HomeMy WebLinkAbout03/21/1996 SWC minutesMOUNT PROSPECT SOLID WASTE COMMISSION MEETING MINUTES MARCH 21, 1996 PRESENT: Dick Bachhuber, Bill Donovan, George Luteri, Rod Mobus, Harold Rentschler, Mary Rosen and Ken Westlake. Lisa Angell - Public Works ABSENT: Holly Johnson and Mary Winkler CALL TO ORDER: Vice Chair Luteri called the meeting to order at 7:30 PM. (Chairman Westlake arrived at the meeting at 8:00 PM.) The Coordinator apologized for having to cancel the tour of the tire processing facility and regretted any inconv=enience the schedule change may have created for the members. She indicated the tour would be rescheduled and efforts would still be made to coordinate a tour of a Chicago MRF for the same day. APPROVAL OF MINUTES: The minutes from the February 15, meeting were approved as written. CITIZEN FORUM: No residents were in attendance to address the Commission. SOLID WASTE PROGRAMS/DATA: The Solid Waste Coordinator gaNv a brief summary regarding the Board's decision to increase the refuselyard material sticker to $1.75. In addition, she provided an overview of the schedule for collecting curbside set -out data. ARC Disposal staff will be conducting counts of solid waste set -outs from March to July 1996. Designated counts include, bulk items, brush bundles, containerized yard material, stickered refuse, and units of refuse excluding bulk items. Public Works staff anticipate the data will be made available to the Commission for discussion at the August meeting. A comprehensive report, including comments/ recommendations from the Commission will then be presented for the Village Board's review in September. Commission members requested the data be mailed to them in advance to allow sufficient time to review the data. The Coordinator indicated the information could be mailed as soon as the data was compiled. The Coordinator reported the volume of recyclables collected in February fell below one million pounds, however, based on data from previous years a drop in volume typically occurs during this period. A few questions were also raised regarding the balefill and landfill capacity. Specifically there was a concern regarding the SWANCC put or pay agreement. The Coordinator responded that 1) the Village's commitment is reevaluated annually and the new year's commitment is based on the previous years tonnage taken to the transfer station and 2) the monthly tonnage reports submitted by SWANCC are tracked by Village staff and if additional waste, i.e., street sweepings, etc. needs to be taken to SWANCC to meet the Village's commitment then appropriate action is taken. The reporting system built into the transfer station allows the Village to not only obtain accurate reports of the volume of waste baled but also identify the waste source; multi or single family units. The Coordinator assured the Commissioners that the Village is extremely conscientious of the put or pay agreement and closely monitors the tonnage reports to minimize costs. NEW BUSINESS: The Solid Waste Coordinator iinvited the Commission to participate in the clean-up scheduled for May 4 on the south side of the Village. The Coordinator also passed around an invitation to attend a seminar sponsored by SWANCC on recycling markets. NEXT MEETING: The next meeting was scheduled for April 18, at the Public Works Facility.
