HomeMy WebLinkAbout08/10/1996 CWC mintuesMINUTES COFFEE WITH COUNCIL AUGUST 10, 1996 9:00 A.M. The meeting was called to order by Trustee Paul Hoefert. Trustees present included George Clowes, Michaele Skowron and Irvana Wilks. Representing staff were Fire Chief Ed Cavello and Assistant Village Manager David Strahl. Village residents were: -Rachel and David Toeppen 409 S. HiLusi -Mary Kay Risler 1 E. Milburn Ave. -David Schein 512 S. NaWaTa Peter Gilbertgorr .. 621 S. Albert St. David Toeppen began the discussion by explaining that he noticed small trees being uprooted along Council Trail while riding his bike. It appeared the damage was done by a motor vehicle in a blatant act of vandalism. Mr. Toeppen wanted to bring the issue to the attention of the Board in hopes that something can be done to prevent further damage. Trustee Skowron responded by saying it will take a resident who sees it taking place to take down the license plate number and report it to the Police. Trustee Clowes asked if the Police Department is circulating information to residents in the immediate area and working with neighborhood watch groups. Trustee Wilks suggested a reward be offered either by residents or civic organizations. Mary Kay Risler asked when the issue of parkway signs would come before the Board. Because Mrs. Risler's home is on a corner lot, her parkway is a popular location for signs advertising garage sales, car washes and home sales to name a few. Discussion followed that indicated more time was needed to gather additional information on the issue before it can be presented at a Village Board Meeting. David Schein expressed his concern about a recent block party on SeeGwun Ave. at Weller Creeek. Because SeeGwun is one of the few streets that crosses the creek, its blockage caused Mr. Schein to take a two mile detour to get back to his home. Public safety was his primary concern. Mr. Schein was advised that information on all street closings is made available to both the Fire and Police Departments. Other issues brought up by Mr. Schein included a root problem that Public Works will resolve and he is unable to plant ground cover in his parkway instead of grass: Finally, Mr. Schien expressed his unhappiness with a letter that was sent to the Board concerning Weller Creek. Mr. Schein questioned the interpretation the engineer made between a flood or a storm. General discussion by trustees indicated a change in their general opinion on the matter after reading a follow-up letter sent to them by Mr. Schein. He stated he will be happy to provide flood plane maps from another community involved in a similar study. Peter Gilbertson stated that he was a bicycle enthusiast who is concerned about child safety on bicycles. He sent a letter to the Board asking if they ever considered an ordinance requiring mandatory use of safety helmets by children. Various trustee's comments expressed concern about enforceability and a government requirement replacing parental responsibility. Trustee Clowes remarked that insurance companies ought to accept responsibility for instructing clients on safety issues. Mr. Gilbertson was encouraged to continue to persue the issue and return to Coffee with Council in the future for further discussion. Mr. Gilbertson agreed and would try to be better prepared and will invite Dr. Mark Rosenberg M.D. to attend with him. Trustee Clowes stated it appears the traffic light sequence has changed at Main St. and the tracks. Heading southbound, the light at Prospect can turn red while the signal north of the tracks is green, possibly trapping vehicles on the tracks. This will be -a top ,priority with calls to be made immediately following the. meeting. Also Trustee Clowes noticed a shopping cart near the dumpster at the train station and he noticed a gap in the fence behind the Citgo station at Fairview and Northwest Hwy.
