Northwest Highway Mount Prospect, Illinois 60056 BOARD OF FIRE AND POLICE COMMISSIONERS MINUTES April 4, 2016 Public Safety Building Fire Department Conference Room Chairperson Skowron called the meeting to order at 5:47 p.m. Roll Call: Michaele Skowron, Chairperson Mark Busse, Commissioner Jackie Hinaber, Commissioner James Powers, Commissioner Excused: Charles Bennett, Commissioner Also Present: Timothy Janowick, Chief of Police John Dolan, Deputy Fire Chief Phone 647/670-5656 APPROVAL OF MINUTES Chairperson Skowron asked for a motion to approve the Open Session Minutes of March 7, 2016. A motion was made by Commissioner Busse and seconded by Commissioner Powers. Roll Call: Ayes: Busse, Hinaber, Skowron Nays: None Abstain: Powers Motion Carried CITIZENS TO BE HEARD No one in attendance. POLICE DEPARTMENT UPDATE Chief Janowick reported the two new recruits started the academy. Chief Janowick invited the Board to attend the graduation on June 17, 2016, at 1:00 p.m. at the Suburban Law Enforcement Academy. The Department received approval to make a conditional offer to the next candidate and a letter will be sent to the Chairperson for signature. FIRE DEPARTMENT UPDATE Deputy Fire Chief Dolan reported Engine 13 is back in service. Deputy Fire Chief Dolan reported a conditional offer was sent to the last candidate on the current interview list. The next group of interviews will be held on April 11 and April 12 starting at 2:45 p.m. Additionally, Wendy Seleen, EMS Coordinator, will be retiring on April 8, 2016. FIRE DEPARTMENT NEW HIRE TEST Deputy Fire Chief Dolan reported they contacted the firm administering the test and they will be sending a timeline for the test, which will be forwarded to the Board. The testing process will start in July and the test will be late in September. Chairperson Skowron discussed the process and asked to review the announcement packet prior to publication. Additionally, the Board would like to look at the questions prior to the test. CLOSED SESSION Chairperson Skowron asked for a motion to go into closed session under Personnel 5 ILCS 120/2 (c) (1) - The appointment, employment, compensation, discipline, performance, or dismissal of specific employees of the public body, including hearing testimony on a complaint lodged against an employee to determine its validity and to approve closed session minutes. BOFPC Minutes 4/4/2016 Page 1 A motion was made by Commissioner Hinaber and seconded by Commissioner Powers to go into Closed Session at 6:00 p.m. Roll Call: Ayes: Busse, Hinaber, Powers, Skowron Nays: None Abstain: None Motion Carried The Board returned to open session, with everyone present from the previous session at 6:18 p.m. Other Business Chairperson Skowron discussed the spring conference of the Illinois Fire and Police Commissioners. If anyone is interested, please let the Police Chief know. Chief Janowick discussed the mandatory training for Open Meetings Act, Ethics, and Freedom of Information Acton May 5th and May 7th With no further business, a motion was made by Commissioner Powers and seconded by Commissioner Hinaber to adjourn the meeting at 6:25 p.m. Voice Vote: Ayes: Busse, Hinaber, Powers, Skowron Nays: None Abstain: None Motion Carried Minutes transcribed by Diane Rhode, Executive Secretary to Chief Timothy Janowick.
