Northwest Highway Mount Prospect, Illinois 60056 BOARD OF FIRE AND POLICE COMMISSIONERS MINUTES June 23, 2016 Public Safety Building Fire Department Conference Room Chairperson Skowron called the meeting to order at 5:45 p.m. Roll Call: Michaele Skowron, Chairperson Charles Bennett, Commissioner Mark Busse, Commissioner Jackie Hinaber, Commissioner James Powers, Commissioner Also Present: Brian Lambe[, Fire Chief Phone 847/870-5656 APPROVAL OF MINUTES Chairperson Skowron asked for a motion to approve the Open Session Minutes of May 2, 2016. A motion was made by Commissioner Busse and seconded by Commissioner Bennett. Roll Call: Ayes: Bennett, Busse, Hinaber, Powers, Skowron Nays: None Abstain: None Motion Carried CITIZENS TO BE HEARD No one in attendance. REVIEW THE RULES AND REGULATIONS OF THE BOARD OF FIRE & POLICE COMMISSIONERS FIREFIGHTER TESTING PROCESS TIMELINE At the June meeting, the Board could not approve minutes or conduct business due to lack of a quorum; however, they were able to discuss the Rules and Regulations of the Board of Fire and Police Commissioners. Based on this discussion, the Fire Chief was able to go to the attorney for clarification or approval of the changes to be in line with the state law. Fire Chief Lambel stated there were 28 items he brought to the attorney after the meeting. Fire Chief Lambel reviewed the 28 items discussed at the last meeting, and he reviewed the timeline for the new hire test. Fire Chief Lambel is meeting again with the attorney on Monday to finalize the changes and he will forward a final draft for review to the Board prior to the next meeting. FIRE DEPARTMENT UPDATE Fire Chief Lambel asked Chairperson Skowron to sign a certificate acknowledging completion of probation for Philip Ellenbecker. Fire Chief Lambel provided a brief update on staffing, and a new program the department has for training. CLOSED SESSION Chairperson Skowron asked for a motion to go into closed session under Personnel 5 ILCS 120/2 (c) (1) - The appointment, employment, compensation, discipline, performance, or dismissal of specific employees of the public body, including hearing testimony on a complaint lodged against an employee to determine its validity and to approve the closed session minutes of May 2, 2016. A motion was made by Commissioner Powers and seconded by Commissioner Bennett to go into Closed Session at 6:44 p.m. Roll Call: Ayes: Bennett, Busse, Hinaber, Powers, Skowron Nays: None Abstain: None Motion Carried BOFPC Minutes 6/23/2016 Page 1 The Board returned to open session, with everyone present from the previous session at 7:09 p.m. Chairperson Skowron asked for a motion to approve the continued hiring process for fire candidate Luke Rypkema. A motion was made by Commissioner Powers and seconded by Commissioner Bennett. Roll Call: Ayes: Bennett, Busse, Hinaber, Powers, Skowron Nays: None Abstain: None Motion Carried Other Business Chairperson Skowron reminded everyone that the next meeting is July 11, 2016.
