Farley called the meeting to order at 9:00 a.m. Also present were Trustees Timothy Corcoran, Paul Hoefert, Daniel Nocchi and Irvana Wilks, Village Manager Michael Janonis and Police Chief Ronald Pavlock. Village residents in attendance were: David Schein, 700 W. Ivanhoe, #313 Elmer F. Collin, 1 W. Hiawatha Trail David Schein, 700 W. Ivanhoe, #313, indicated that he still has a concern with parental responsibility when it comes to the ownership and possession of firearms. Trustee Corcoran agreed with this concern and stated that perhaps at a future date this matter could be reviewed. Mayor Farley and the remainder of Trustees went on to discuss briefly past attempts at passing legislation, and no direction was given to staff for future action. Elmer F. Collin, 1 W. Hiawatha Trail, expressed a concern about the condition of the roadway in front of his house, and asked if the Village could take a second look at it as it is not on any list for repair or replacement in the near future. He stated that the pavement is raveling, therefore, every spring he has gravel in his lawn and he is concerned about the damage to his property from a deteriorating roadway. Mr. Janonis indicated that this matter would be passed on to the Public Works Director for Public Works staff to take another look at the roadway and to contact Mr. Collin with their findings as soon as possible Mayor Farley closed the Village Hall Coffee with Council at 10:15 a.m. He indicated that he and Trustees Corcoran, Hoefert, Nocchi and Wilks and Village Manager Janonis would be traveling to St. Emily's, the "floating" location for Coffee with Council. CENTRAL ROAD The meeting was called to order by Mayor Gerald L. Farley at 10:30 a.m. Also present were Trustees Timothy Corcoran, Paul Hoefert and Irvana Wilks. Representing staff were Village Manager Michael E. Janonis, Police Chief Ronald Pavlock, and Director of Public Works, Glen R. Andler. Village residents in attendance were: Jerri Innaurato, 1421 Chestnut Nick Kalantzis, 290 N. Westgate Frank and Rita Smith, 903 Quince Walt and Marie Trendota, 1518 Mura Lane. Ms. Innaurato, 1421 Chestnut, stopped in to say hello, and has two concerns. The first being "Who do I call to report graffiti?" The outside public phone at Walgreen's, located at Golf and Rt. 83, is covered with graffiti. Chief Pavlock said to either call 911 or the Graffiti Hotline at 870-5676. Her second concern was, her neighbor's to the rear of her house have the habit of storing debris behind their shed. This means they don't have to look at it from their deck, but she has to look at it from her deck. Ms. Innaurato was told there is nothing the Village can do, but she should try talking to her neighbor. Maybe they don't realize the view they are creating for residents behind them. On Monday, April 20, 1998 Chief Pavlock took care of reporting the graffiti problem. Mr. Nick Kalantzis, 290 N. Westgate, came to inform the Mayor and Trustees of the lack of progress by Mr. Katz, developer for the Westgate Condominiums, to complete the fire sprinkler system. The home -owners association has hired an attorney because of Mr. Katz lack of cooperation. Mr. Janonis informed Mr. Kalantzis that the Village is holding $400,000 for the sprinkler system and he has been working with Jim Murphy to get this issue resolved. Mr. Kalantzis also explained some of the difficulties they are having regarding parking. A number of the residents have more than one car. First they tried open parking but that didn't work, so now they've switched to assigned parking with one(1) stall per unit. All excess stalls are then given out on a first come basis and right now they are 40 spaces short. Mr. Janonis stated there are additional funds being retained to cover the installation of a new parking area. But for now, construction is temporarily on hold because the new lot, would involve the loss of green space and trees which they really didn't want. Mayor Farley told Mr. Kalantzis that staff will continue to monitor the situation and try to resolve all issues. Also as suggested by Trustee Corcoran, this matter will possibly be brought back to a future Committee of the Whole Meeting for formal discussion with the Village Board and Mr. Katz the developer. Mrs. Rita Smith, 903 Quince, asked if Mount Prospect's ambulances were equipped with defibrillators? Mr. Janonis told Mrs. Smith that not only did the ambulances have them, but also all fire trucks. Mr. Frank Smith asked if anyone knew about the status of a response to his letter concerning McDonald Creek from Mr. Wulbecker. Public Works Director Andler said he would check into it. He also inquired as to the feasibility of installing detention ponds within the Com Ed right-of-way north and south of Euclid. It is his opinion that this could help ease the flooding situation in that area. Mr. Andler said he would have his Engineering Department review this and also contact Com Ed to see if they would even consider it. Mr. & Mrs. Trendota , 1518 Mura, stopped in to advise the Mayor and Trustees of a problem with ponding storm water at the rear of their property. According to Mr. Trendota the two neighbors directly south of his property (on Pawnee) have filled in areas of their yard, causing storm water to pond in his yard. Mr. Andle`r is aware of this situation and his Engineering Division is currently designing a rear yard storm sewer that will hopefully alleviate the situation. This proposed solution, along with drawings will be sent to the three property owners by the end of next week. Mayor Farley adjourned the meeting at 11:30 a.m. Respectfully, Glen R.
