The board reviewed the 4th quarter financial report for the year ended December 31, 2003

Becker, Burke Associates Report
Richard Potter reviewed his report, which explains the fund's investment performance for the
fiscal 4th quarter ending December 31, 2003
Discussions included increasing equities and decreasing bonds.
Discussed Garcia matter -Attorney Reimer stated no changes and no reason for an Executive
Session regarding this matter
Set Patti hearing for Thursday February 19, 2004 in PD Meeting Room
