Director Public Works Les Wuollett, Code Enforcement The meeting of July 21, 1981, was called to order by Chairman Ronchetto and the following agenda item discussed: I. FEE STRUCTURE Chief Pairitz as Chairman of the Task Force presented an overview into the rational for the newly proposed fees as well as an overview of the system of development of same. Glen Andler then presented the following changes: Section 21.605, 21.610, 21.611, 21.617, 21.620, 22.401, 22.506.1, 21.11 and 22.503. As well as 16.309, 16.504.1, 16.411, 16.412, and 16.414.1. At this time Glen presented information regarding present fees in neighboring communities as well as material presenting the increases in material and labor costs that have occurred since fees were last changed. In the course of discussion in the changes, the Commission recommended building in an escalation clause rather than stating a flat fee for contractor material costs as this would result in an annual escalation of costs that would be consistent with the cost of materials. The staff agreed and Section 21.611 will be revised consistent with the recommendation of the Finance Commission. Community Development Director, Ken Fritz presented his recommendations as follows explaining that these were all new fees and they were designed to cover the real costs of completing the various handling of plats, site plans and zoning reviews: Finance Commission Meeting - July 21, 1981 Page 2 COMMUNITY DEVELOPMENT RECOMMENDED FEES Preliminary Plat $100. plus $2.00/Lot Final Plat $ 50. plus $1.00/Lot Vacation $100. Multiple family site plan $100. plus $25./Acre Commercial/Industrial site plan $100. plus $25./Acre PUD Review $100. plus $25./Acre Zoning Compliance Review (addition or new structure); Single Family $ 25.00 Multiple family, commercial, industrial $ 75.00 The Commission agreed with the material presented. Capt. Les Wuollett presented a comparison in fee structures with the surrounding communities of Des Plaines, Elk Grove and Schaumburg. In addition, he presented a comparison of building fee costs under the old ordinance vs the proposed fee changes. Capt. Wuollett presented changes in the following Sections 21.603, 21.604, 21.608, 21.612, 21.613, 21.616, 21.618, and 21.621. The following recommendations were suggested by the Finance Commission: --Rewording of 21.616 to more clearly designate that the fee be charged for demolition as well as moving. --The rewording of 21.613, Section (f) and Section 16.309 to establish a 2% of construction costs up to $50,000 and 1.5% of constrction costs beyond $50,000 to be the basis for our plan review fees. The staff agreed and the recommendations will be incorporated into the next draft. Chief Pairitz presented recommended Health fees for new construction as follows: HEALTH FEES FOR NEW CONSTRUCTION Multi -family plan review $20.00 Food store, restaurant $35.00 Miscellaneous $25.00 Preliminary Plan Review $10.00 Pre -inspection fee $40.00 Chief Pairitz explained that these fees were new fees, again consistent with the actual amount of staff time needed to complete the task. The Commission agreed with the fees as suggested. The members of the Commission gave unanimous approval to the recommendations of the Task Force as revised this evening. It was further suggested that the format of the report be revised before submission to the Village Board.
