HomeMy WebLinkAbout05/13/1996 CVSC MinutesMINUTES COMMERCIAL VEHICLE SUB -COMMITTEE MEETING Monday, May 13, 1996 7:00 A.M. Committee members present at the meeting were Michaele Skowron, Paul Hoefert, Nancy Bobikewicz, Beverly Carr, and Raymond Rubio. Also present was William Cooney, staff liaison for the sub -committee. Chairman Skowron indicated that Michael Collins had withdrawn from the Committee. It was. agreed that the Committee should continue to work on the issue and provide a recommendation to the Village Board. Ms. Skowron asked the Committee members if they concurred with the accuracy of the May 2nd minutes. Ms. Bobikewicz indicated that she wished to include externals to vehicles as part of her criteria for reviewing commercial vehicles. With the exception of that modification, the minutes summarizing the discussion of the May 2nd meeting were approved. Ms. Skowron recommended that the Committee utilize the criteria that they established at the May 2nd meeting to formulate a final recommendation to the Village Board for commercial vehicles. There was general agreement that this would be the proper way to proceed with the review of this issue. Following is a summary of the Committee's recommendations for each of the criteria: Number of Commercial Vehicles: The Committee generally concurred that each residential property should be limited to one commercial vehicle. Therefore, they agreed that individuals shall not be allowed to store multiple vehicles within a garage and still be able to maintain one on the driveway. Location of Commercial Vehicles: The Committee reviewed Park Ridge's Commercial Vehicle Ordinance related to the permitted location of these vehicles. The Committee determined that commercial vehicles should be stored in the rear or sideyard if physically possible. Commercial vehicles should only be allowed in the front yard if the property is developed in a manner that would prohibit rear or sideyard storage. Permitted Size of Commercial Vehicles: After extensive discussion the Committee concluded that the following restrictions should be established for commercial vehicles: • He fight - Commercial vehicles shall be no taller than seven (7) feet measured from the ground to the top of the roof. Width - Commercial vehicles shall not exceed seven (7) feet in width measured from the widest point of the car. Mirrors will not be included within the seven foot width limitation. Page 2 Commercial Vehicle Sub -Committee Meeting May 13, 1996 • j - Commercial vehicles shall not exceed nineteen (19) feet in length measured from the front bumper to back bumper. Signage: The Committee determined that establishing a maximum allowable signage area would be appropriate for commercial vehicles. It was determined that individuals should be allowed to provide signage up to 25% of the signable area on all sides of the vehicle. This would allow individuals to have logos and phone numbers on all four sides of the car so long as this signage does not exceed 25% on any side of the vehicle. In addition, it was agreed that all existing signage on commercial vehicles would be grandfathered until January 1, 2001. After January 1, 2001, those individuals who wish to maintain commercial vehicles with signage on their property, would be required to cover said signage from view. Any commercial vehicle that is established in the Village after the adoption of the new commercial vehicle ordinance, would be required to cover all signage immediately. External Storage on Commercial Vehicles: The Committee discussed the issue of storage on the exterior of the vehicles and determined that the following would be acceptable: • Rear - The Committee concluded that no trailers or other attachments should be permitted on the rear of a commercial vehicle while located on a residential property. • Front - The Committee felt that it would be appropriate to permit snowplows to be attached to the front of a commercial vehicle during the winter season. This would be the only attachment permitted on the front of a commercial vehicle. • Sides - The Committee determined that nothing could be attached to the side of a commercial vehicle located on a residential property. In addition, individuals would be prohibited from extending the side walls of a pickup truck bed. • IQ - The Committee felt that it would be appropriate to permit storage racks on top of commercial vehicles not to exceed eighteen (18) inches in height inclusive of ladders and other equipment. The overall height of the commercial vehicle measured from the ground to the top of the rack cannot exceed eight (8) feet in height. • Pickup Truck Bed - The Committee determined that no equipment shall be allowed to be visible from above the top of the pickup truck bed while parked on residential property. The exception to this rule would be tool boxes that were secured to the vehicle. In addition, the Committee concluded that individuals would be prohibited from storing landscape materials in the bed of the truck. Page 3 Additional Restrictions: Commercial vehicle Sub -Committee Meeting May 13, 1996 The Committee agreed that any vehicle with more than four wheels should be prohibited. In addition, refrigerated units should be prohibited from residential property. The Committee agreed that, if adopted, the commercial vehicle ordinance, with the exception of the signage criteria, would be effective immediately. It was agreed that the Committee should meet one more time to review their proposal. Mr. Cooney indicated that he would attempt to complete the summary of the discussion by the end of the week so that the Committee could review his report. It was determined that the Committee would meet on Wednesday, May 22nd at 6:30 p.m. in the Trustees Room to finalize their proposal.
