HomeMy WebLinkAbout09/01/2015 PW Roof ReplacementMount Mount Prospect Public Works Department INTEROFFICE MEMORANDUM TO: ACTING VILLAGE MANAGER DAVID STRAHL FROM: SUPERINTENDENT OF STREETS & BUILDINGS DATE: AUGUST 26, 2015 SUBJECT: BID RESULTS FOR PUBLIC WORKS ROOF REPLACEMENT (NOT TO EXCEED $237,740) BACKGROUND In 2010, the Village secured the services of a roofing consultant to provide a condition assessment of the Public Works' garage and the Administration office roof systems including roof membrane and underlayment. The consultant recommended the complete replacement of the roof membrane and installing an additional layer of insulation to bring the administrative roof up to the new insulation standard. The roof is an original installation placed when the Public Works Facility was constructed in 1987-88 and is currently 27 years old. In July 2015, the Village hired Ehlke Lonigro Architects, LTD., of Wheeling, Illinois to prepare the bid documents, oversee the bidding, and supervise construction of the project. In preparation of the bid documents Ehlke Lonigro Architects, LTD. performed a new condition assessment of the roof that confirmed the original assessment. BID RESULTS Sealed bids were opened at 1:00 P.M. on Monday, August 24, 2015 for proposed roof replacement. Five (5) invitational bids were mailed and a bid notice was placed in the local paper. Nine (9) companies attended the mandatory pre-bid meeting. Seven bids were received; results are as follows: Bidder Bid Price Olsson Roofing $213,400 National Roofing Corporation $235,300 Malcor Roofing of 11, Inc, $240,800 All American Exterior Buildings $253,900 CSR Roofing $289,000 AnthonyRoofing Tecta America LLC $292,761 A-1 Roofing Company, Inc, $295,200 Page 2 of 2 Bid Results for Public Works Roof Replacement (not to exceed $237,740) August 26, 2015 DISCUSSION Staff has evaluated all bids and determined that the bids received are responsive to the request. All bidders submitted the required bid securities. All submitted bids meet the bid qualifications. The apparent low bidder Olsson Roofing Company, Inc., of Aurora, Illinois has provided all necessary material and references as outlined in the bid specification. Olsson Roofing Company, Inc. has not done work for the Village in the past. They are known to our roofing consultant, Ehlke Lonigro Architects, LTD., as an excellent contractor who has successfully completed several similar projects. Reference checks also indicate that Olsson Roofing Company, Inc. has sufficient experience and expertise to perform the requisite work. Staff recommends including a 10% contingency fee in the award of this project. This contingency would be reserved for solutions to unanticipated conflicts that arise during the removal and installation of the new roofing system. In this instance, the total recommended award is $213,400 + $21,340 (10% contingency) = $237,740 (total award). RECOMMENDATION Staff recommends accepting the lowest cost proposal as submitted by Olsson Roofing Company, Inc. of Aurora, Illinois for the Public Works Roof Replacement Project in an amount not to exceed $237,370.
