COFFEE WITH COUNCEL
June 11, 1994
The meeting was called to order by Mayor Gerald L. Farley at 10:20 a.m. Trustees present were
George Clowes, Richard Hendricks, Michaele Skowron, and Irvana Wilks. Also present were Village
Manager Michael E. Janonis, Finance Director David Jepson, and five Village residents.
Albert Boldt, 617 South School Street, informed the Council that he was not satisfied with grass that
had been planted on Village property adjacent to his property. Mr. Boldt was advised that it is a very
difficult time to try to grow grass, and that the Village provides a low level of maintenance for certain
public properties which primarily provide a benefit to adjacent residential properties.
Mr. Boldt then asked if the Village had any additional information on the possibility of vacating the
Village property next to his property. Village Manager Janonis stated that the Village is looking into
vacating this property. He stated that half of the vacated property would revert to Mr. Boldt and half
to the other adjoining property owner. Mr. Jannis said that it would be the property owners'
responsibility to prepare the plat and the Village would record it. Finance Director Jepson said he
would provide Mr. Boldt with an estimate of the expected increase in property taxes.
Jay and Cathy Ford, 1200 East Kensington Road (259-9890), told the Council that they were
concerned over the noise of HVAC systems on the roof of the building occupied by Northfield Labs
and possible other tenants at 1200 Business Center Drive. They said the noise is much louder than it
was in the past and that it sounds like the drone of a jet engine. They said they had contacted Chuck
Bencic and he had investigated but he was not there when the noise was at its peak. Mr. Bencic
suggested that Mr. and Mrs. Ford write to Northfield Labs and ask them to remedy the problem. The
Fords have not written the letter at this time.
Village Manager Jannis said he will review the circumstances with Mr. Bencic and would review
Village and OSHA noise standards. Mr. Jannis will report back to Mr. and Mrs. Ford.
Mr. and Mrs. Ford also thanked the Village for the opportunity to take some of the doors and other
items from the houses that were demolished at 17 South Wille Street and 5 South Emerson Street. They
will be using the items as they restore their home at 1200 East Kensington Road.
David Schein, 512 NaWaTa Avenue, stated that he thought the Village should be more aggressive in
enforcing the sprinkling ban ordinance and in water conservation efforts. Mr. Schein stated that the
Village's current ordinance provided for a sprinkling ban but it did not restrict other outside use such
as washing cars. The Council agreed that more public information was needed and that staff should
look for ways to inform all Village residents. Village Manager Jannis will contact other JAWA
communities to see what they do and to explore the possibility of more uniform restrictions among
member communities.
Trustee Clowes informed the other Trustees that the Village had won first place in the Governor's
Home Town Award for the TAP Mount Prospect Program. Congratulations were extended by all who
were present.
The meeting adjourned at 11:25 a.m.
