innovation that MSA has brought to the fire service include quick fill technology, thermal imaging cameras integrated in their SCBAs, and a heads-up display integrated into the regulator. Purchasing from MSA will provide our continued standardization of SCBA units, RIT packs, SAR packs, and all accessories. The Fire Department purchased new SCBA cylinders in 2015. The SCBA cylinders purchased in 2015 would integrate with the proposed new SCBA and result in a cost savings of $70,000. It is for these reasons MSA was selected as the manufacturer of choice for SCBAs for the Fire Department. The proposal would provide the following: 1. Forty five (45) new MSA SCBAs that meet 2018 safety standards. This would replace the Fire Department’s existing inventory of 40 SCBAs. The additional SCBAs are needed to provide spares in case of emergency repairs and to allow SCBA training for firefighters without affecting the operational needs of the Fire Department. The cost of 35 of the SCBAs are aided by the Assistance to Firefighters Grant. 2. One Hundred (100) new MSA SCBA facepieces that meet the current safety standards. Currently, the Fire Department has an inventory of 73 SCBA facepieces for each full-time firefighter; in addition to 12 spare facepieces for emergencies and 4 for the rapid intervention packs. Our current inventory is three safety standards behind and was purchased in 1999. The old facepieces will not integrate with the new SCBAs because of significant technology and safety improvements that are recommended by the National Fire Protection Association (NFPA). The 100 SCBA facepieces would allow for spare facepieces for emergencies and meet the operational needs of the Fire Department. 72 of the SCBA facepieces cost is aided by the Assistance to Firefighter Grant. 3. Eighteen (18) rechargeable SCBA batteries and three (3) rechargeable battery bank chargers. The proposed new MSA SCBAs have a new battery system. This would allow for a battery charging station at each fire station and spare batteries for SCBA use. 4. Six (6) quick connect fill station adapters. The proposed SCBAs have new adaptors and this would allow the existing fill stations to be modified for our SCBA cylinders. 5. Four (4) supplied air respirators (SAR). A SAR/Escape pack is utilized during rescue operations in a confined space environment. The pack allows for a continuous supply of air through an air source located outside the confined space. The pack has a ten minute supplemental supply of air in a small bottle that is utilized if the continuous supply of air is interrupted or lost. OSHA requires that all personnel entering a confined space have a SAR/Escape pack in operation. The four current packs are not compliant to current standards and the department is utilizing Mutual Aid Box Alarm System (MABAS) resources. The purchase of four SAR/Escape packs will bring us up to current standards. 6. One (1) rapid intervention team (RIT) SCBA Kit with bottle, and four (4) RIT upgrade kits. All front line fire apparatus currently have a rapid intervention SCBA. This kit is used to bring supplemental breathing air to a trapped or down firefighter during emergencies. A rapid intervention team (RIT) is created at all structure fires to assist personnel if they become trapped during firefighting or emergency operations. This team will utilize the RIT pack as part of their cache of rescue equipment. The MABAS policy requires that a RIT be established at all box alarm levels. The purchase will upgrade all RIT packs to 2018 standards. https://www.boarddocs.com/il/vomp/Board.nsf/Private?open&login6/6/2018 BoardDocs® ProPage 3 of 3 Alternatives 1.Accept two proposals from Air One Equipment totaling $237,321.00 and waive the bid requirements for the purchase of forty five (45) self-contained breathing apparatus (SCBA), one hundred (100) SCBA facepieces, three (3) rechargeable battery bank chargers, eighteen (18) rechargeable batteries, six (6) quick connect fill station adapters, four (4) supplied air respirators (SAR), one (1) rapid intervention team (RIT) SCBA kit with bottle, and four (4) RIT upgrade kits. 2. Action at discretion of Village Board. Staff Recommendation Staff recommends waiving the bid process and accepting the two proposals from Air ONe Equipment totaling $237,321.00 for the purchases of SCBAs, Facepieces, SARS, RIT pack, and accessories. The first proposal is for $172,050 which fulfills the requirements of the Assistance to Firefighters Grant that awarded to the Fire Department. The second proposal is for $65,271 to complete the purchase of the required equipment needed that was not covered by the grant. The Village of Mount Prospect is responsible for 10% of thet total grant award. The Fire Department was awarded the AFG in June of this year for the amount of $159,682.
