HomeMy WebLinkAbout01/11/1993 Coffee with Council MinutesMount Prospect Public Works Department INTEROFFICE MEMORANDUM TO: Village Manager FROM: Director Public Works DATE: January 11, 1993 SUBJECT: 1-9-93 Coffee with Council The monthly Coffee with Council meeting was attended by Trustees Corcoran, Hoeffert and Wilks; representing the administration was Herb Weeks of the Public Works Department; late show was Village Manager Mike Janonis. The following citizens voiced their concerns to the elected officials. 9. TM CITY USA Margaret McNichols, 2008 W. Mark Terrace, 437-4061, stated that she and her sister are members of the new Mount Pros- pect Park District Rec Plex and she thought that membership fees were quite steep. Trustee Corcoran suggested that she contact the park district direct. Ms. McNichols' second concern was about the recent EPA announcement relative to the hazards of secondhand smoke, especially in restaurants. She wants the Village to inter- cede and make all restaurants nonsmoking. She is also concerned about contamination of the air by wood -burning fire places. She claims she can't walk the streets due to the excessive smoke in the air. Trustee Corcoran addressed restaurant smoking stating that the Village follows State of Illinois guidelines, which are the only ones we can enforce at this time. Trustee Corco- ran stated that home rule power does not give the Village jurisdiction to change the ordinances. Trustee Wilks sug- gested that Ms. McNichols contact Lt. Governor Kustra or newly elected Representative Carolyn Krause to solicit their help on changing the law. Trustee Wilks also suggest- ed that Ms. McNichols send letters to the restaurant owners and ask for their support. Regarding wood -burning fireplaces, Trustee Corcoran stated that the Village has no ordinance or jurisdiction on use of fire places. He suggested that the Village contact the Northwest Municipal Conference and ask if there has ever been a survey on communities' use of fire places. Ms. McNichols also registered a complaint about sump pumps discharging over sidewalks, which then ice up and make walk- ing hazardous. There are supposedly two homes on the south side of Rusty between Carol and Deborah that are the main offenders. She feels Public Works should readdress sump pump discharge as, in her opinion, some people in the neigh- borhood hooked their sanitary discharges back up to the sanitary sewers. Ms. McNichols then addressed the private use of Lincoln Street between I -Oka and Elmhurst by St. Raymond Church. She does not feel the church has the right to block the street and she has, on occasion, moved the barricades and drove through or bumped the barricades out of her way. She also had a complaint about the traffic flow on Mark Terrace. She feels it is excessive and would prefer to see Mark and Scott Drive both made one-way streets to divide the flow of traffic. Ms. John Creen and her son, Patrick Creen, 1015 S. Church Rd., 956-1518, live near the intersection of Church and Linnemann Roads. They complained about the deteriorated condition of Linneman Road and the overflow from Citizens Utilities' water tank laying in the street and causing icy conditions. The Creens also complained about a pot hole at the intersec- tion of Linneman and Church. Ms. Creen was told that there is money in this current year's budget to address the drain- age problem on Linneman Road. She was also told that one of the main holdups on complete restoration of this thor- oughfare was that the Village did not own all the right-of- way necessary for any type of improvement. Trustee Corco- ran suggested that this issue be addressed by the Village Board in the near future. In the past week, during icy conditions near Citizens Utilities well on Linneman, the problem was not with Citizens property but rather from sheet drainage from Commonwealth Edison, Citizens property and partially from Birchwood Terrace. Once the water gath- ers on the low spot on Linneman Road, there is inadequate drainage system to carry the runoff. During cold tempera- tures, icing is a common occurrence. David Schein, 512 S. Na-Wa-Ta, 870-8457, was concerned about the sight triangle ordinance and wanted to know if it addressed private property issues. Trustee Wilks said the ordinance in its present format does not address private property problems. Mr. Schein also had a complaint about brush on I -Oka and Evergreen overhanging the sidewalk and causing a sight problem at the intersection. Mr. Schein also suggested to the trustees that on the tele- vised meetings of the Committee of the Whole and the regu- lar Village Board meetings there be a large map shown on the T.V. screen with some markers identifying the area that the trustees are discussing. Mr. Schein then addressed his concern over the invocation given at the Village Board meetings. Trustee Wilks stated that the U.S. Supreme Court had approved invocations, and her theory was that an invocation prior to a public meeting had the effect of solemnization. Al Boldt, 617 S. School, 870-7559, complained about a van that is parked on Lonnquist east of Route 83. There was speculation that the owner of the van had been arrested and jailed, and the van is parked on the street at all times, with no reflective lighting. Mr. Boldt feels this is a traffic hazard and wants enforcement of overnight parking ordinances. Round table discussion was held regarding the SWANCC project on River Road. There apparently is a culvert underneath River Road from the Forest River Subdivision that may be clogged. It was requested that the Village contact IDOT or Wheeling Township. Another suggestion by Mr. Schein was that SWANCC should obtain a flood plan map revised to reflect current topography versus a FEMA/Cook County map now being displayed. &O ,,� Herbert L.
