HomeMy WebLinkAbout01/24/1996 MPPC MinutesC ' MINUTES OF THE SPECIAL MEETING OF THE MOUNZ _,ROSPECT PLAN COMMISSION January 24, 1996 CALL TO ORDER This special meeting of the Mount Prospect Plan Commission was called to order by Chairman Ponzi at 7:31 PM at the Senior Citizen Center, 50 South Emerson Street, Mount Prospect, Illinois. ROLL CALL Present at Roll Call: Frank Boege Carol Tortorello Michael Hoffman Louis Velasco William Reddy Marshall Ponzi, Chairman June Richards Absent: Edwin Janus Angela Volpe (Arrived 7:45 PM) Staff Present: Kenneth Fritz, Planner Jeff Wulbecker, Engineer Jim Grabowski, Planning Intern Daniel Ungerleider, Planning Coordinator Press Present: Dean Geroulis, Chicago Tribune Larry Smith, Daily Herald Residents Present: See attached APPROVAL OF MINUTES A motion was made by Mr. Boege with a second by Mr. Reddy to approve the minutes of January 39 1996 as presented. Motion passes 7-0. SUBDIVISIONS None COMMITTEE REPORTS None OLD BUSINESS Rand Road Corridor - Public Information Meeting Chairman Ponzi opens the public information meeting and thanks all for coming. He then introduces Ken Fritz to review the current draft data. Ken mentions this is only one of many Corridor studies to be undertaken. Slides of the Rand Road area are shown while Ken goes over soils, top- ography and drainage. He explains concern for the Rand area, not just the roadway but also developing a plan for when properties become avail- able for redevelopment, land uses, zoning, visual and esthetic values and IDOT plans. He notes that 70% of the Village sales tax comes from this area. Ken is trying to get the residents in attendance to understand the process by which any determinations are made: traffic studies, accidents, vehicle movement and projected volume of traffic which all plays into IDOT's future desire to improve the roadway and diminish traffic hazards. Ken then asks for questions so that they may be listed and identified and dealt with at future meetings which will include an advertised Public Hearing and a report to the Village Board. We must now focus on problems and concerns of the residents and business owners and to please understand that any plans from IDOT are years away from fruition. We were told there were no funds budgeted at this time for Rand Road im- provements. That's why our discernment of proposals and problems is so vital. We want to be in the position to tell them what WE want as a solution to all the traffic as it flows through OUR Village. Many in attendance ask questions one by one and Jeff Wulbecker helps Ken respond. Most all are concerned with TRAFFIC and I DOT. - Isabella/Rand - too much traffic on local streets - Emergency service access to residential (Barrier median) - Pine Street pass through traffic - Left turns - traffic off Rand into business along Rand - LaSalle Bank cannot give property for left turn lanes at Rand/Ken- sington intersection - Keep narrow roadway profile for Rand Road - Restricted turns on Rand force local vehicle trips onto Isabella - More defined business area - Potential solutions identified/investigate possibility of relocation of Century Supply to Courtesy site. Investigate possibility of establishing frontage or service roads to interconnect business along Rand to minimize driveway access points along Rand. Chairman Ponzi again thanks all for coming out with their concerns and advises that our next discussion will be on February 21st. NEW BUSINESS A. Central Road Corridor Study - Committee of the Whole Comments Dan Ungerleider relates that the Central Road Corridor study was pre- sented to the Village Board with some of us in attendance on January 9. Questions and comments were made and Staff was asked to determine approximate costs of some of the action plans were they to be imple- mented. A final review would be forthcoming at an upcoming COW meeting after the draft could be considered for further rumination. At that • time Staff will submit a list of future Corridors to be studied to determine if there was any priority preference of the Board. B. Single Family Rehabilitation - Report on 1995 Program Income Use Dan reported that any monies repaid from previous loans were being earmarked for new loans. Because of the impass in Washington there are still no figures or funds for 1996. QUESTIONS AND COMMENTS Dan had just come to our meeting from a Business District Development and Redevelopment Commission meeting at Village Hall. They had dis- cussed the Village Hall renovation and the impact of remaining or moving from this site and redevelopment of said location. They motioned to send a letter to the Village Board stating that they recommend a com- mittee to include members of any Commissions relating to such business for the purpose of renovation or relocation of Village Hall.
