Finance Commission Minutes Members Present: Carl Beier, ','ewt Hallinan, William Haase, William Holloway, Jack Ronchetto, Ann Smilanic Staff Present: Patrick Luehring There was general discussion regarding the Refuse Contract until 3:15 p.m. %..hen the meeting was officially opened by Chairman Jack Ronchetto. Mr. Ronchetto stated that the purpose of this meeting was to discuss the refuse contract. A brief history of past refuse contracts was discussed. The following items were unanimously agreed upon by the Comunission: 1) General consensus for a pre-bid Conference. This would allow interested contractors to ask questions and also would show competition. 2) General consensus to question if refuse trucks used for Pillage leaf removal are needed for three months. Recommend using trucks frorm September 25 through November 25. 3) General consensus that no escalator clause be included in the contract. 4) General consensus to recommend that a bid procedure be made up and that the specification sheet should not be unduly restrictive. 5) The Village leaf removal program was discussed with the general consensus to include an option for leaf pick-up in the contract. The purpose of the option is to determine the cost of using the 3 refuse trucks for 2 or 3 months. 6) General consensus to beat the May 13, 1981 time schedule to send out bids. Also, recommend that we reach as many elegible bidders as possible. Eight to ten days after the bids are sent out the Commission recommends that the pre-bid meeting should be held. I mentioned that I would phone and verify correct addresses of bidders. I would also make every effort to contact as many contractors as possible by using our business license list and the association of Refuse Contractors. Finance Commission Minutes April 28, 1981 Page - 2 - 7) It was the general consensus that the following corrections and additions be considered in the contracts final draft: Article 11 G. 2. From: The Contractor shall agree to prohibit any drinking of alcoholic beverages by its drivers ------- To: The Contractor shall agree to prohibit any drinking of alcoholic beverages or the use of any controlled substance except by Doctors perscription by its drivers ------- Article III A. 1 & 2 Correct typographic errors Article III C. From: Compensation for Additional Services To: Compensation for Additional Services for Multi -family Dwellings. There was general discussion regarding the following items: 1) The advantages and disadvantages and the feasibility of paying water bills through taxation. 2) Finance projection report by Bill Tanker. The Commission was asked to review it by Trustee Miller. Chairman Ronchetto will prepare a summary based on the following continents and review of the report. Question usefullness, five year trend data may not be useful. Plotted on an adjustment for inflation basis without giving inflation data. Appears to be written by an "accountant" due to no summary. Need historical data in actual dollars not in percentages. Need projection into future. Villages cash -projections are already known. No highlights, need summary. Not much data for past and no future prediction. Adjustment for.inflation - lacking. Trends don't reflect expenditures. No warning trend. Fund balances should have been reflected in charts. Report indicates Wheeling Township equalized assessed evaluation declining - not the case. What is the purpose of the report? Questions cost justification due to quality of report? Finance Commission Minutes Page -3- 3) Trustee Wattenburg requested that the Commission take on the following assignments: a) To look into the Village's claims paying procedures. It was the general consensus of the Commission to consult a former member, and an insurance expert for assistance in this project. b) To check into frivilous law suits against the Village. To consider legal action against persons filing frivilous law suits to recover Village's cost defending the case. It was the general consensus that this Commission does not have the legal expertise to do justice to this project. I recommend that this could possibly be directed to our• new council for their opinion. 4) It was noted that parking lot numbers or meters are peeling off.
