Information
The proposed contract provides for the rental and cleaning of uniforms for Public Works personnel.
The current labor agreement for the Public Works Department bargaining unit stipulates the Village provide work
uniforms to all bargaining unit employees (38 employees), in addition field supervisors are also provided uniforms (8
employees). In an effort comply with this requirement, staff has routinely let bids for a contract to supply and launder
industrial work uniforms. The current contract was initiated in 2014 and is due to expire September 2017.
As an alternative to the Village letting a bid for uniform rental and cleaning services, staff looked to leverage economies
of scale by pursuing joint purchasing. The Village has found great success and savings by utilizing existing contracts
with other municipalities and government agencies. Staff looked at different purchasing cooperatives and municipal
partnering initiatives to identify a uniform service contract that best addressed the needs of the Village. Research found
that National Joint Powers Alliance (NJPA) had an active contract for uniform rental and cleaning services.
NJPA's public bid document for industrial uniform rental and cleaning services is enclosed (Attachment A). The bid
evaluation (Attachment B) and contract award (Attachment C) are also attached. The contract was awarded to UniFirst
Corporation of Wilmington, Massachusetts.
The bid award is for a five (5) year (2017-2021) uniform rental and cleaning service contract. The bid also includes an
annual escalator of 5%.
The bid pricing is extremely favorable with the cost to provide uniform rental and cleaning services equivalent to the
current contract at $18,000 annually for 46 employees. This pricing is 11.1% lower than the current contract.
Currently the Village pays $20,244 to provide uniforms and cleaning to 46 employees.
Staff met with officials of Unifirst to determine if the uniforms and provided cleaning services best met the needs of the
Village. After meeting with Unifirst and a steering committee comprised of Public Works personnel, it was determined
that Unifirst provides a superior uniform and service.
Public Works is a member of the National Joint Powers Alliance (NJPA) and is eligible to participate in this contract. This
NJPA Contract is publicly bid and satisfies the public bidding requirements of the Village of Mount Prospect Purchasing
Policy.

Alternatives

Staff Recommendation
Staff recommends the Village Board accept the bid for a five (5) year (2017-2021) Uniform Rental and Cleaning Service
contract as submitted by Unifirst Corporation in a not -to -exceed amount of $18,000. Years two (2) through five (5)
expenditures will be contingent upon availability of funds.

All items under Consent Agenda are considered routine by the Village Board and will be enacted by one motion. There
will be no separate discussion of those items unless a Board member or member from the audience so requests, in
which the item will be removed from the Consent Agenda and considered in its sequence on the agenda.
