Northwest Highway Mount Prospect, Illinois 60056 \n/ BOARD OF FIRE AND POLICE COMMISSIONERS MINUTES September 12, 2017 Public Safety Building Police/Fire Training Room Chairperson Powers called the meeting to order at 2:36 p.m. Roll Call: James Powers, Chairman Rockne Bork, Commissioner Mark Busse, Commissioner Staff Present: Michael Eterno, Acting Chief of Police Brian Lambel, Fire Chief Robert Smith, Commander Edward Szmergalski, Commander Phone 647/B70-5656 APPROVAL OF MINUTES Chairperson Powers asked for a motion to approve the Open Session Minutes of August 7, 2017. A motion was made by Commissioner Busse and seconded by Commissioner Bork. Roll Call: Ayes: Busse, Powers, Bork Nays: None Abstain: None Motion Carried CITIZENS TO BE HEARD No one in attendance. FIRE DEPARTMENT UPDATE Fire Chief Lambel reported the two recruits will be graduating at NIPSTA on Friday, September 15, 2017, at 1:00 p.m. and added the commission members are welcome to attend. Additionally, he reported on staffing and the possibility of a promotional process in early 2018. Next year in the fall, the department will start the new hire exam. POLICE DEPARTMENT UPDATE Acting Chief Eterno advised the Board there were 15 officers who submitted their applications and resumes for the promotional test and all fifteen attended the written exam. Eight of the officers were eligible to attend the assessment center on Friday, September 15, 2017. The department's new recruit is at the Cook County Sheriff's Police Academy doing very well. We will be swearing-in a new officer on September 26, 2017. Acting Chief Eterno reported on staffing and advised the Board the Village Manager approved three anticipatory hires. Additionally, the Chief is looking for feedback from the Board on the Lateral Transfer questions. Chairman Powers reported he gave the Annual BOFPC Activity Report to the Village Board on August 27, 2017. In the future, he would like to provide the report at a February meeting. The Illinois Fire & Police Commission is holding their Conference on November 3rd 4th and 5th at the Hotel Arista in Naperville. If anyone wishes to attend, please turn your registration forms into Diane as soon as possible. Chairman Powers asked Diane to provide copies of the BOFPC Rules and Regulations to all members.. Fire Chief Lambel and Acting Chief Eterno were excused from the rest of the meeting. BOFPC Minutes 09/12/2017 Page 1 CLOSED SESSION Chairman Powers asked for a motion to go into closed session for: a. Personnel 5 ILCS 120/2 (c) (1) -The appointment, employment, compensation, discipline, performance, or dismissal of specific employees of the public body, including hearing testimony on a complaint lodged against an employee to determine its validity. b. To approve the Closed Session minutes of August 7, 2017. c. To conduct Police Department Oral Interviews. A motion was made by Commissioner Busse and seconded by Commissioner Bork to go into Closed Session at 3:01 p.m. Roll Call: Ayes: Bork, Busse, Powers Nays: None Abstain: None Motion Carried The Board returned to open session at 10:07 p.m. with Chairman Powers, Commissioner Bork, Commissioner Busse, Commander Smith, and Commander Szmergalski present.
