A RESOLUTION AUTHORIZING EXECUTION OF AN INTERGOVERNMENTAL
AGREEMENT BETWEEN THE ILLINOIS STATE TOLL HIGHWAY AUTHORITY,
THE ILLINOIS DEPARTMENT OF TRANSPORTATION, THE CITY OF DES PLAINES,
THE VILLAGE OF ELK GROVE VILLAGE AND THE VILLAGE OF MOUT PROSPECT
FOR IMPROVEMENTS ASSOCIATED WITH THE
ELGIN O'HARE WESTERN ACCESS PROJECT
WHEREAS, Article VII, Section 10 of the 1970 Illinois Constitution and the Illinois
Intergovernmental Cooperation Act 5 ILCS 220/1, et seq., authorize and encourage
intergovernmental cooperation; and
WHEREAS, the Village of Mount Prospect is a home rule unit of government pursuant to Article
VII, Section 6 of the Illinois Constitution; and
WHEREAS, the Illinois State Toll Highway Authority ("ISTHA") is an instrumentality and
administrative agency of the State of Illinois; and
WHEREAS, the ISTHA and the Illinois Department of Transportation after extensive study and
analysis agreed that the Elgin O'Hare Expressway should be rehabilitated, constructed and
operated as a tolled facility; and
WHEREAS, in order to facilitate the free flow of traffic and ensure the safety of the public, the
ISTHA desires to extend the Elgin O'Hare Expressway to O'Hare International Airport and
construct a western access connecting the Jane Adams Memorial Tollway and the Tri-State
Tollway; and
WHEREAS, certain construction contracts occur within the Village of Elk Grove, the City of Des
Plaines, and the Village of Mount Prospect jurisdictional boundaries; and
WHEREAS, the President and Board of Trustees of the Village of Mount Prospect have deemed
that the best interests of the Village will be served by entering into the Intergovernmental
Agreement.
NOW, THEREFORE, BE IT RESOLVED BY THE PRESIDENT AND BOARD OF
TRUSTEES OF THE VILLAGE OF MOUNT PROSPECT, COOK COUNTY, ILLINOIS,
PURSUANT TO ITS HOME RULE POWERS:
SECTION ONE: The President and Board of Trustees of the Village of Mount Prospect do
hereby authorize and direct the Mayor to execute an Intergovernmental Agreement between the
Illinois State Toll Highway Authority, the Illinois Department of Transportation, the City of Des
Plaines, the Village of Elk Grove Village and the Village of Mount Prospect for improvements
associated with the Elgin O'Hare Western Access Project attached hereto and made a part of this

Resolution as Exhibit "A."
SECTION TWO: That this Resolution shall be in full force and effect from and after its passage
and approval in the manner provided by law.
