Northwest Highway Mount Prospect, Illinois 60056 BOARD OF FIRE AND POLICE COMMISSIONERS MINUTES June 5, 2017 Public Safety Building Police/Fire Training Room Chairperson Powers called the meeting to order at 6:01 p.m. Roll Call: James Powers, Chairman Charles Bennett, Commissioner Rockne Bork, Commissioner Mark Busse, Commissioner Jackie Hinaber, Commissioner Staff Present: Brian Lambel, Fire Chief Timothy Janowick, Chief of Police Lance Malina, BOFPC Attorney Phone B47/B70-5656 APPROVAL OF MINUTES Chairperson Powers asked for a motion to approve the Open Session Minutes of May 15, 2017, May 16, and May 24, 2017. A motion was made by Commissioner Hinaber and seconded by Commissioner Bennett. Roll Call: Ayes: Bennett, Bork, Busse, Powers, Hinaber Nays: None Abstain: None Motion Carried CITIZENS TO BE HEARD No one in attendance. WRITTEN DECISION IN THE MATTER OF FIREFIGHTER/PARAMEDIC LLOYD MILLER BOFPC Attorney, Lance Malina, advised that the Board met and deliberated. Upon completion of the Board's deliberation, a unanimous written decision was signed, which Attorney Malina distributed. POLICE DEPARTMENT UPDATE Chief Janowick announced the Co -Officers of the Quarter and provided an update on the department's great work. The Chief discussed department staffing, the issues with training academies, the upcoming recruit test, and requested the Board select interview dates. FIRE DEPARTMENT UPDATE Fire Chief Lambel reported John Marlowe has completed his probation and asked the Chairman to sign the certificate. Firefighter Gundmunsun will be graduating from the academy and Chief Lambel will be a keynote speaker at the graduation. DISCUSS AND APPROVE SERGEANT PROMOTIONAL PROCESS AND VENDOR Prior to the meeting, the Board received a memorandum outlining the Sergeant Promotional Process and Vendors. The Chief provided background on what two vendors have to offer for the assessment center, as well as the cost of services. Chief Janowick and Staff recommend the Board utilize 1/0 Solutions for the Written Test and the Assessment Center, An Orientation will be available to those wishing to receive more information for the test. The Board encourages attendance at the Orientation. Chairman Powers asked for a motion to accept 1/0 Solutions for the Sergeant Promotional process in both the written examination and the assessment center. A motion was made by Commissioner Bennett and seconded by Commissioner Busse. Roll Call: Ayes: Bennett, Bork, Busse, Powers, Hinaber Nays: None Abstain: None Motion Carried BOFPC Minutes 6/5/2017 Pagel CLOSED SESSION Chairman Powers asked for a motion to go into closed session under Personnel 5 ILCS 120/2 (c) (1) -The appointment, employment, compensation, discipline, performance, or dismissal of specific employees of the public body, including hearing testimony on a complaint lodged against an employee to determine its validity, and to approve the Closed Session minutes of May 24, 2017. A motion was made by Commissioner Busse and seconded by Commissioner Bennett to go into Closed Session at 6:42 p.m. Roll Call: Ayes: Bennett, Bork, Busse, Powers, Hinaber Nays: None Abstain: None Motion Carried The Board returned to open session at 6:52 p.m. Roll Call: Chairman Powers, Commissioner Bennett, Commissioner Bork, Commissioner Busse, Commissioner Hinaber A motion was made by Commissioner Hinaber and seconded by Commissioner Bennett to remove Candidate #8, Thomas Bellinger, from further consideration as police officer. Roll Call: Ayes: Bennett, Bork, Busse, Powers, Hinaber Nays: None Abstain: None Motion Carried A motion was made by Commissioner Bennett and seconded by Commissioner Busse to approve the removal of Candidate #9, Francisco Castillo, Candidate #12, Timothy Ellestad, Candidate #15, Michael Vargas, Candidate #16, Alex Bandas, and Candidate 18, Gregory Hayward on their declination to participate in the process. Roll Call: Ayes: Bennett, Bork, Busse, Powers, Hinaber Nays: None Abstain: None Motion Carried Village Manager thanked the commission for their service and time. OTHER BUSINESS The Board agreed to schedule Police Oral Interview dates for June 26 and June 28. There will be no meeting in July.
