COFFEE WITH COUNCIL
June 8, 1996
The meeting was called to order by Trustee Michaele Skowron at 9:00 a.m. Other
Trustees present were George Clowes, Timothy Corcoran and Irvana Wilks.
Representing Village staff was Police Chief Ronald Pavlock.
Ernie Lasse wanted to know the results of the survey conducted by the Village/Airport
Commission on air traffic noise. He understood there were two monitors placed in our
community and was wondering about the outcome of this research. Mr. Lasse was
advised that the appropriate staff person would check into this matter and pass the
information on to him and the Village Board.
Tim Boyle and Joe Usery requested assistance in alleviating a water drainage problem
in front of their residences on North Louis. They stated there are four manhole covers
and one of them appears to be obstructed because water is backing up onto their
property and standing for approximately four to five hours after a rainfall. They
reported they had contacted Public Works and have not received an answer. A
diagram of the problem was presented. This diagram and their concerns were passed
on to Sean Dorsey, Public Works Deputy Director, for a follow-up review. NOTE: On
Monday, June 10, 1996, Public Works met with both neighbors and reviewed the
problem which was an old problem not related to the new construction. They will
continue to monitor this problem, but even with the heavy rains this past week the
problem did not reappear according to Deputy Director Dorsey.
Trustee Clowes brought up a concern he had with a sewer drain at the southeast
corner of the Maple Street parking lot that appears to need some repair. The concrete
and asphalt around the drain have deteriated, creating a hazard. This information was
immediately passed on to Sean Dorsey for action by Public Works. NOTE: Deputy
Director Dorsey advised on Monday, June 10, 1996, that this repair had already been
scheduled, but because of Trustee Clowes concern it has been moved up for
immediate repair.
Trustee Clowes reported a concern he had about a construction project that was
approved as final for the resident at 410 N. Prospect Manor whereby a driveway was
constructed and, after Village approval, it was found there were drainage problems.
A discussion then ensued among the Trustees present about what information is
passed on to the homeowners when they secure a contractor and a permit is issued
for work on their property. Specifically, the concerns related to what the
Development and Building Code stated relative to the pitch of driveways, patios and
sidewalks. They questioned as to whether this information is passed on to the
homeowner at the time the permit is issued. This concern was reported to
Community Development Director Bill Cooney, and he will contact Trustee Clowes and
the resident and advise the Board as to what is currently the policy when permits are
issued. Trustees strategized that if the issue is information to the homeowner,
perhaps mailing a pamphlet to the homeowner when the permit is pulled would convey
what to watch for in pitch.
David Schein brought to the attention of the Police Chief an abandoned bike that has
been sitting in the bike rack on the railroad right-of-way directly across from Keefer's
Pharmacy for several months now. Chief Pavlock immediately contacted the
appropriate person and the bike was taken into custody and properly inventoried. The
bike was not licensed and a check of its serial number by Police Department computer
did not show it as stolen. The serial number will be entered into the information
computer and held for six months. If it is not reported stolen or claimed, it will be
disposed of at our next bicycle auction.
Dennis Prikkel, Board member for School District #59, discussed alternatives to reach
citizens about concerns in the School District relative to bilingual residents. Various
programs already in place in the Village were discussed. Mr. Prikkel inquired as to the
Village's involvement in the newly proposed off-site clinic being discussed by Alexian
and Northwest Community Hospitals. The Trustees were made aware that the Mayor,
Village Manager and Police Chief had discussed this at a meeting with officials from
Arlington Heights, and the various concerns as to location have already been
considered, such as traffic and staffing of the site. Further discussion has taken place
in the Manager's office. Mr. Prikkel was advised to refer this matter to his staff, who
could then discuss it with the Manager's office.
