Type Action Preferred Date Feb 20, 2018 Absolute Date Feb 20, 2018 Fiscal Impact Yes Dollar Amount 118,000.00 Budget Source WATER AND SEWER ENTERPRISE FUND Recommended Action Accept the proposal to provide specified design and construction engineering services for the 2018 Water Main Replacement Project as submitted by Baxter & Woodman Consulting Engineers of Crystal Lake, Illinois in an amount not to exceed $118,000. Background As part of the 2017 Water and Sewer Rate Study, renewal and replacement of the Village's water mains, fire hydrants, valves, and other distribution system appurtenances was identified as a high priority. One outcome of this study, was an increase in funding for water main replacement projects. A primary goal of accelerating the pace of water main replacements is to reduce the life cycle of water mains from an unsustainable 600 years to a more pragmatic 130 years. 2018 is the first year of an accelerated water main replacement schedule supported by new water and sewer rates. This year, staff seeks to replace an existing 6" main on Prospect Avenue, School Street, and Lincoln Street. This 3,000' long section of watermain has had several breaks and is in need of upsizing; the Village's annual watermain hydrologic modeling has indicated that the mains in this area are insufficient. Upsizing the watermain in this area will also support potential redevelopment of the area. To correct this problem, staff proposes to replace the existing undersized 6" water main with a larger 10" or 12" diameter pipe. The location map in Attachment A depicts the proposed project area. Request for Proposals (RFP) To design these improvements, staff requires technical assistance from a qualified civil engineering consultant. Accordingly, staff prepared a detailed request for proposals (RFP) necessary to solicit these services. A copy of this RFP is enclosed as Attachment B. Consulting engineers were asked to submit a technical proposal detailing the firm's background, key personnel, and approach to the project. In addition, each firm was also asked to submit a separate cost proposal indicating work effort anticipated and a not -to -exceed fee. The required scope of work included topography and field data collection; preparation of plans and bid documents; meetings and obtaining all necessary regulatory permits. RFPs were distributed to five (5) local engineering firms with expertise in the design and construction of potable water distribution systems. RFP Results Five (5) technical proposals and five (5) cost proposals were received. Each proposal was evaluated based on the background of the firm, related project experience, proposed services and scope of work, schedule, work effort, and proposal content. Each firm received a point ranking (total points = 100) for each criteria. Table 1 below summarizes this analysis: Table 1 - Consultant Rankings Category Max. All of the firms had adequate experience and appropriately trained staff to design and implement a successful water main replacement project. Accordingly, the evaluation results were closely distributed. The highest rated firm was Baxter & Woodman Consulting Engineers of Crystal Lake, Illinois (Baxter & Woodman). The Baxter & Woodman proposal provided numerous examples of successful water main replacement projects similar in scale and scope as the proposed work. Examples cited included projects in Westmont, Lisle, Glen Ellyn, and Kenilworth. All reference checks indicated Baxter & Woodman performed well. A copy of Baxter & Woodman's technical proposal is enclosed as Attachment C. In addition, Baxter & Woodman has successfully completed several engineering projects for the Village over the course of the last 15 years including the 2015 Combined Sewer Study, Sewer Main Rehabilitation (replacement and lining) projects, Supervisory Control And Data Acquisition (SCADA) improvements, Geographic Information System (GIS) development, and Emergency Standby Deep Well Rehabilitation projects. All of their work has been satisfactory. Each firm was asked to submit a cost proposal as well. Staff estimated 1,000 hours to complete the project at an approximate cost of $150,000 ($150/hour). Design engineering services and construction inspection services are estimated to be approximately 10-15% of anticipated construction costs ($1.5 million). The lowest cost proposal was submitted by Baxter & Woodman. A copy of Baxter & Woodman's submitted cost proposal is enclosed as Attachment D. It is the opinion of staff that Baxter & Woodman has allocated sufficient work effort (967 hours) to successfully prosecute this project. In addition, their total cost and cost per hour are the lowest rates received. Staff recommends including a 10% contingency in the award for this proposed contract due to the fact that time spent on construction engineering and inspection can vary due to circumstances beyond the engineering consultant's control. For example, contractor delays, material availability, utility conflicts, and inclement weather are all parameters that can lengthen anticipated construction time. It is staff's opinion that Baxter & Woodman understands the proposed project, has prepared a thorough proposal based on extensive experience, and is well qualified to perform the work. O w a. x E a Q O Q U O m F - z m LU w a. z Q �00 LU � LUO N O L N LL W moa O � a a a� Ll: 2m REQUEST FOR PROPOSALS Professional Services / Water Main Construction Design and Inspection January 16, 2018 Summary The Village of Mount Prospect (Village) is seeking proposals from qualified civil engineering consultants to prepare plans and specifications for the replacement of approximately 3,000 feet of water main within the Village -owned potable water distribution system. Desired services also include solicitation and review of bids as well as construction management and inspection. Background Attachment A depicts an existing commercial and light industrial area that is slated for redevelopment as a mixed-use property. Planned future uses include commercial, residential, and recreational applications as well as public parking. The Village of Mount Prospect has completed a hydraulic water model scenario iteration depicting anticipated domestic and fire flow demand from this fully -redeveloped site. This analysis concludes that the existing 6" diameter water main should be replaced with 10" diameter pipe in order to satisfy anticipated fire flow requirements. Attachment B portrays this concept. Fire flow is expected to be the redeveloped site's highest water use. Problem Statement The Village seeks a qualified Consultant to provide specified civil engineering services necessary to let, award, and implement a water main construction project utilizing contracted resources. The scope and scale of this proposed project will be limited by available funding. Project Scope The consultant will provide professional engineering services and provide, at a minimum, the following: Design/Bidding Phase Consultant shall prepare detailed plans and specifications suitable for bidding. Plans and specifications shall conform to all current Village of Mount Prospect, Illinois Environmental Protection Agency, and Standard Specifications for Water & Sewer Main Construction in Illinois design criteria. 2. Consultant will make application for and obtain any and all necessary permits. 3. Consultant shall supply a detailed engineer's estimate of costs for construction of the project. 4. Consultant shall submit all bid documents to the Village for review and approval prior to distribution. 5. Consultant shall advertise and solicit bids for the proposed project from qualified, capable, and experienced water main construction contractors. All prospective bidders will obtain plans and specifications from the Consultant. (Printing of documents will be billed at cost to the parties requesting plans.) 6. Consultant shall evaluate bids, check references, verify contractor representations, and make a written recommendation for award to the Village. 7. Consultant shall assist the Village in assembling all construction contract documents for necessary for execution of the awarded contract. Construction Management and Inspection Phase 1. Consultant shall conduct a preconstruction conference with representatives of the Owner, Contractor(s), Utilities and other interested parties affected by the proposed construction. 2. Consultant shall provide resident engineers, inspectors, technicians, and surveyors for the project as follows: Provide a Resident Engineer/Inspector (RE/1) for daily observation of the work during the construction period to observe and record construction progress under the general guidance of the Engineer. On the basis of on-site observation, the Engineer will keep the Owner informed of the progress of the work, shall endeavor to guard the Owner against defects and deficiencies in the work of the Contractors, and may disapprove or reject work as failing to conform to the contract documents. Provide one set of construction survey stakes. The projects are to be staked only once in the field. Any additional staking will be at the contractor's expense. iii. Prior to the start of construction, the Consultant shall make a digital photographic survey of the targeted work zone(s) to document existing conditions of both public and private property. The survey shall be conducted at a scale sufficient to note defects in driveways, sidewalks, structures, and landscaping in or adjacent to probable construction work areas. iv. Prepare written daily inspection reports. Reports are to be delivered to Owner in an electronic format. V. Assist the Owner in preparation of any necessary change order and/or field directives. Vi. Process monthly applications for payment submitted by the Contractor(s), and forward to Owner with recommendations for approval and payment. vii. Assist the Owner with the resolution of inquiries, complaints, or concerns raised by residents or the general public. viii. Review shop drawings and other equipment/material submittals as may be required by the contract documents. ix. Perform a field observation of all completed work before a final application for payment is processed for the Contractor. X. Revise the original plans in accordance with construction observation records of the Resident Engineer, Inspectors, and the Contractor, and supply the Owner with one set of as -built drawings in a suitable electronic format. The proposal shall cover the approach and the methodology the Consultant intends to use in carrying out the project. The technical proposal should also include statements setting forth the Consultant's line of business, organizational structure, summary of past experience, and specific descriptions of at least three (3) projects completed in the Chicago metropolitan area that are similar in subject, size, and complexity to the scope of services specified herein. These descriptions must include contact information for reputable references that can attest the Consultant's representations. Cost Proposal The consultant will quote a not -to -exceed price for each phase of the services described under Scope of Services. Each price quote should include a breakdown by personnel classification and estimated number of hours spent by each. Price proposals should be submitted as a distinct document in a separate sealed envelope marked: Cost Proposal for Engineering Services Water Main Construction Design and Inspection Proposals due February 1, 2018 Present Work Load A complete tabulation of the Consultant's current project workload is to be included. Each project shall be identified by name, type, size, duration, and personnel assigned. Personnel Professional resumes, including education, work experience, professional credentials, and employment status (e.g. full-time, part-time, years with the firm, job description) for each individual to be assigned to the project described herein should be provided. Disqualification of Proposals More than one proposal for the same work described herein from an individual, firm or partnership, a corporation or an association under the same or different names, will not be considered. Reasonable grounds for believing that any party is interested in more than one proposal for the work contemplated will cause the rejection of all proposals in which said party is interested. If there are reasonable grounds for believing that collusion exists among the parties submitting proposals, the proposals of the participants in such collusion will not be considered. Licenses Each party submitting a proposal shall possess all necessary federal, state, and local licenses as are required by law, and shall furnish satisfactory proof to the Village upon request that the licenses are in effect during the entire period of the Contract. Award of Contract The award of any Contract may be made to the Consultant who submits the proposal which is in the best interest of the Village as evaluated by Village staff. Such evaluations will include the experience of the Consultant, capability of the Consultant, and other factors deemed by Village staff to be in the best interest of the Village.
