HomeMy WebLinkAbout05/16/1996 SWC minutesMOUNT PROSPECT SOLID WASTE COMMISSION MEETING MINUTES MAY 16,1996 PRESENT: George Luteri, Harold Rentschler, Mary Rosen, Mary Winkler and Ken Westlake. Lisa Angell - Public Works ABSENT: Dick Bachhuber, Bill Donovan, Holly Johnson and Rod Mobus. CALL TO ORDER: At 7:44 p.m. an informal discussion of various topics related to solid waste issues was initiated by Vice Chair Luteri. With the arrival of Chairman Westlake which provided a quorum, the meeting was called to order. APPROVAL OF MINUTES: The Solid Waste Coordinator stated she had been informed by Commissioner Johnson earlier in the day that Commissioner Johnson's name had been omitted from those in attendance at the April Commission meeting. With the addition of Commissioner Johnson's name to the Commission members present at the April 18, meeting the minutes were approved. CITIZENS FORUM: No residents were in attendance to address the Commission. SOLID WASTE PROGRAMS/DATA: The Solid Waste Coordinator reported ARC Disposal had replaced the entire inventory of refuseiyard material stickers due to the poor quality of the original inventory of the new yellow stickers. The manufacturer was responsible for the cost of the new inventory. She also reported on the on-going but somewhat sporadic problems there have been with the collection of corrugated cardboard. A few months ago when there were a few incidents of the refuse driver collecting cardboard set -out for recycling as garbage, an ARC representative had assured the Coordinator the problem was resolved as he had talked to the responsible driver, a former recycling driver who knew fine material would not be picked up by the recycling driver as it did not meet recycling specifications. Apparently the problem has not been resolved as Commissioner Winkler related that during clean- up week the corrugated cardboard that was properly prepared was collected by the refuse driver. The driver told her that the boxes did not meet specifications; the following week Commissioner Winkler set -out a similar mix of corrugated which was collected by the recycling driver. The Coordinator stated she would once again discuss this matter with ARC Disposal and, pursue final resolution of the problem. OPEN HOUSE: The following Commission members volunteered to work at the May 18, Public Works Open House; Commissioners Luteri, Rentschler, Westlake and Winkler. The Coordinator noted that Commissioner Johnson also volunteered to work that day. OTHER BUSINESS: • Based upon a request for an update of the IEPA paint program the Coordinator reported that Glidden Paint had relocated out of Mount Prospect which left the Village without a paint business willing to participate. She also mentioned that as long as SWANCC seeks to host a one day household hazardous waste collection day at the transfer station, the Village will be considered a host community. SWANCC would like a commitment from the IEPA that a a SWANCC community will be host to a collection at least every two (2) years if not one (1) year. • A brief summary of the May 4, Community Clean -Up was given by the Coordinator who also noted that Chairman Westlake and his daughter Elizabeth volunteered their time for the project. • The Coordinator reported she had made a presentation at the annual Illinois Recycling Association Conference on May 9, in Rockford. The panel she served on addressed pay as you throw programs and full cost accounting. She indicated that according to a solid waste expert with the Solid Waste Association of North America the number one (1) way to reduce solid waste costs is through the collection process. A successful step the Village made approximately five (5) years ago when it adopted the modified volume based approach. • The Coordinator stated a meeting with BFI to discuss recycling at Randhurst was postponed but should be rescheduled in the near future. • The Commission briefly discussed the 4th of July parade and this year's "float". NEXT MEETING: The next meeting was scheduled for June 20, 7:30 p.m. in the Public Works Facility.
