APPROVAL OF MINUTES: The minutes from the January 18, Commission meeting were approved as written. COMMERCIAL RECYCLING PRESENTATION: Kate Koenig and Sean Freres provided an overview of the Arlington Height's Commercial Recycling Pilot Project. Funded by the Solid Waste Agency of Northern Cook Count - the six month pilot project provides recycling services to 250 businesses in the downtown business district. The project was implemented in November of 1995. The project is very similar to the Park Ridge program only Laidlaw Waste Systems is providing the recycling services rather than ARC. In both Park Ridge and Arlington Heights the contract for services was awarded to the low bidder. There are 47 recycling sites; 32 sites are collected once a week, 15 sites have twice week collection. All participating businesses were given 15 or 20 gallon bins for inside collection and storage. Depending on the location up to six businesses may share an outside recycling container. Approximately 15 - 18 tons of recyclables have been collected per month since program implementation. Both Ms. Koenig and Mr. Freres commented on the strong interest the Arlington Heights business community has in recycling. The Commission has conducted a number of surveys among the businesses and estimate 49% of the businesses already recycle. To encourage business recycling the Village mandated that licensed refuse haulers have the capability of offering recycling services to commercial customers and they are required to make an on-site visit to promote their services. The haulers must prove measures have been taken to offer reeveling services in order to obtain a business license. Ms. Koenig and Mr. Freres also shared various aspects of the Village's residential solid waste program. The Village Board recently approved a new contract with Laidlaw which includes twice a week refuse collection. Mr. Freres was asked about the success of adding pizza boxes to the recycling program. He indicated that thus far it was not very productive. The Commission thanked Ms. Koenig and Mr. Freres for their informative presentation. SOLID WASTE PROGRAMS/MONTHLY DATA: The Solid Waste Coordinator gave a brief report on the status of the program and distributed the 1995 collection data for refuse, recvclables and vard material. She also shared samples of the newest paper made from recycled products the Public Works Department purchased. Sample papers were made from grass clippings, denim and seaweed. in the absence of Commissioner Johnson the Coordinator reported on Commissioner Johnson's meeting with Randhurst Mall representatives. Randhurst does very little recycling but is very anxious to begin a program and would like to work with the Village. Randhurst officials will attend a future commission meeting to discuss steps in developing a program_ OTHER BUSINESS: Vice Chair Luteri stated that a number of local business representatives informed him they had never received the business recycling survey. He believes this may be part of the reason the response to the survey was so low. The Coordinator asked the Commission's approval that the regularly scheduled March meeting be held on Saturday, March 23rd prior to the tour of the tire facility. The Commission agreed to cancel the March 21 st meeting and hold a brief meeting Saturday morning before leaving for the tour. The Coordinator stated she would mail a notice to all Commissioners regarding the change in schedule and a meeting time. NEXT MEETING: The next meeting was scheduled for Saturday, March 23rd at the Public Works Facility. ADJOURNMENT: There being no further business the meeting was adjourned at 8:30 PM.
