Coffee with Council Minutes February 8, 1997 Page -2- Trustees Clowes and Wilks discussed the TAP program and the Gang Ordinance. It was pointed out that passing a law is not going to solve a problem. It must be enforceable. Trustee Wilks discussed gang law - problems, solutions, research, discussion. It was stressed that the laws must be enforceable and the Mayor and Trustees can only pass ordinances, not laws that include incarceration. Trustee Juracek indicated that if you make a law you have to make sure the law can be enforced and withstand a court test.
