Burke Engineering for the Rand/Central/Mount Action Prospect Road Improvements Phase 1 Engineering Study in an amount not to exceed $316,899. Public Content Information A key component of the Mount Prospect Strategic Plan is to partner with appropriate government agencies to resolve troublesome intersection issues. One such area that has received attention in recent years is the three closely spaced intersections involving Rand Road (US 12), Central Road and Mount Prospect Road. The traffic -signalized intersections form a triangle that experiences operational issues on a daily basis. Blocked intersections and poor vehicle progression are common complaints from motorists. Timing adjustments have been made over the years with minor improvement. The Village of Mount Prospect is committed to developing a plan that will provide significant enhancements to the transportation system that will benefit motorists, pedestrians, bicyclists, nearby businesses, and our residents. The intended study will include collecting current traffic data, analyzing the transportation network using traffic modeling software, creating multiple conceptual plans for discussion, and moving through a community -involved process to determine a preferred plan. A map depicting this proposed project area is attached, with boundaries defined as: • Rand Road from Thayer Street to 1000' south of Central Road • Central Road from George Street to Westgate Road • Mount Prospect Road from Rand Road to Busse Avenue Intersection improvements are just one goal of this study. The recently accepted Rand Road Corridor Study provides direction on improving many different facets of the area. The study will also include a comprehensive analysis of roadway improvements, access management along the roadways, property -to -property access connections, roadway lighting and drainage improvements, and pedestrian/bicycle infrastructure enhancements. The limits of study will include the triangle intersection and extend in each direction to nearby streets and driveways. The study will take into consideration the traffic impact from adjacent properties including Mount Prospect Plaza, Walmart, and development of the old Mitchell Buick site. Collaboration with property owners, Illinois Department of Transportation (IDOT), Cook County Highway Department (CCHD), and City of Des Plaines will be critical in the success of the study. Village staff will follow the formal process to complete a Phase I Engineering Study for roadway improvements that includes a right-of-way survey, topographic survey, data collection, alternatives analysis, drainage analysis, environmental survey, and lighting review all incorporated into a Project Development Report. Completion of a Phase I Engineering Study approved by IDOT will make the project eligible for state and federal funding for final design engineering (Phase II) and construction (Phase III). Unfortunately, most grants no longer pay for a Phase I Engineering Study and IDOT has no hftps://www.boarddocs.com/il/vomp/Board.nsf/Private?open&login 1/3 5/11/2017 BoardDocs® Pro near-term plans to improve this intersection. The Congestion Mitigation & Air Quality Program (CMAQ), Illinois Transportation Enhancement Program (ITEP), and Surface Transportation Program (STP) are some of the programs that provide up to 80% funding (Phase II and III only) to improve transportation systems. The Village has been successful in the past securing federal funding for transportation projects and staff will be prepared to apply for funding when there are future calls for projects. Finally, a short-term task to be done concurrently with the Phase I Engineering Study is to develop construction drawings for interim road improvements along Mount Prospect Road from Rand Road to Busse Avenue and optimize the traffic signal timing. Per the Rand Road Corridor Study, the right lane at the exit to the Mount Prospect Plaza is recommended to be modified from right turn only to a shared right-thru lane, the southbound curb lane along Mount Prospect Road between Rand Road and Central Road modified from right turn only to a shared right-thru lane, and Mount Prospect Road from Central Road to Busse Avenue widened to provide two southbound lanes. Construction will be incorporated into the Village's annual street resurfacing program likely in 2018. At this time, staff is seeking a contract with a consulting firm for Phase I Engineering services. The study is expected to be completed mid -2018 but will include a status presentation to the Village Board of Trustees at the end of this year. Staff solicited proposals from four (4) engineering consulting firms to provide Phase I Engineering services for the Rand - Central -Mount Prospect Intersection Study. A copy of this request is attached. Each firm was asked to submit as part of their proposal the following information: 1. Resumes of key personal and related experience on similar type projects 2. Summary of the firm's approach to the project 3. Staff hour estimate and cost proposal for major phases of work 4. Project schedule The Village received three (3) submissions. The three (3) consulting firms' Statement of Qualifications and Proposal were reviewed on the basis of their understanding of our goals and their methodology to complete the study. Each firm was also interviewed by Village staff. They were then rated (with a maximum score of 100 points) according to these specific categories: background of firm, capacity to perform work, understanding of project, related project experience, project schedule, and work effort. Burke Engineering of Rosemont, Illinois. Christopher Burke Engineering has put together a very strong project team with extensive experience working on complex Phase I Engineering studies. Their proposal is thorough and anticipates the many different tasks to complete a study that can smoothly move to Phase II Design Engineering. They also have a working relationship with IDOT and the necessary skills to engage property owners and the community throughout the process. Baxter & Woodman submitted a quality proposal but included an excessive number of hours that Village staff believes are not necessary to complete the study. TY Lin International's proposal included a professional team but omitted critical tasks including a drainage analysis and lighting analysis, lacked aspects of a full intersection analysis, and needed additional time for public outreach. In addition, their cost per hour is higher than typical for similar engineering contracts. Each firm was also asked to submit a cost proposal as well. The lowest cost proposal was submitted by TY Lin of Chicago, Illinois. However, as noted previously, it is staff's opinion that Ty Lin's proposal does not appropriate necessary work effort to successfully prosecute the project. Furthermore, their proposal lacks some significant Phase 1 engineering tasks including a drainage study, lighting analysis, community outreach, and complete intersection analysis. The second lowest cost proposal was submitted by Christopher Burke Engineering. It is staff's opinion that Christopher Burke Engineering understands the goals of the study, has provided a thorough proposal based on their extensive experience, and is best qualified to perform the work. Staff has also concluded that Christopher Burke Engineering has allocated sufficient work effort (2,700 hours) to the project and their average hourly rate ($115/hour) is competitive. Alternatives 1. This is supported by the enclosed project resumes, the list of recently completed similar projects, and the enclosed project fact sheets. The lead members of our proposed project team that will be responsible for all aspects of Phase I Engineering for this project includes the following: PROJECT MANAGER MICHAEL MATKOVIC, PE is a Vice President and the Phase I Department Head at CBBEL and will serve as the Project Manager. Mike has served as Project Manager for multiple Phase I Engineering studies of varying complexity for IDOT, ISTHA, Counties, and Municipalities, including multiple projects on behalf of the Village of Schaumburg. He will apply his extensive experience with Phase I Engineering, overall project management, and public and agency coordination to this project. Mike has a detailed understanding of all IDOT and FHWA Phase I Engineering policies and procedures that will apply to this project. In addition, Mike maintains strong working relationships with key personnel at both IDOT and FHWA. PROJECT E I EE / ROADWAY DESIGN & REPORT PREPARATION EMILY ANDERSON, PE will be the Project Engineer responsible for day to day project development activities for this project. Project Engineer responsible for Phase I engineering projects with a strong drainage background. Experienced in transportation planning and design, geometric design, alternative design analysis, public involvement incorporating Context Sensitive Solutions, environmental studies, and the Federal Phase I project development process. Responsibilities include the preparation of all necessary components of Phase I engineering and environmental process to achieve design approval for various transportation projects. This includes preparation of various Federal Phase I reports from Categorical Exclusions to Environmental Assessments. Drainage experience includes location drainage studies, floodplain/floodway delineation studies and permitting, stormwater management studies and permitting, watershed studies and river hydraulic analyses. ALTERNATIVES ANALYSIS AND PUBLIC INVOLVEMENT STEVE SUGG, PE has considerable municipal experience having recently completed plansforthe reconstruction of Deerfield Road in Deerfield and Highland Park, the resurfacing of Pratt Avenue in Lincolnwood, and two streetscape projects in Forest Park on IDOT routes. Steve is currently preparing plans for a flood mitigation project for the DuPage County Department of Public Works in unincorporated Westmont. While with a previous employer, Steve completed several projects for the DuPage County Division of Transportation. Steve is familiar with the requirements of IDOT, TEPA, MWRD, Tollway, and Cook & DuPage Counties. Steve has also served as a Resident Engineer on several municipal improvement projects. DRAINAGE DESIGN ENGINEER ILENE DAILEY, PE, CFM is co -Head of the Drainage Department with over 30 years of stormwater management experience. She will oversee the Phase I Drainage Studies. Ilene has a wealth of experience developing final drainage plans, cost estimates, specifications, and permitting documents for similar projects coordinated through IDOT Bureau of Local Roads. Recent Phase I projects include drainage plans and documents for Golf Road/Algonquin Road in Rolling Meadows, Circle Avenue in Forest Park, and Seymour Avenue in Franklin Park, as well as design and local coordination for the fast-track completion of final drainage plans, cost estimates, specifications, and permitting for almost 5 miles of full reconstruction of 1-90 from Gilberts to Huntley. The section of Plum Grove Rd north of Golf Rd underwent a "road diet" from a 4 -lane cross section to a 3 -lane cross section two existing all -way stop control intersections and one warranted traffic signal intersection were converted to modern single lane roundabouts. When constructed, the roundabouts would be the first within the Village of Schaumburg. Pedestrian and bicycle accommodations were also enhanced to meet current design standards. The Phase I PDR was completed based on a CE 11 project classification. Phase I Design Approval was granted by IDOT in January 2016 and CBBEL is proceeding with Phase 11 Engineering for the section from Golf Road to Wiley Road. Farnsworth Avenue Feasibility Study, New York Street to US Route 30, Aurora: Project Manager for completion of a feasibility study to evaluate the need for and preliminary concepts for long term improvements along Farnsworth Avenue building on previous IDOT SRA studies including the WIKADUKE Trail, and including connection to US 30 within the Village of Oswego. Feasibility Study tasks included GIS database development, traffic analysis, concept improvement plan developments, stakeholder coordination and public outreach including a public meeting, and preparation of a Feasibility Study Report. Phase I Design Approval is anticipated in June 2016. IL Route 19 at York Road (CREATE Project GS -16), DCDOT: Project Manager and Environmental Lead. Project included the reconstruction of IL 19 (Irving Park Rd) at York Rd, and the grade - separation of the CPRR over the east leg of the intersection. CSS principles were utilized by establishment of a Project Advisory Group that met at key project development milestones to ensure meaningful stakeholder input. Close coordination with O'Hare Modernization Program was required to insure compatibility with airport site plans. Multiple improvement alternatives were developed and presented at public meetings to assist in selection of the preferred alternative. Project included construction of a 0.4 mile new bike path crossing the Des Plaines River in the Village of Riverwoods to provide access to the Des Plaines River Trail via a new bridge structure over the Des Plaines River. Project consisted of the reconstruction and raising of a one -mile section of IL 56 to address a history of flooding, and provide a new interchange at Hankes Road based on changing travel demands in this developing area. A CDR, ECAD Record and Document, LDS, and BCR were prepared. Phase I Design Approval was granted in May 2011. 1-294 at Balmoral Avenue Interchange, Illinois Tollway: Project Manager. Project included a new northbound exit ramp from 1-294 to Balmoral Ave and additional interchange improvements. A PDR, LDS, and BCR were prepared. Traffic Analysis included an assessment of potential future improvements to 1-294 in the project area to ensure compatibility, as well as analysis of projected traffic volumes based on the proposed extension of Balmoral Ave into O'Hare Airport. This project was coordinated with the Tollway, Village of Rosemont and IDOT concerning adjacent planned improvements to 1-190. Phase I Design Approval was granted in January 2010. Construction was completed in 2011. Lawrence Avenue Streetscape (Olcott Avenue to Harlem Avenue), Harwood Heights: Project Manager. Project included streetscape improvements to provide designated parking areas for adjacent businesses, high visibility pedestrian cross walks, drainage improvements, as well as new sidewalks and high visibility cross walks, decorative street lighting, planters, and bicycle racks. ITEP funding was awarded to this project. Phase I Design Approval was granted in July 2007 and construction was completed in 2008. US Route 41 at IL Route 176 Interchange, Lake Bluff and IDOT. Project Manager and Environmental Lead. Project included development and evaluation of multiple interchange reconstruction alternatives to improve traffic flow and safety, and alleviate pavement flooding occurrences along US 41. Project includes construction of a new multi -lane corridor for approximately 12 miles, including a one -mile long crossing of the Des Plaines River. Brewster Creek Watershed Headwaters Drainage Improvements, Bartlett: Based on concept watershed plan results presented, proceeded with engineering design of recommended alternative for Beaver Pond and Wayne Grove Forest Preserve. Included design of a 60" relief storm sewer along Stearns Rd to a 54 A -F reservoir within Pratts Wayne Woods Forest Preserve and a bypass pipe within Wayne Grove to restore historic conditions. Required conversion of HEC - RAS model to an unsteady HEC -RAS model to include upland areas, and coordination with the Village, DuPage County, IDOT, DCDOT, FPDDC, and IDNR-OWR. 55th Street and Cumnor Avenue Stormwater Improvements, Downers Grove: Performed a flood reduction study using XP- SWMM and information from the St. Joseph Creek FEQ model. Determined storage and storm sewer requirements to alleviate home flooding and designed the now implemented stormwater improvements. LOMR for Perucca Farm, Grundy County: Investigated the Perucca Farm and tributary watershed in a field reconnaissance to develop the HEC -1 hydrologic model and verified previously prepared HEC -RAS model. Prepared a HEC -1 hydrologic model Page 2 of 2 of the watershed tributary broken into several subbasins to determine flood flows at appropriate points along East Fork Nettle Creek using Clark Unit Hydrograph method. Hydraulic Analysis of Cedar Creek and its Tributaries, Will County: Prepared a HEC -RAS hydraulic model for a proposed wetland mitigation area. Calculated compensatory storage of excavation and fill along the bank, and assessed the effect of the addition of riffles (rock -ramp weirs) to the channel. The study was performed in support of an IDNR-OWR Floodway Construction Permit Application, Part 3700 Rules. Mattoon Floodplain Tax Increment Financing (TIF) Analysis Hydrology Assessment: Reviewed previous studies performed by City staff and consultants, obtained relevant flood problem documentation and flood record data through a meeting with City officials, and completed a field inspection of watershed. Delineated local watershed and developed a TR -20 hydrologic model to estimate runoff volumes within the possible developed portions of TIF watershed. Created a HEC -RAS hydraulic model of watershed based on survey data to determine the potential reduction of home flooding due to the TIF district. Construction cost was $13.5 million. Balmoral Avenue Extension, CDOT: Project Manager for the extension of Balmoral Ave from the Wisconsin Central RR to O'Hare International Airport. Project involved carrying a 5 lane roadway section over Mannheim Rd; then below the airport's ATS system and connecting to Bessie Coleman Dr. Project required significant coordination with IDOT, FHWA, City of Chicago, Department of Aviation, Village of Rosemont, and FAA. Wadsworth Road Improvement, LCDOT: Project Manager for reconstruction and widening of Wadsworth Rd from the Des Plaines River to Chicago Ave through downtown Wadsworth. New curb and gutter and sidewalk were added and the existing storm sewer was completely replaced. A new stormwater outfall was constructed at the Des Plaines River which required a permit from USACE. A permit was also required from LCSMC. Project included replacement of an at -grade railroad crossing, which required extensive coordination with CPRR. Wadsworth Rd was also resurfaced from Chicago Ave to east of Northwoods Dr. Construction cost was $2.9 million. FAI 80 Lane Additions and Bridge Widening, IDOT: Project Manager oversaw design plans for improvements along 1-80 from US 30 to US 45 in Will County. Purpose of this project was to improve safety and capacity along 1-80 by adding a third lane in each direction and replacing existing grass median and ditch with new shoulders, a Jersey barrier and a closed drainage system. The ADT on this section was 80,500 vpd (18,000 trucks). Because of the high traffic volumes, two lanes of traffic were maintained on 1-80 during construction.* Various/Various Phase II Projects (2009-10), IDOT: Project Manager for preparation of design plans for various projects throughout District 1. Many of these projects were completed on an expedited schedule to accommodate federal funds that became available through the stimulus bill. Proposed improvements involved removing existing 4 lane rural section and replacing it with a 5 lane urban section with an enclosed drainage system. Other work included replacing an existing undersized box culvert with a single -span bridge structure with a greater waterway opening Also prepared an IDS for intersection of IL 83 at US Route 30* 1-80/1-55 Interchange Reconstruction, IDOT: Project Manager overseeing plan preparation for reconstruction and realignment of a cloverleaf interchange. Project was divided into three separate construction contracts. Improvements included removal, realignment and reconstruction of two frontage roads and eight ramps and rehabilitating 6,900' of 1-80. Drainage improvements involved new culverts, new ditches and stormwater detention ponds. Structure improvements included deck replacement and widening of 1-80 four span bridge over 1-55, deck widening and repair of two one -span bridges over the frontage road and construction of a new one -span bridge for a re -aligned ramp. The path was also extended west on Del Webb Blvd to serve the Del Webb Retirement Community, south on Oak Creek Pkwy and west on Regency Square PI<wy. Project consists of construction of hot - mix asphalt multi -use path over an aggregate base, combination concrete curb and gutter removal and replacement, construction of a precast modular retaining wall and railing, drainage structure adjustments, new drainage structures and storm sewer, temporary traffic signals at Huntley Crossings, and pedestrian signals at 4 intersections. To reduce run-off, a section of the path will be constructed using permeable asphalt. All pedestrian crossings were designed in accordance with ADA accessibility requirements. Ramp details were included in the plans. Project will be constructed in 2017 at an estimated cost of $1.2 million. US Route 52 at River Road Intersection Improvement, Shorewood: Project Manager for preparation of design plans for construction of Federally funded intersection and street lighting improvements along US Route 52 (Jefferson St) and River Rd. Project included HMA surface removal and resurfacing, pavement widening, curb and gutter removal and replacement, construction of a new pedestrian bridge, new drainage structures and storm sewer, and regrading of Hammel Creel. Coordination was required with multiple utility conflicts to ensure relocations were completed prior to the start of construction. Project will be completed in 2017-2018 at an estimated cost of $3.2 million. Pratt Avenue Resurfacing, Lincolnwood: Project Manager for preparation of design plans for Federally funded resurfacing of Pratt Avenue from Lockwood Ave to Crawford Ave. Project included HMA surface removal and resurfacing, pavement patching, curb removal and replacement, sidewalk removal and replacement, installation of detectable warnings, and replacement of detector loops at 2 traffic signals. Construction was completed in 2016 at a cost of $760,000. Estate Drive/Deer Lake Road Reconstruction, Deerfield: Project Manager for reconstruction which included complete removal and replacement of the existing HMA pavement, curb and gutter, and sidewalk. Project is constructed over a former brick yard that had been excavated to a depth of up to 100 feet at several locations. The excavation was backfilled with building, computer and roadway debris approx. 30-40 years ago. The existing road (and office park) were built over the debris, resulting in significant settling of the pavement, curb and gutter and sidewalk over the years. CBBEL designed the project to allow for proper drainage and realigned Estate Dr at Deer Lake Rd to improve the geometrics. CBBEL was given authorization to proceed with design plans in April 2016. Purpose is to alleviate flooding and provide a stormwater outfall for Tollway's proposed Elgin O'Hare Western Access project. Work includes topographic survey, plan preparation (including roadway lighting and two pump stations), EA, permitting, stormwater modeling, geotechnical investigation and coordination with industrial park property owners. Project will be bid out as 2 separate contracts. The first contract, which was constructed in 2016, included the excavation/expansion of 3 detention basins, construction of 2 pump stations, jacking and boring of storm sewer, and placement of embankment on proposed EOWA ROW. Project was bid by the Tollway with construction engineering provided by a Tollway selected consultant. Construction cost was $10.4 million. The second contract, which will be constructed in 2017, includes the construction of storm sewer, water main and roadways. Estimated construction cost is $11 million. Madison Street Streetscape Improvements, Forest Park: Project Manager for preparation of design plans for reconstruction and streetscape of Madison St. Improvements include pavement removal and replacement, curb and gutter removal and replacement, sidewalk removal and replacement, drainage improvements, replacement of water main, roadway lighting, and landscape medians. Coordination was required with River Forest as the north side of Madison St borders River Forest. Construction of $3 million improvement was completed in 2016. Flood Mitigation Project, Elmwood Park: Project Manager for preparation of design plans for improvements to alleviate flooding. Project involved construction of 40,000' of new storm sewers and box culverts, street reconstruction and water main replacement at selected locations within the Village. The storm sewers collect storm water and convey it to a newly constructed 14 acre-foot detention reservoir in Oal< Park Country Club. Water from detention reservoir is then pumped to an outlet structure at Des Plaines River. A 30" storm sewer conveys low flows to an existing Des Plaines River tributary. Using USGS gage data and Lake County precipitation data, North Mill Creek models were calibrated, and the new data were inserted into the overall upper Des Plaines River hydrologic model. A variety of proposed dam modifications were analyzed using both HEC -1 and unsteady HEC -RAS, to compare their effects on downstream flooding events and upstream water surface elevations. South Pearl Street Relocation, Rosemont: Project Manager. Project included relocation and realignment of existing South Pearl St. including removal of 13 existing light poles, installation of 24 new light poles and one new lighting controller along 1700' of roadway. Poles were 25' decorative type with 109W LED pendent type luminaires with festoon receptacles and banner arms. Also include was coordination and design of removal of existing overhead utilities and relocating underground. Devon Avenue Streetscape (Kedzie Avenue to Leavitt Street), Chicago: Project Engineer responsible for photometric design, electrical design, utility coordination, plan preparation, specifications and cost estimate. Project was approx. 6,800' in length and 141 new ornamental light poles, replacing 31 existing luminaires mounted to combination traffic signal/light poles, 3 lighting controllers, and 3 festoon lighting controllers. IL Route 47 Lighting on Bridge over Fox River, Yorkville: Project Engineer. Project included approx. 620' of bridge lighting on IL Route 47 bridge across the Fox River. Project was a part of a larger lighting project that north and south of this bridge that previously designed. Bridge portion was omitted from the original project due to its complexity as it had existing lighting in place. Photometrics were performed for the bridge in effort to match the proposed decorative lighting north and south of bridge. Project included approx. 10,300' of roadway lighting along IL Route 59 (from Ridge Rd north to Village limits) and along Black Road (from Parkshore Dr to Shock Dr). Project included new roadway lighting, replacement of existing lighting, and removal of existing utility owned lighting units. Project consisted of 129 new decorative roadway type light poles and 2 new lighting controllers and modifications to an existing controller to accommodate additional loads. Decorative poles are 35' black tapered fluted steel with a decorative 250 or 40OW high pressure sodium (HPS) cobra head type cutoff luminaire on a 10' decorative arm with a 2 piece clamp on clam shell base. Photometric calculations were performed for 6 different roadway cross sections and 4 signalized intersections. Existing above ground utilities along south side Black Rd were in conflict with proposed lighting and had to be relocated. Scope included permitting through IDOT, photometric calculations, electrical design, creation of contract document, drawings and specifications, summary of quantities, engineers cost estimate, new electric service coordination, utility relocation coordination, evaluated design alternatives using LED luminaires, revisions to Village's pole standard, bidding assistance and construction observation. 1-90 Widening over River Road and over Higgins Road (IL 72), Rosemont: Project Engineer responsible for reviewing lighting design. Project was part of 2 overall Tollway widening projects along Jane Adams Tollway thru the Village. Project included tunnel lighting for 220' along River Rd and 360' along Higgins Rd. The 1-90 bridge over River Rd included 193 40OW HPS underpass luminaires and 18 25OW HPS underpass luminaires. The 40OW fixtures were designed to operate during the daytime to obtain the required NB luminance level of 90 cd/m2 and SB luminance level of 135 cd/m2. The 1-90 bridge over IL 72 included 275 239W LED underpass luminaires. All fixtures were designed to operate during the daytime to obtain the required EB and WB luminance level of 220 cd/m2. Since IL 72 was a state route, IDOT requested this lighting to be LED. Original tunnel lighting design for these underpasses was performed by others (Tollway's consultant). Tunnel lighting was to be installed by the Tollway, and the Village would ultimately own and maintain them. Since tunnel lighting is a very complex design, we performed a peer design review on behalf of the Village. Worked with Tollway's consultant on how to correctly model the lighting calculations resulting in a reduction of 93 fixtures. Higgins Rd underpass crossed under 1-90 at a skew making it difficult to model, CBBEL aided the consultant on these lighting calculations. Higgins underpass had sidewalk isolated from the road which required 24-7 lighting. CBBEL worked with consultant to design controls for tunnel lighting. Greenbrook Tanglewood Homeowners Association, Hanover Park: Project Engineer. Project consisted of 87 25' spun aluminum poles with a 125w LED cobrahead luminaire on a 6' arm, 114 12' post top LED decorative luminaires, 2 new lighting controllers, removal of 146 light poles, and removal of 185 building mounted fixtures. Scope included photometric calculations, electrical design, creation of contract documents, summary of quantities, engineers cost estimate, new electric service coordination, shop drawing review and construction observation. Main Street Downtown Streetscape, Huntley: Project Engineer. Project included approx. 3,500' of roadway and streetscape improvements along Main St, Woodstock St, Coral Ave, and Church St, and new parking areas throughout downtown Huntley. Project included new roadway lighting, water main, storm/sanitary sewers and undergrounding and relocation of all overhead utilities. Project consisted of 30 new decorative roadway type light poles and 2 new lighting controllers. New parking lot light poles were 25' black fluted tapered steel with a 135W LED roadway type cutoff luminaire on a 6' decorative arm and 16' black fluted aluminum poles with 10OW post top luminaires. Bowes Road, South Elgin: Project Manager. Project included approx. 3,500' of roadway lighting improvements. Project consisted of 22 new 30' aluminum poles with an LED cobrahead type luminaire on a 6' davit arm and 1 new lighting controller. Scope included permitting thru IDOT, photometric calculations, electrical design, creation of contract documents, summary of quantities, engineers cost estimate, new electric service coordination, shop drawing review and construction observation. IL Route 47, Yorkville: Project Manager. Project included approx. 5,400' of roadway lighting along IL Route 47 (from IL Route 126 north to Somonauk St). Project was part of an overall roadway reconstruction project spanning 3.25 miles. Original project was designed (by others) prior to 2000, and let in 2011 in its original metric units. Due to changes in standards of lighting, the original design was outdated and the entire lighting design needed to be redesigned at an extremely accelerated pace to avoid causing delays to overall project which was already under construction. Project had to be split up into 2 designs. The first would install pole foundations, conduit/wiring and controllers with roadway reconstruction, and the second would install light poles as a separate permit project when funds became available. Care had to be taken to incorporate protection of conduits/wiring/foundations until future work was installed. Proposed lighting consisted of 34 decorative light poles, 15 combination light poles and 2 new lighting controllers. DuPage Technology Park (Phase III), West Chicago: Project included 30 new light standards and 1 new lighting controller along approx. 5,100' of roadway as well as aeration of 2 ponds each with an aeration pump controlled from a new aeration controller. Duties included photometric design, plan design and preparation, and cost estimate. DuPage Technology Park (Phase 11), West Chicago: Project included 43 new light standards connecting to 2 existing lighting controllers along approx. 7,900' of roadway, aeration of 3 ponds each with aeration pump controlled from 2 existing and 1 new aeration controllers as well as a fiber optic duct bank to interconnect to communication building. Duties included photometric design, plan design and preparation, and cost estimate. DuPage Technology Park (Phase 1), West Chicago: Project included 42 ornamental light poles and 2 lighting controllers which illuminated approx. 4,400' of roadway including 2 roundabouts and the aeration of 7 ponds using 7 aeration enclosures controlled by 2 aeration controllers. Duties included photometric design, creating exhibits, plan design and preparation, and cost estimate. Root, Grand, Elizabeth Street Lighting, Niles: Project included 48 new light standards and 1 new lighting controller along approx. 7,700' of roadway and 9 light standards for approx. 1,800'. of alleyway and preparation of easement documents for 7 alley light pole locations which were located on private property. Streetscape Lighting, Terre Haute, IN: Project included 86 ornamental light poles and 2 lighting controllers which illuminated approx. 3,000' of roadway thru downtown. CBBEL assisted IDOT in the development of Geodatabase prior to collection procedure. Data was collected with the use of iOS devices and an ARC Online account. Project assignments included locations on the 5% most severe list and other sites the District identified that required a detailed operational and safety review. Work included field reconnaissance to verify existing conditions, analyzing crash data and reports for the most current five years, tabulating crashes by type, location and severity, and developing recommendations for safety improvements. Work also included evaluating pedestrian/bicycle facilities at all IDOT jurisdiction traffic signal locations in McHenry County and Kane County to determine those locations for which pedestrian/ bicycle facilities are present near the intersection and/or where there is evidence of intersection crossings, and for which there are no pedestrian crossing signals. For those locations identified, crash data was reviewed for the most recent five years to determine if safety countermeasures were warranted, and if so, develop a cost estimate and B/C ratio for each intersection for presentation to the IDOT Safety Committee. Field reconnaissance data was used for development of a geodatabase for pedestrian/bicycle features at signalized intersections located on all state routes throughout Kane and McHenry Counties. CBBEL worked directly with IDOT District One in the District One office, and with the IDOT Central Office (Bureau of Information Processing — BIP) to develop database sorting, searching, and prioritization methodologies within the database. This road diet and shared -use path project will include the first roundabouts in the Village of Schaumburg. his project consisted of Phase II Engineering for the reconstruction of Plum Grove Road from Golf Rd (IL Rte 58) to Commerce Drive/ Wiley Road. Plum Grove Road underwent a "road diet" from a 4 -lane cross section to a 3 -lane cross section with single lane roundabouts at the intersections with Remington Road and with State Parkway. The existing shared use path on the west side of Plum Grove Rd was reconstructed, along with sidewalks, driveways and crosswalks, bringing the corridor up to ADA standards. Water main and sanitary improvements, new lighting and aesthetic landscaping were also included in the p roj e ct. Phase I included planning for the reconstruction of Plum Grove Road from Higgins Road (IL Rte 72) to Commerce Drive / Wiley Road, a distance of 1.4 miles. The project objective was to reconstruct Plum Grove Road due to pavement condition and make some geometric improvements. A new signal was added at the Plum Grove Road and American Lane intersection. Plum Grove Road north of Golf Road underwent a "road diet" from a 4 -lane cross section to a 3 -lane cross section with single lane roundabouts at the intersections with Remington Road and State Parkway. Pedestrian and bicycle accommodations were enhanced to meet current design standards. Services included: • Complete topographic survey and utility coordination • Development and evaluation of profile alternatives north of Golf Road to accommodate proposed roundabouts and pedestrian facilities while minimizing ROW and easement acquisition. El his project consisted of Phase I Engineering for the reconstruction and widening of Aptakisic Road from IL Route 83 to Buffalo Grove Road, a distance of 1.4 miles. To address safety, existing and future capacity, mobility, and operational deficiencies, Aptakisic Road is proposed to be widened from a two-lane rural roadway section to a five -lane urban roadway section with auxiliary lanes as appropriate. The existing signalized intersections of Brandywyn Lane and Buffalo Grove Road at Aptakisic Road will be modernized. Traffic noise abatement walls are proposed adjacent benefited receptors where IDOT and federal noise abatement criteria were met. Pedestrian and bicycle accommodations were enhanced to meet current design standards. The proposed Golf Road Bike Path will connect an existing 8' bike path on Roosevelt Blvd and an existing 8' bike path on McConnor Pkwy, and extend to Ring Road to connect to the planned sidewalk improvements and Golf Road crossing project at this location. South of Golf Road, a bike path connection will be made to the Busse Woods Bike Trail within the Forest Preserve District of Cook County's (FPDCC) property. Both the City of Rolling Meadows and the FPDCC support the connection. The Golf Road Bike Path will complete a section of the Evanston - Elgin Bikeway (Golf Road), a Tier One Corridor recommended in the 2010 NWMC Bicycle Plan. Unique design elements include accommodating the bike path within the existing Golf Road ROW while minimizing impacts to the numerous utilities. Traffic signal modification was required at the McConnor Parkway intersection to provide a new ped/bike crossing signal where a free-flow westbound right turn lane was present, and providing all improvements in accordance with ADA accessibility requirements. The Golf Road curb line was modified to provide adequate bike path width beneath the I-290 bridge. Phase I Services included: • Topographic Survey • Environmental Field Review • Environmental Survey Request • Proposed Bike Path Plans • Coordination with Village of Schaumburg, City of Rolling Meadows, IDOT, NWMC and the FPDCC • Drainage Technical Memorandum • Phase I Project Development Report (Categorical Exclusion Group I-BLR 22211) Phase I Design Approval was received by IDOT on December 15, 2015. On-site project management services were provided through assignment of full-time staff from CBBEL and our subconsultants (HDR Engineering, Inc., and SE3 LLC) that functioned as IDOT BBEL was retained by IDOT to provide on-site Proiprt Management (PM) support services within the BurE Local Roads and Streets (D1-BLRS) for various Phas and/or III projects, and with respect to project controls. Nc to proceed for this project was received in October 2012 ar completed in June 2016. As part of this project, the CBBEI of engineering and technical professionals provided the fol PM services to D1-BLRS: • Phase I project reviews and coordination • Phase II project reviews and coordination • Review and approval of Local Agency Hydraulic Reports • Bridge Coordination (bridge inspection data entry) • Phase III contract closeouts and City of Chicago closeout process review • Phase III materials coordination • MFT construction confirmation field reviews • Federal agreement review and processing • Federal invoice/reimbursement review and processing • MFT compliance reviews/audits The assigned on-site staff from the CBBEL team included up to seven (7) full-time staff and two (2) to five (5) part-time staff as required. The IDOT staffing needs were reviewed by CBBEL and IDOT on an ongoing basis, with staffing changes made as required to ensure the Bureau of Local Roads work load was accomplished based on established schedules. PROJECT UNDERSTANDING The CBEL team has a thorough understanding of the need for improvements to the Rand Road (US 12), Central Road, Mount Prospect Road triangle area. This confluence of Village, State, and County jurisdiction roadways provides access to and from important commercial areas within the Village of Mount Prospect, This area experiences considerable traffic congestion on a daily basis that has a negative effect on the commercial area. Although the Request for Statement of Qualifications issued by the Village for this project indicates that construction will utilized Motor Fuel Tax (MFT) or local funds, based on follow-up discussion with the Village, we understand that the Village is desirous of making this project eligible for federal funding opportunities. To ensure this eligibility, Phase I Engineering will include all required engineering and environmental analysis based on federal project development procedures, and will be coordinated with the IDOT-Bureau of Local Roads and Streets (IDOT-BLRS) and the Federal Highway Administration (FHWA) for Phase I Design Approval. Although this requires some additional upfront time and effort for Phase I Engineering, the benefit is the eligibility for federal construction funding through the NWMC, and CBBEL has considerable experience working with the NWMC in this regard. As shown in our attached project schedule, we estimate that completion of Phase I Engineering, with IDOT issuance of Phase I Design Approval, can be completed within 15 months. This is largely predicated on the duration of environmental reviews that will be required by IDOT, including preliminary special waste review based on potential excavation within IDOT right-of-way, and the duration of review times associated with the alternatives analysis and intersection design studies that will require IDOT review and approval. We feel the upfront analysis of alternatives and coordination with IDOT for review and approval, can be completed within 6 months, with the remaining time required for submittal of final documents for IDOT review and approval and issuance of Phase I Design Approval. While this is more time that is indicated in the Village's project advertisement, the very notable benefit is the eligibility to then pursue federal construction funding assistance. As project development proceeds, we will pursue all opportunities to accelerate this schedule to the extent possible. Our team has a clear understanding of the Village's interests with this project, including the desire to address motorized and non -motorized improvement needs, including ADA improvements. CBBEL is currently working with IDOT on ADA/PROWAG improvement requirements along the entire State Highway System within District One, which is further elaborated on in the attached project experience materials. Our recent work experience leading similar projects through IDOT for Phase I Design Approval is unmatched. This trusted project leadership is summarized in the recent project examples provided herein, and we encourage the Village of Mount Prospect to reach out to those client contacts to confirm our capabilities. The level of environmental documentation and coordination required as part of taken and the level of property and environmental resource impacts, which will be an essential upfront discussion point with IDOT and FHWA. Based on the existing roadway and right-of-way footprint along the Rand Road corridor, it is anticipated that the proposed improvements can be completed with minimal additional right-of-way or easement needs. On this basis, we anticipate that IDOT and FHWA will concur with completing Phase I Engineering as a Categorical Exclusion Group II (i.e.,- Federal CE). Based on development of Phase I Engineering in coordination with IDOT following federal project development procedures, we estimate that Phase I Engineering will require 15 months to be completed. Roadway Drainage is also a key consideration as part of the Phase I Study. Since Rand Road is an IDOT jurisdiction roadway, it is anticipated that a Proposed Drainage Plan Technical Memorandum, or a complete Location Drainage Study will be required by IDOT as part of the Phase I Study, contingent upon the proposed roadway improvements and the effects on the pavement drainage system. For purposes of the work hour estimate provided with this submittal, we have assumed a Location Drainage Study will be required based on our experience with other similar projects with IDOT. APPROACH TO COMPLETING PHASE I ENGINEERING Based on our understanding of the overall project objectives and the keys to the project as discussed above, we anticipate the following general scope of services will be required for completion of Phase I Engineering, which will be further discussed and detailed as part of an initial project kickoff meeting with the Village of Mount Prospect and an initial coordination meeting with IDOT. Task 1 — Data Collection and Analysis: This task will include collecting and evaluating all necessary data for completion of the Phase I Study, including traffic counts, 2040 traffic projections, crash data, utility atlases, record roadway plans and existing property information and compiling a project GIS database that can be used for various project stakeholder coordination meetings. CBBEL will obtain the latest five years of crash data for all roadway sections within the project limits and prepare a detailed crash analysis, which IDOT will require as part of the Phase I Study. CBBEL will utilize Fish Transportation Group to obtain traffic counts at the three existing signalized intersections within the project limits for preparation of intersection design studies for IDOT review and approval. It is also anticipated that based on the indicated IDOT improvement preferences that vary from the recommendations in the RRCP, and the potential for a new signalized intersection near Thayer, that IDOT may require analysis of 2040 traffic projections as part of the Phase I Study. CBBEL will coordinate with CMAP for year 2040 traffic projections based on the traffic counts obtained. Based on the desire to evaluate warrants for a potential new traffic signal near Rand/Thayer Street to replace movements potentially eliminated at the Rand/Mount Prospect intersection, CBBEL recommends that 12 -hour counts be obtained. This task will include preparing morning and evening peak hour capacity analysis based on existing traffic and based on year 2040 traffic with no improvements (i.e. No - Build condition) for relative comparison of operational improvements resulting from the alternatives considered. \ill . L..A Ci�M�.:.� 1..1 l"'J ' Task 2 — Topographic Survey The CBBEL team will complete a full topographic survey of the project area as required for completion of Phase I Engineering. This includes all topographic surface features, full utility survey, and verification of property lines from the potential new intersection at Rand/Thayer through the Rand -Central -Mount Prospect triangle area to cover all potential intersection improvements and other potential improvements including sidewalk and bike path, signal interconnect, and roadway lighting. This is a fairly extensive effort that totals about 4,500 feet of survey length, under heavy traffic. Task 3 — Environmental Coordination: CBBEL will perform an environmental field review that is required by IDOT as part of Phase I Engineering, including an assessment of the presence of wetlands within the project limits, and delineations thereof if present, tree surveys, property photo logs for cultural review, and special waste probability screening, and submit to IDOT for processing in accordance with IDOT Environmental Survey Request (ESR) procedures. Although IDOT must prepare the preliminary special waste study (PESA) for the State right-of- way, CBBEL will need to prepare the PESA for the areas of non - state right-of-way within the project limits, based on IDOT-BLRS requirements. Task4—AlternativesAnalysisand Proposed Improvement Plans: The CBBEL team will complete an initial evaluation of alternative improvement scenarios using Synchro/Simtraffic, including those recommended in the RRCP, indicated IDOT preferences, and the potential new signalized intersection near Thayer Street. Preliminary alternatives will also be compared with respect to impacts, and approximate construction costs. This analysis will be used to coordinate with IDOT and other project stakeholders including CookCountyDOTH, Des Plaines, and adjacent property/ business owners to develop consensus around a Preferred Alternative. With identification of a Preferred Alternative, CBBEL will develop proposed improvement plans and associated right- of-way requirements based on the traffic and environmental constraints analysis completed above, and in consideration of the desired multi -modal accommodations and sustainable design features. The proposed geometry for the Preferred Alternative will be developed in detail with detailed plans, profiles and cross sections for review and approval by the Village of Mount Prospect and IDOT This will include all required non -motorized improvements, including ADA ramp details as will be required by IDOT and/or desired by the Village of Mount Prospect. Task 5 — Intersection Design Studies: CBBEL will prepare formal intersection design studies (IDS) forthe existing signalized intersections with proposed improvements, and for a potential new signalized intersection near Thayer Street (if desired and IDOT approves) based on signal warrants being met, and acceptable spacing of traffic signals along Rand Road. For purposes of the included work hour estimate, we have assumed four IDSs will be prepared as part of the Phase I Study. Task b — Roadway Drainage: As part of this task, the CBBEL team will identify existing drainage patterns within the project area, develop corrective actions for existing drainage issues/ concerns, prepare the proposed drainage plan for the Preferred Alternative, and document this work in the form of a Location Drainage Study report for review by the Village and review/ approval by IDOT This work is anticipated to be required based on the extent of work anticipated along Rand Road, which could potentially include a new signalized intersection new Thayer Street. Task 7 —Roadway Lighting_ There is existing roadway lighting at the Rand Road -Central Road -Mount Prospect Road intersections that is maintained by the Village of Mount Prospect. Based on CBBEL experience with roadway lighting within the Village of Mount Prospect, it is likely that the existing lighting in this area does not meet current federal IES standards based on the spacing of lighting standards. If the proposed improvements impact the existing roadway lighting, lighting upgrades may be required to ensure federal IES standards are meet. However, if the proposed roadway improvements do not impact the existing lighting standards and/or electrical wiring, then the existing lighting system may be allowed to remain contingent upon the results of the crash analysis completed in Task 1. This task includes a review of the existing lighting system for compliance with current federal/IES standards, and coordination with IDOT to determine if improvements are required. If lighting improvements are required, this task includes developing a cost estimate for the work required. Task 8 — Project Coordination: This task will focus on overall stakeholder coordination including communicating with the local stakeholders along the project, the Village, and other agencies as required. Key project stakeholders will include various departments within the Village of Mount Prospect, elected officials, IDOT, FHWA, Cook County DOTH, the City of Des Plaines, and all adjacent business owners for which improve access and mobility is essential. The CBBEL team has extensive experience developing and implementing a variety of public outreach programs. Task 10 — Project Management and Quality Assurance: This task includes overall project administration and management, as well as implementation of CBBEL's Quality Assurance plan for Phase I Engineering. Project administration includes managing the day to day work effort on the project to ensure an efficient project development process including work force allocations, budget oversight, monthly progress reviews to ensure project milestones are being met and periodic progress coordination meetings. Quality Assurance reviews will occur as part of major project deliverables in accordance with CBBEUs established Quality Assurance procedures. Phone &47/870 56,1�0 a�H� „�,.,!'�,, � � ro Exhibit B General Scope of Work Agency: Village of Mount Prospect Project: Rand -Central -Mount Prospect Phase I Engineering Study Location: Three Closely Spaced Intersections Involving Rand Road, Central Road & Mount Prospect Road A key component of the Mount Prospect Strategic Plan is to partner with appropriate government agencies to resolve troublesome intersection issues. One such area that has received attention in recent years is the three closely spaced intersections involving Rand Road (US 12), Central Road and Mount Prospect Road. The traffic -signalized intersections form a triangle that experiences operational issues on a daily basis. Blocked intersections and poor vehicle progression are common complaints from motorists. Timing adjustments have been made over the years with minor improvement. The Village of Mount Prospect is committed to developing and implementing a plan that will provide significant enhancements to the transportation system that will benefit motorists, pedestrians, bicyclists, nearby businesses, and our residents. Rand Road (US 12) and Central Road are under the jurisdiction of the Illinois Department of Transportation (IDOT). Mount Prospect Road from Rand Road to Busse Avenue is under local jurisdiction. The City of Des Plaines owns the east half of Mount Prospect Road from Busse Avenue to approximately 300' north. The Village of Mount Prospect owns the remaining portion. From Busse Avenue south, Mount Prospect Road is under the jurisdiction of the Cook County Department of Highways (CCDH). The Mount Prospect Plaza driveway at Rand Road and Mount Prospect Road is privately owned. The traffic signals at the three interconnected intersections are operated by IDOT but maintained by the Village. The recently accepted Rand Road Corridor Study by the Village Board of Trustees has made this study a priority. We encourage you to become familiar with the study at www.mountprospect.org. Intersection improvements are just one goal of this Phase I Engineering study. It will also include a comprehensive analysis of roadway improvements, access management along the roadways, property - to -property access connections, and pedestrian/bicycle infrastructure enhancements. The limits of study along Rand Road are to be from Thayer Street to 1000' south of Central Road. The limits of study along Central Road are to be from George Street to Westgate Road. The limits of study along Mount Prospect Road are to be from Rand Road to Busse Avenue. At a minimum, the following tasks are to be included in the scope of services. Additional tasks, at the consultant's recommendation, will be considered by the Village. 1. Become familiar with the operation of the intersections that form the triangle including the traffic signal timing. 2. Become familiar with the traffic patterns at the Mount Prospect Plaza including Wal-Mart. 3. Develop roadway plan(s) that will reduce vehicle delays, enhance safety, and improve the operation of the roadway network for the long-term based on quantitative analysis. 4. Establish a process to identify the preferred roadway plan that will move forward to Phase II Engineering. 5. Develop an access management plan for the study area with an emphasis along Rand Road. 6. Develop a property -to -property access plan for the study area with an emphasis along Rand Road. 7. Collect vehicle & pedestrian counts and other pertinent information as necessary. 8. Identify any needed right-of-way. 9. Perform a traffic signal warrant study at or near Thayer Street and Rand Road, as appropriate. 10. Integrate future development of the vacant property along Rand Road between Thayer Street and Henry Street into the roadway and access management plans. 11. Review the existing pedestrian infrastructure and provide recommendations to enhance safety and to create a complete public network including connections to adjacent businesses. 12. Develop a plan to provide a shared use path for pedestrians and bicyclists along one side of Rand Road. 13. Coordination with Village staff, IDOT, CCDH, City of Des Plaines, businesses, and the community. 14. Perform public outreach to engage affected stakeholders, solicit input from the community, and keep interested people apprised of the study. 15. Prepare preliminary cost estimates for Phase II & III Engineering. 16. Identify potential funding sources for Phase II & III Engineering. 17. Short-term tasks to be done concurrently but completed at an accelerated schedule set by the consultant: perform an Intersection Design Study (IDS) at the intersection of Central Road and Mount Prospect Road, develop construction drawings for road improvements along Mount Prospect Road from Rand Road to Busse Avenue, and optimize the traffic signal timing. Per the Rand Road Corridor Study, the Village is interested in modifying the right lane at the exit to the Mount Prospect Plaza from right turn only to a shared right-thru lane, modifying the southbound curb lane along Mount Prospect Road between Rand Road and Central Road from right turn only to a shared right- thru lane, and widening Mount Prospect Road from Central Road to Busse Avenue to provide two southbound lanes. Work is to include but not limited to data collection, intersection capacity analysis, IDS, field survey, topographic survey, right-of-way survey, plan preparation, cost estimate, and coordination with IDOT and the City of Des Plaines. Construction will be incorporated into the Village's annual street resurfacing program using MFT and/or Village funds. The Village of Mount Prospect appreciates your interest in this project.
