CITIZENS TO BE HEARD RECOGNITION OF LEARNING SCHOOL AND PRESENTATIQN OF A PROCLAMATION DESIGNATING SEPTEMBER AS SET A GOOD EXAMPLE MONTH The Learning School of Mount Prospect has been chosen #1 in the nation by judges of the 6th Annual American "Set A Good Example" contest for their efforts to help prevent drug abuse, delinquency, illiteracy and dropping out amongst their peers. This contest is sponsored by the Concerned Bnsinessmen's Association. The Village has been requested to proclaim September as Set a Good Example month. An appropriate Proclamation is attached. Congressman John Porter has also asked for the opportunity to recognize the Learning School's achievement and he will be represented by a staff person who will publicly read the accolades he has entered into the Congressional Record. IV. PRESENTATION OF DRAFr ADA TRANSITION PLAN As you are aware, the Americans with Disabilities Act (ADA) was passed by Congress a little over a year ago. That Act will result in sweeping changes in how government and businesses interact with persons with disabilities. As part of the compliance process, the Village is required to develop a Transition Plan to serve as a guide for future efforts to reach full compliance with the Act. This Plan covers not only issues of physical accessibility but also employment practices and accessibility to programs and services provided by the Village. The changes required under this Act will have financial impact on the Village. Additionally, the Act makes accessibility a national priority as it should be. Because there are important financial and policy issues at play here, the Village Board should review and comment on the Transition Plan of the Village. This is a draft Plan which is approximately 80-85% complete. Our efforts to date place us in the forefront of reaching this milestone, however, much work remains to be done. Appropriate staff will be available to review the document with you and answer your questions. V. POLICE AND FIRE HEADOUARTERS UPDATE The building of a Police and Fire Headquarters is a complex undertaking. Both Departments have highly specialized functions which place requirements on a building which far exceed normal office facilities. In some ways, the design aspect of the building is a continuous process that comes into play even during the construction phase of the project. As such, it is not uncormnon to identify design changes which increase the functionality of the facility. Additionally, it is in the best interest of the Village to provide for a reasonable degree for future flexibility in regard to growth potential and the capability to take advantage of technological advances. Finally, the construction process itself is subject to changes that ensure the structural integrity of the building and adapt it to existing site conditions. While .we seek to build the most functional and efficient building possible, we must do so within the budgetary parameters that have been previously identified. Since assuming the position of Village Manager, I have had opportunity to review both the building design and the progress of the construction. Part of that review was the consideration of a number of minor structural changes, functional enhancements and future flexibility issues that impact on both the construction process and project costs. The accompanying material provides a brief update of the construction to date and discusses the various change items identified above. The memorandum also contains Village Manager's recommendations regarding a suggested course of action and the cost impact of same. Members of the Police and Fire Departments along with representatives from Donohue and Associates will be present to review these items and answer your questions. VI. MANAGER'S REPORT VII.
