Northwest Highway Mount Prospect, Illinois 60056 BOARD OF FIRE AND POLICE COMMISSIONERS MINUTES August 1, 2016 Public Safety Building Fire Department Conference Room Chairperson Skowron called the meeting to order at 5A5 p.m. Roll Call: Michaele Skowron, Chairperson Charles Bennett, Commissioner (arrived at 6:21 p.m.) Mark Busse, Commissioner Jackie Hinaber, Commissioner James Powers, Commissioner Also Present: Brian Lambel, Fire Chief Timothy Janowick, Police Chief Phone B47/B70-5656 APPROVAL OF MINUTES Chairperson Skowron asked for a motion to approve the Open Session Minutes of July 11, 2016. A motion was made by Commissioner Busse and seconded by Commissioner Powers. Roll Call: Ayes: Busse, Hinaber, Powers, Skowron Nays: None Abstain: None Motion Carried CITIZENS TO BE HEARD No one in attendance. FIRE DEPARTMENT UPDATE Fire Chief Lambel distributed a letter he received from the Cary Fire Protection District regarding the lifesaving efforts of Mike Murphy's while off duty. Fire Chief Lambel also reported the Village Board approved the amendments to the Board of Fire and Police Rules and Regulations on July 19, 2016. POLICE DEPARTMENT UPDATE Chief Janowick discussed the department's community engagement through National Night Out and the pool party, which was a huge success. The department has received positive feedback from both of these events. RULES AND REGULATIONS OF THE BOARD OF FIRE AND POLICE COMMISSIONERS UPDATE There was a brief discussion regarding the recent ordinance change to rehire an officer. Chief Janowick informed the Board the department is researching lateral transfers. The department is requesting information from other agencies regarding the protocol for lateral transfers and he will bring it to the next meeting. FIRE DEPARTMENT TIMELINE AND RECRUITMENT UPDATE Fire Chief Lambel discussed the timeline for the recruitment test, which will be held on November 5, 2016. Additionally, he showed the Board a video for college recruitment fairs. CLOSED SESSION Chairperson Skowron asked for a motion to go into closed session under Personnel 5 ILCS 120/2 (c) (1) - The appointment, employment, compensation, discipline, performance, or dismissal of specific employees of the public body, including hearing testimony on a complaint lodged against an employee to determine its validity and to approve the closed session minutes of July 11, 2016. BOFPC Minutes 8/1/2016 Page 1 A motion was made by Commissioner Hinaber and seconded by Commissioner Busse to go into Closed Session at 6:20 p.m. Roll Call: Ayes: Busse, Hinaber, Powers, Skowron Nays: None Abstain: None Motion Carried The Board returned to open session at 7:40 p.m. with everyone present from the previous meeting and Commission Bennet who arrived for closed session. Chairperson Skowron asked for a motion to approve the Police Chief's request of the Village Manager to rehire Connor Garrity. A motion was made by Commissioner Powers and seconded by Commissioner Busse. . Roll Call: Ayes: Bennett, Busse, Hinaber, Powers, Skowron Nays: None Abstain: None Motion Carried Other Business Due to the holiday, the next meeting will be held on September 12. Chairperson Skowron reminded everyone she would be giving the annual report to the Village Board on August 16.
