HomeMy WebLinkAbout03/11/1995 CWC minutesMINUTES COFFEE WITH COUNCIL Saturday, March 11, 1995 9:00 a.m. 2nd Floor Conference Room, Village Hall Mayor Farley convened the meeting at 9:00 a.m. Those present were: Trustees Timothy Corcoran, George Clowes, Richard Hendricks, and Michaele Skowron and Irvana Wilks. Representing staff were Community Development Director Bill Cooney and Manager's Intern Cathleen Freels. Village residents present were: Carmelo Blacconieri 62 North Albert Tom Boyle 224 N. Emerson Mr. Blacconieri stated that he and his neighbors are experiencing problems with parkway trees damaging their sewer lines. He stated that he has asked the Village staff to cut the trees down so that their private utility lines would not be damaged. He's been informed by staff that Village policy is to prevent cutting down mature healthy trees since they do not cause the problem. Staff has informed him that the tree roots will go into openings in the sewer but not create the openings. He asked the Board to consider the request and cut down the trees. The Village Board indicated support of staffs position and recommended that Mr. Blacconien install new sewer pipe. Merrill and Mary Cotten approached the Board regarding inadequate lighting on Algonquin Road near Briarwood Drive. They stated that children cross that roadway in the evening and automobiles cannot easily see them. They stated that approximately six to eight months previous there was a child killed by a motorist due primarily to the lack of lighting. Village Board stated they would have staff investigate the situation and contact I.D.O.T. regarding this matter. Mr. Cotten also requested that the Village contact the Post Office regarding addressing in various parts of town. They stated that the Briarwood Subdivision has an Arlington Heights mailing address even though it is located in Mount Prospect. He indicated that residents have had little success in addressing this issue at the Post Office and asked the Village to become involved. There was a general consensus to contact the Post Office to determine what steps would be necessary to alleviate this problem Mr. Reindl asked the Trustees for a status report regarding the proposed land swap that was discussed in closed session. He was informed that this matter would be discussed at the March 21 Coffee with Council Minutes Page 2 April 9, 1994 Village Board meeting and that Coffee With Council was not an appropriate forum for this discussion. Mr. Tom Boyle addressed the Board regarding his concerns with the proposed Louis Street reconfiguration and recent tree removal on his parkway. He stated the new configuration caused him much hardship regarding entering and exiting from Rand Road. He stated that he didn't believe the reconfiguration was acceptable and wanted to discuss the matter. The Village Board indicated they have not seen the plan at this time but that there would be proper notice given at such time that this reconfiguration was proposed. They suggested that Mr. Boyle contact the Engineering Division to express his concerns. The Board also stated that they would request that staff investigate the condition of the parkway that's left behind after the recent tree removal. Mr. Boyle indicated that a representative from the Engineering Division would be out Monday morning to meet with him regarding this matter. Mr. Scott Shields addressed the Board regarding his concerns with the condition of Council Trail between SeeGwun and Route 83. He questioned whether this section of Council Trail was slated for resurfacing during the upcoming season. He also questioned whether the Village was considering widening this road because it is narrow in certain stretches . The Village Board will request the staff to investigate this matter and inform Mr. Shields whether Council Trail would be resurfaced and/or widened. Mr. Shields second concern was regarding the condition of Weller Park. He questioned if the Village was considering improvements to this park. The Board informed him that the Park District had control over the park and that he should contact them for further information and suggestions. Mr. Shields last concern related to traffic along Council Trail that resulted from St. Raymond's Church and School. He stated that many parents used Council Trail as a cut -through and he questioned whether the Police could enforce this roadway more diligently. The Board directed staff to inform the Police Department of his concern to determine if additional enforcement would be warranted. Mr. Hildenbrand brought the Board's attention to the policy regarding temporary handicapped parking tags. He stated that it was his understanding that owners with handicapped license plates receive free vehicle stickers, yet handicapped owners with the tags did not. He questioned why handicapped residents with license plates receive preferential treatment over handicapped residents with the tags. Neither the staff nor the Village Board was familiar with the policy of free Village stickers for handicapped automobile owners, but indicated they would verify this policy. Mr. Cooney stated he would let Mr. Hildenbrand know of the actual Village policy. Mr. Whalen stated he was present this morning to address the issue of vacant businesses in town. He mentioned Just Faucets and the Courtesy Building as prime examples of recent vacancies. He's concerned with the Village's economic development programs and questioned whether the Village was actively pursuing filling these vacancies. The Board apprised Mr. Whalen of the recent efforts Coffee with Council Minutes Page 3 April 9, 1994 of the Village and stated they are very aware of the current vacancies. Mr. Cooney explained some of the current economic development programs and policies that are in place. The Board invited Mr. Whalen to become more involved within a Village committee since he expressed this interest in the town. Mr. Whalen picked up an application and indicated he would fill it out and send it in. Mr. Schein indicated that he felt it would be appropriate during a zoning variation request that Channel 6 display a Village location map. He stated that he felt many people watched Channel 6 and weren't sure where the subject properties were located. There was general agreement with the Board that this would be appropriate and that staff should follow up on that. Mr. Schein also stated that he desired that the Board follow up with a parental responsibility ordinance related to guns. He stated that there is currently a bill in the General Assembly that would limit Home Rule authority regarding this matter, and therefore, he felt the Village would need to act quickly to pass their own ordinance. Trustee Wilks indicated that they are currently working on a gang suppression ordinance which would incorporate some of these thoughts. Donald McBride thanked the Village Board for the installation of a "blind person" sign on Emerson Street. He also requested that the Village Board pursue the installation of a stop sign at the intersection of Emerson Street and Milburn Avenue. He stated that there is heavy traffic on Emerson and it's very difficult to cross Emerson at Milburn Avenue. The Village Board asked staff to forward this item to the Safety Commission for their review and consideration. Mr. McBride also questioned who owned the property at 213 South Emerson where there is currently sidewalk that is damaged. Staff indicated they would determine this and send a letter to that individual. The meeting was adjourned at 11:15 a.m. Respectfully submitted, 0 AL� . William J.
